Aasaman Nepal is implementing SRHR and Gender equality/women empowerment including ending child marriage and harmful practices Programs in Madhesh Province, in the partnership with UNFPA(Proposed). The overarching objectives of the programs are to enhance reproductive health outcomes, eliminate gender-based violence, empower women economically and socially, and reduce child marriage. The integrated approach aims to provide comprehensive reproductive health services, promote gender equity, facilitate women's economic empowerment through skill development and entrepreneurship, and contribute to the global effort of ending child marriage. These programs collectively strive to create a society where individuals, particularly women and adolescents, have the knowledge, resources, and opportunities to make informed decisions about their health, well-being, and future.

Job Title: Supply Chain Officer – Family Planning Commodities

Job Summary

The Provincial Logistics Officer (Family Planning) will ensure the efficient and uninterrupted supply of family planning commodities across Madhesh Province by strengthening end-to-end supply chain systems. The officer will oversee inventory management, conduct spot checks, provide onsite coaching, and ensure timely monthly stock reporting at district and provincial levels. The role involves close coordination with government stakeholders, health facilities, and partners to prevent stockouts, minimize wastage and enhance data-driven decision-making for family planning programs.

Key Responsibility

1. Family Planning Supply Chain Management

  • Ensure proper storage, quality control and adherence to SOPs for family planning commodities at district and provincial warehouses.
  • Monitor stock levels, conduct spot checks and facilitate timely replenishment to prevent shortages.
  • Oversee safe disposal of expired/damaged family planning products in compliance with national guidelines.
  • Strengthen last-mile distribution to ensure availability of contraceptives and FP commodities at health facilities.

2. Stakeholder Engagement & Capacity Building

Represent Aasaman Nepal in provincial meetings with:

  • Provincial Health Directorate (PHD)
  • Provincial Health Training Center (PHTC)
  • PHLMC, Health Offices (HOs), LLGs and health facilities
  • Conduct onsite coaching for storekeepers and health workers on inventory management, eLMIS, and FP commodity tracking.
  • Organize review meetings with government stakeholders to analyze monthly stock reports and address supply gaps.

3. Data Management & Reporting

  • Ensure accurate eLMIS reporting for family planning commodities at all levels.
  • Perform data quality checks on stock status, consumption rates, and distribution records.
  • Prepare and submit monthly stock reports for district and provincial FP commodities.
  • Generate actionable insights to improve forecasting and reduce wastage.

4. System Strengthening & Compliance

  • Support forecasting and quantification of family planning commodities.
  • Conduct supportive supervision visits with government officials to improve warehousing and distribution.
  • Promote eLMIS utilization for real-time tracking of FP supplies.
  • Identify and implement best practices to enhance supply chain efficiency.

5. Operational & Logistical Support

  • Assist in emergency response for FP commodity shortages or rapid redistribution needs.
  • Facilitate coordination between health facilities, warehouses, and transporters to resolve supply bottlenecks.
  • Support government counterparts in organizing training, workshops, and FP campaigns.
  • Undertake additional tasks as assigned by supervisors to ensure smooth FP program implementation.

Requirements

Education & Experience

  • Bachelor’s degree in Public Health, Supply Chain Management, Pharmacy, or related field.
  • 3+ years of experience in health supply chain management, preferably in family planning programs.
  • Proven experience with LMIS/eLMIS, stock reporting, and inventory management.

Technical Skills

  • Proficiency in DHIS2, SPSS, KOBO, EpiData, OPMIS, and MS Office (Excel, Word, PowerPoint).
  • Strong analytical skills for stock monitoring and consumption tracking.
  • Experience in conducting spot checks and onsite coaching.
  • Knowledge of Nepali and local languages of Madhesh Province is an asset.

Soft Skills

  • Excellent communication in English and Nepali.
  • Ability to multitask, work under pressure, and travel extensively.
  • Strong coordination skills with government, NGOs, and development partners.

Work Environment

  • Extensive travel to districts and health facilities in Madhesh Province.
  • Collaborative engagement with UNFPA, MoHP, and local governments.

Accountability

  • Adherence to Aasaman Nepal’s policies, government guidelines, and donor compliance.
  • Timely submission of monthly stock reports and documentation.

Preferred Skills

  • Ability to work under pressure and manage multiple priorities.
  • Experience in public health commodity management, particularly in family planning programs.

Languages: Strong command of Nepali, English, Maithili, Bhojpuri (oral and written) and local language preferred/required.
