The Danish Red Cross (DRC) has enduring partnerships with the Bangladesh Red Crescent Society (BDRCS), and Nepal Red Cross Society (NRCS) DRC Country Strategies guide the engagement which cover the period 2022 – 2025. They focus on support to communities to prepare for, anticipate, and respond to, and recover from disasters; the delivery of community health care services (including MHPSS); support to people to adapt to the impact of population movement; as well as promoting the engagement and inclusion of the most vulnerable, and marginalized groups in society.  In both Bangladesh, and Nepal, there is also an increasing focus on supporting the respective National Societies (BDRCS, and NRCS) respond to the humanitarian impacts of the climate crisis within their programs, projects; integrate new thematic areas (innovation, NCDs, and youth engagement) as a priority.

Together, CRI and DRC has decided to recruit a Technical Coordinator (Youth Engagement), to support the realization of their joint ambitions around youth engagement in Bangladesh, and Nepal, along with other countries in South Asia.  The position will be based in the DRC Country Office (CO) which is an integrated part of the IFRC in Nepal and located in Kathmandu.

The Technical Coordinator will work under the supervision of the DRCs Country Cluster Manager, but in liaison with the Head of Programs (in Nepal and Bangladesh) and other members of the COs in Nepal, and Bangladesh. He/she will have an indirect reporting line to the CRI Regional Representative, based in Kuala Lumpur, Malaysia. He/she will also be expected to work in collaboration with various counterparts including from CRI, DRC, Danish Red Cross Youth (DRCY), IFRC, as well as with selected National Societies.

He/she will be called upon to travel to Bangladesh, and other countries in South Asia, as needed.

Job purpose

The Technical Coordinator (Youth Engagement) will be responsible for providing technical assistance to support the development, implementation of programs/projects and initiatives, which are youth-focused. He/she will support efforts to mainstream youth focused approaches by selected National Societies, and within CRI and DRC supported projects/programs.

The Technical Coordinator will also generate evidence and learning around youth engagement, to be used for advocacy, communications, and to enhance programs/projects. He/she will contribute to partnership and resource mobilization efforts, to support the ambitions of CRI and DRC to grow their work around youth engagement.

He/she will build strong partnership with counterparts in the DRC Country Cluster, with the CRI Regional Delegation, as well as with youth counterparts in selected National Societies to strengthen their capacity, and to maximize reach and impact.

Job duties and responsibilities

Planning, program development, implementation, monitoring and evaluation (25%)

  • Undertake and lead project formulation, assessments, and evaluation of programs/projects.
  • Ensure that project implementation is in accordance with project proposals, logical frameworks, budget, and monthly, quarterly, and annual plans.
  • Assist in developing planning, monitoring, evaluation, accountability, and learning (PMEAL) systems for programs/projects.
  • Undertake support and monitoring visits to project sites to assess implementation progress of programs/projects, to ensure that agreed upon objectives are met.
  • Support in the preparation of budget preparation, forecast, and reporting (utilization, and variance analysis) supported programs/projects.
  • Ensure that relevant CRI, DRC (and IFRC) guidelines, policies, and procedures are followed in the project formulation, implementation, monitoring, and closure of programs/projects. 
  • Act as project manager for CRI, and DRC supported youth-focused projects/programs, and other relevant events, initiatives etc.

Technical assistance and capacity building (40%)

  • Assist National Societies in the development/revision of relevant youth engagement strategies, guidelines, and tools.
  • Assist National Societies in the design/adaptation of youth-focused trainings, workshop, learning curriculum and manuals.
  • Strengthen capacities of National Society staff and volunteers in relevant youth-focused approaches through the facilitation of trainings, and workshops.
  • Assist National Societies in the identification and implementation of youth-focused approaches and innovations (e.g., innovative financing, social entrepreneurships etc.).
  • Support the identification and selection of participants for leadership exchanges, and provide peer-to-peer support as needed
  • Contribute technical assistance to other to IFRC and membership programs/projects and initiatives as needed (e.g., Change Maker, Limitless, Y-Adapt etc.) 
  • Ensure the application of the IFRC Youth Engagement Strategy (YES), RCRC Movement’s Fundamental Principles, Core Humanitarian Standards (CHS), Protection, Gender and Inclusion (PGI), and Community, Engagement, and Accountability (CEA)
  • Act as technical focal point on youth engagement for the DRC Country Cluster, as well as regional and headquarters staff in CRI, and DRC.

Coordination, representation, and partnerships (15%)

  • Support coordination and liaison with various stakeholders involved in youth engagement including counterparts in the RCRC Movement, Government agencies, I/NGOs, United Nations and Private Sector (as relevant).
  • Represent CRI and DRC and promote both organizations as a leading actor on youth engagement at conferences, meetings, platforms, and other relevant events as needed. 
  • Contribute to partnership and resource mobilization efforts for youth engagement– including support to the Partnerships and Resource Mobilization Coordinator, the mapping/identification of funding and partnership opportunities, and the development of concept notes, and proposals (in coordination with the Partnerships and Resource Mobilization Coordinator).
  • Contribute to the strengthening of relations with key funding partners to promote the consideration of youth engagement in financing instruments, plans, and strategies (E.g., Danish Ministry of Foreign Affairs, Italian Ministry of Foreign Affairs, Italian Ministry of Foreign Affairs, and Private Sector).

Advocacy, communication, and evidence generation (15%)

  • Contribute to the development and implementation of advocacy and communication strategies on youth engagement.
  • Contribute to knowledge sharing through the development of policy recommendations, position papers and other publications on youth engagement.
  • Develop communication products on youth engagement for dissemination on various channels (including social media, mass media etc.).
  • Consolidate evidence and learning from the implementation of youth-focused approaches; and facilitate its mainstreaming by CRI, DRC and National Societies across (all) programs/sectors.
  • Strengthen the capacities of National Societies for evidence generation, and replication of lessons and successes related to youth-focused approaches.
  • Maintain an overview of the emerging developments and learning related to youth engagement in the IFRC network as well as the sector at national, sub-regional and regional levels.

Shared leadership and surge support (5%)

  • Enact a shared leadership role to the IFRC and its members on programs/projects and initiatives related to youth engagement (as needed).
  • Act as a surge support function, to provide technical assistance programs/projects and initiatives related to youth engagement to the DRC Country Cluster, and other CRI operations (as needed).
