Subject for RFQ: Service Provider for secondment of Information Management fellows in six flood affected municipalities.
In support of its global mandate on human mobility, IOM maintains a firm commitment to supporting its Member States to implement the priorities set out in the Sendai Framework for Disaster Risk Reduction 2015-2030. The Constitution of Nepal (2015) and the Disaster Risk Reduction and Management Act (2017) guide the overall disaster governance of Nepal and assign Provincial and Federal Governments to lead disaster risk reduction and management. IOM has been implementing disaster management projects focusing on the capacity strengthening of provincial and local governments since 2019. With the endorsement of DRRM Act, the activities targeted at the provincial and local levels focused on the implementation and coordination role of each layer of the government. Through the USAID/BHA funded Strengthening Institutional Knowledge and Capacity of Provincial and Local Governments to Embark on Disaster Risk Management Actions and Implementation (SIKAI) project, in the past eight months it is observed that the provincial and local governments are making an effort to exercise their mandate as per the DRRM Act.
In this context, IOM Nepal is looking for the potential service provider, to support IOM in providing technical and human resource support in closely working with affected local levels through information management services for key decision-making, including data collection, collation, and information dissemination in their recovery efforts. Further, the seconded information management assistant will support municipal personnels to compile DRR related datasets and standardize and integrate them into Bipad Portal.
The selected firm will be responsible for deploying six information management consultants on a secondment basis to work closely with the Local Levels. The consultants will support the designated municipality in enhancing its information management systems and supporting the temporary shelter tranche disbursement process, knowledge-sharing practices and community engagement activities, and decision-making processes.
