Position Overview

Deloitte Consulting LLP is currently accepting applications from qualified candidates for a Senior Technical Adviser- Health Governance for an anticipated 5-year, USAID-funded Nepal Better Health Project. The goal of the project is to support the three tiers of governments to improve the health system, especially around improved governance, financial management, and accountability to communities in the health system. This role will work collaboratively with the larger project team towards: improving quality of care for maternal, newborn, and family planning services, prioritizing marginalized communities, providing overall support the Nepal Health Sector-Strategic Plan 2023-2030 in the areas of institutionalizing health system governance, enhancing social accountability in the health sector, and ending preventable deaths. The Senior Technical Adviser for Health Governance will help build good governance by strengthening capacities across the three tiers of government to ensure policies and associated guidance are effectively implemented. The Adviser will work with the appropriate Government of Nepal (GoN) counterpart(s), local and provincial government staff, and stakeholders to understand and address barriers.

Applicants must be willing and able to work in Kathmandu, Nepal, as this position is expected to be full time and based in-country. Please note, this is an upcoming project, and position is contingent upon winning the award. Senior Technical Adviser Primary Responsibilities:

  • Lead a team to deliver across the health sector governance objective, including working closely with senior government officials, project’s sub-contractors, and resource partners.
  • Provide technical assistance to GoN stakeholders in formulating and/or updating policies and guidelines across three tiers of government and support their implementation.
  • Facilitate effective coordination and collaboration with all levels of government to improve equitable access and quality health services.
  • Provide technical assistance to GoN and other stakeholders to effectively plan, budget, and deliver population-responsive health services to provincial and local governments.
  • Operationalize direct U.S. government health assistance to the Government of Nepal.
  • Facilitate establishing a strong policy environment focused on successful implementation, learning, and adaptation across three levels of government.
  • Collaborate with the private health sector to expand access to quality health care.
  • Develop and promote health budget literacy and assist the GON at all levels to promote appropriate fiscal allocation.
  • Foster opportunities for engagement with marginalized communities, civil society groups, and community leaders.
  • Provide technical guidance to ensure that financial, policy, governance and service delivery accountability is upheld.
  • Provide guidance to implement collaborative, learning, and adaptive management approaches for health governance, including the prompt identification and reporting of successes, lessons learned, and issues, while collaborating with other health system components and key stakeholders.
  • Provide guidance to Health Governance Team members (both full-time and short-term technical assistants (STTAs)) in the day-to-day implementation of their work plans.
  • Represent Health Governance Team and its priorities at leadership meetings. Hold high level meetings with USAID, GON, and key stakeholders.
  • Support any additional tasks assigned by the Chief of Party (COP) and effectively manage a team.

Senior Technical Adviser Qualifications:

  • Advanced or master’s degree in health policy, health financing, health economics, public health, health administration or a related field.
  • Minimum of seven years of experience in health system governance with clear understanding of opportunities and challenges due to federalism.
  • Minimum of five years working preferably in Nepal or the region.
  • Proven ability to effectively communicate and translate complex technical and policy data and issues in English to build consensus among different stakeholders.
  • Ability to create and maintain effective working relationships with host country government personnel, stakeholders, NGO partners, and international donor agencies.
  • Strong analytical and computer skills, including statistical software skills.
  • Ability to multitask, prioritize concurrent activities, and meet deadlines.
  • USAID contracts experience desirable.
  • Fluent English and Nepalese preferred.
