Description of the USAID Physical Rehabilitation Activity 

USAID Learning for Development Activity is a five-year contract with USAID/Nepal to provide monitoring, assessment, learning, knowledge management, and strategic communications services to the Mission. The USAID Learning for Development Activity is implemented by Bixal and Itad. 

Itad is seeking a local consultant who brings expertise in health systems within Nepal for the Landscape, Gap, and Opportunity Analysis of the Rehabilitation Sector in Nepal project Learning for Development is undertaking. 

The Landscape, Gap, and Opportunity Analysis will provide a landscape analysis of the rehabilitation sector in Nepal using the WHO's Building Blocks Framework and map stakeholders in both the public and private sectors, as well as the types of services existing at the national and sub-national levels. The study will also identify the strengths, challenges, and opportunities to strengthen Nepal's physical rehabilitation sector and integrate rehabilitation services into the general health system. 

The consultancy will run from mid-June to October 2024, and the expected Level of Effort is 30 days (estimated). 

Duties and responsibilities

The team member will provide technical leadership related to the health system in Nepal and participate in all aspects of the assessment, including but not limited to the finalization of the methodological approach, development  of research/data collection tools, primary data collection, analysis and deliverable development, and dissemination.

Responsibilities include: 

  • Participate in the landscape analysis process, ensuring effective data collection, analysis, and reporting.
  • Assist finalizing the approach and the Inception/Design Report 
  • Participate in desk review, including policy framework review, landscaping analysis, and review of secondary data and documents. 
  • Design and oversee the implementation of data collection tools, ensuring their validity and reliability in capturing relevant information.
  • Lead in identifying key government stakeholders and liaising with them as needed. 
  • Liaise with the USAID Learning for Development Activity team, government agencies, local partners, and community representatives to ensure their involvement and support in the assessment process.
  • Conduct field visits to undertake qualitative data collection.
  • Analyze and interpret data, identifying trends, patterns, and key findings.
  • Conduct a workshop with the stakeholders to validate the preliminary findings. 
  • Support to prepare a comprehensive final report and deliverables.
  • Present research findings and recommendations to relevant stakeholders, including USAID, policymakers, and healthcare professionals.
  • Contribute to developing policy and program recommendations based on the project findings to inform efforts to strengthen rehabilitation integration within the health system.

Qualification Requirements 

  • An advanced degree, ideally in public health (i.e. MPH) 
  • Qualitative research/evaluation experience
  • In-depth knowledge of the Nepal health system and the key stakeholders (Ministry of Health and Population, health facilities, health governance in Nepal in general)
  • A good network of health-related stakeholders in Nepal
  • Experience conducting analysis and preparing reports on similar topics
  • Ability to speak and write in English 
  • Must be a Nepalese Citizen
