POSITION TITLE: Sr. Operation Officer

DUTY STATION: Jhamsikhel, Lalitpur, Nepal with frequent field travel

REPORTS TO: Country Director, Winrock International Nepal

JOINING DATE: As soon as possible or 1 Jan 2025.

ABOUT WINROCK INTERNATIONAL

Winrock International (WI) has been actively working in Nepal focusing on increasing access to clean energy through public awareness and capacity building, since the establishment of Renewable Energy Program Support Office (REPSO) in 1997. Its work focuses on project design and implementation, technology and market assessments, developing project pipelines and mobilizing investments, reforming energy planning and policy, and building capacity of governments, communities, financial institutions, and the private sector. It provides Results-Focused, Human-Centered, Science-Based and Market-Driven technical and financial assistance. Currently, Winrock is implementing multiple projects in energy sector.

POSITION SUMMARY:

As a key operation position of Country Office of Winrock International, the position holds comprehensive responsibility for Operational and financial management, encompassing HRM, Procurement, Logistic management, Accounting and financial practices including record-keeping, and reporting. Key duties related to budget and finance include budget preparation for new proposals and existing budget, financial forecasting, managing cash flow, and coordinating audit activities. Similarly, the officer oversees account function including quick-book entries, bank reconciliation, payables and receivables. In addition, the role involves leading administrative and HR function, handling contractual matters, and ensuring efficient office management in alignment with WI policies and procedures as outlined in the field manual. Furthermore, H/She ensure compliance with local laws, WI policies and procedures, and donor requirements. Supervision of F&A staff is also within their purview.

ESSENTIAL RESPONSIBILITIES:

Under the overall guidance and the immediate supervision of Country Director, Winrock International Nepal, the Sr. Operation Officer will be responsible for:

  • Leading to develop budgets and business plans for new projects based on funder templates and requirements.
  • Reviewing and validating accounting transactions, proposing improvements for efficient financial management.
  • Ensuring timely payment of invoices, bills, payrolls, and taxes.
  • Ensuring accurate cash balances and administer financial systems and records. Supervising the Finance and Administration staff team.
  • Leading annual statutory audits and other relevant audits as and when required and providing analytical support to ensure effective financial management.
  • Preparing budgets, financial reports for donors, and internal financial status reports.
  • Coordinating with Country Director Winrock-Nepal for recruiting and hiring of staff; evaluating F&A staff performance and other human resource services.
  • Ensuring effective financial management of REPSO Nepal funds by project partners, verifying proper utilization and accurate reporting of WI resources. 
  • Ensuring compliance with local laws, organizational policies, and donor requirements.
  • Communicating organizational policies and procedures to all staff members.
  • Concluding Sub-award/Sub consulting agreements.
  • Monitoring funds utilization by project partners and offering technical assistance as needed.
  • Providing specialized financial and administrative support for office operations.
  • Supporting to operating financial software and hardware, ensuring accurate recording of transactions.
  • Supporting the Preparation and reconciliation of monthly financial reports, ensuring adherence to organizational procedures.
  • Overseeing HR and administrative functions to ensure smooth and efficient operations.

CLIENT AND OTHER STAKEHOLDER RELATIONSHIP MANAGEMENT

  • Developing productive working relationships with beneficiary representatives to ensure effective delivery of specific outputs.

ETHICS AND SECURITY

  • Complying with Winrock Ethics and Security policies, including completing the annual ethics training.

EDUCATIONAL QUALIFICATION AND EXPERIENCE:

  • Minimum of bachelor’s degree in accounting, finance, or a related interdisciplinary field, or equivalent qualification.
  • Minimum of five years of relevant work experience, with a preference for experience in Finance, Administrative and HR management. Experience in Budget preparation of new business as per requirement of different funder template is preferred. 
  • Hands-on experience with QuickBooks or relevant accounting software is mandatory.
  • Willingness and availability to travel within the country as needed.
  • Proficiency in both written and spoken Nepalese and English languages.

SKILLS AND KNOWLEDGE:

  • Fluency in written and spoken English and Nepali.
  • Excellent leadership, management and written and verbal communication skills, including the ability to work with a diverse range of actors from different cultural contexts in the country.
  • Strong management skills.
  • Willingness to travel to the field stations.
  • Highly conversant on MS word, MS- PowerPoint and MS-Excel is a must.

  • Willingness to work as part of a team and a diverse group of people is essential.
  • Ability to always demonstrate the highest level of ethical standards.
  • Ability to work under pressure and handle multiple projects.
