Job Description
Job Title: Senior Manager- Finance & Admin
Location: RHEST's Head Office, Bishalnagar, Kathmandu
Department: Finance & Administration
Reporting to: Executive Director
A. Role Overview
As a member of the Senior Management Team (SMT), the Senior Manager- Finance & Admin will lead the overall financial management, administrative management, and compliance of RHEST and its programs. S/he will oversee cash flow, statutory requirements, procurement/logistics, financial forecasting, NGO compliances, asset inventory, office maintenance, insurance, and general administration to ensure organizational efficiency and effectiveness.
B. Key Responsibilities
1. Budgeting, Planning and Financial Management.
- Lead the overall and program-wise budget planning, review, and consolidation. Ensure control of expenditures and distribution of resources in accordance with the organization’s policies and procedures.
- Analyze the organization’s Annual Cost Recovery Plan and funding gaps, and share findings with the SMT for strategic decision-making.
- Guide the finance team in preparing budgets for programs, Partner NGOs (PNGOs), and new project proposals.
- Maintain a continuous rolling expense report and ensure it is updated monthly.
2. Continue the following as sub points for point 1 Monitoring and Reporting
- Develop, monitor, review, and update the financial and administrative status from the perspectives of cost- effectiveness and quality assurance.
- Finalize periodic and annual financial reports drafted by the finance team. Ensure timely discussions on financial reports with the SMT and Executive Board, and submit them to donors and government agencies as required.
- Support the finance team in maintaining up-to-date financial data and information.
3. System Development and Maintenance (Finance, Admin, and Governance)
- Review existing financial and administrative policies and procedures to ensure compliance with donor requirements, Social Welfare Council (SWC) regulations, and relevant government laws.
- Recommend updates or amendments to policies, strategies, and procedures to the Executive Director and Executive Board to meet donor, SWC, and government requirements.
- Ensure quality implementation of the organization’s financial and administrative policies and procedures.
- Provide periodic inputs and advice to the SMT and Executive Board to enhance the effectiveness of financial and administrative management.
- Lead internal and external audits, and coordinate responses to donor auditors’ comments and recommendations.
4. Administrative Oversight
- Oversee procurement, logistics, stock/asset management, office maintenance, and insurance to ensure smooth operational functioning.
- Ensure compliance with administrative policies and procedures, including those related to procurement, asset inventory, and office management.
- Develop and implement strategies to improve administrative efficiency and cost-effectiveness.
- Manage vendor relationships and contracts, ensuring value for money and adherence to organizational policies.
- Responsible for overseeing inventory control, stock movement, reconciliation, and coordination with relevant parties to ensure accurate tracking of stock in and out along with inventory valuation and financial reporting.
5. Staff Management and Capacity Development
- Support the preparation of job descriptions and performance standards for finance and administrative staff.
- Participate in recruitment, performance evaluation, team building, and reward/punishment processes.
- Provide induction, guidance, training, and ongoing support to finance and administrative staff to ensure compliance, donor/reporting with assigned responsibilities.
- Develop clear tools to support accurate reporting.
- Ensure the capacity of PNGOs and Contact Offices on financial and administrative management.
- Foster a collaborative and productive work environment within the finance and administrative teams.
6. Program Monitoring & Evaluation and Collaboration
- Engage in Program Monitoring and Evaluation (M/E) processes to understand program objectives, progress, and challenges, ensuring financial and administrative strategies align with program goals.
- Perform periodic field visits to observe program implementation, assess operational challenges, and gather firsthand insights to inform financial planning and administrative decisions.
- Work closely with program managers and M/E teams to ensure financial and administrative plans effectively support program activities and outcomes.
- Ensure budgets, financial reports, and resource allocation are informed by and aligned with Program M/E findings and recommendations.
- Foster collaboration between finance, administration, and program teams to ensure cohesive planning, implementation, and reporting of Program M/E activities.
7. Other Institutional Responsibilities
- Contribute as a member of the SMT to addressing staff grievances, workplace discrimination, and abuses on any grounds.
- Provide strategic direction to RHEST from a financial and administrative perspective, incorporating best practices from national and international standards.
- Support the Executive Director and SMT in shaping organizational culture and practices to align with evolving laws, policies, and global trends.
C. Key Competencies
- At least 8 years’ experience with minimum 5 years of similar managerial experience with NGOs/INGOs.
- A master’s degree in accounting, finance, business administration.
- Strong leadership and team management skills.
- Expertise in financial management, budgeting, and forecasting.
- In-depth knowledge of administrative operations, including procurement, logistics, and office management.
- Familiarity with donor compliance, SWC regulations, and government laws.
- Excellent analytical, problem-solving, and decision-making abilities.
- Strong communication and interpersonal skills.
- Ability to work collaboratively with diverse teams and stakeholders.
