Dear Sir or Madam,

Deloitte Consulting Overseas Projects, LLC (hereinafter referred to as “DCOP”) on behalf of the USAID Trade and Competitiveness Activity is issuing a Request for Proposals (RFP) for gathering reliable data and effectively delivering market information about Nepal's IT sector to support a fund manager in their effort in piloting Nepal's first specialized fund with an emphasis to assist the expansion of tech-based businesses and encourage tech enablement among Nepali businesses. The attached RFP contains all the necessary information for interested Bidders.

USAID Trade and Competitiveness will engage the services of firm contractor to assist in gathering reliable data and effectively delivering market information about Nepal's IT sector to fund managers during the fund-raising process. This will enable the fund's targeted investors to obtain the knowledge they need to make profitable investments and ensure the fund launches as planned in September 2025, piloting Nepal's first specialized fund with an emphasis on supporting expansion of tech-based businesses and encourage tech enablement among Nepali businesses.

DCOP realizes that Bidders may have additional questions after reading this RFP. Interested Bidders can submit their questions to the Procurement Unit according to the instructions in the RFP. If necessary, the DCOP will provide answers to all relevant questions received in an amendment that will be emailed directly to all interested Bidders who registered with the Procurement Unit at info@tc-udhyamnepal.com before the deadline for questions, and to those bidders who submitted relevant questions.

This RFP shall not obligate DCOP, in any manner whatsoever, to enter into a contract or result in any claim whatsoever against DCOP, for reimbursement of costs for any proposal efforts expended by bidders’ response to this RFP.

Instructions to Bidders 

Introduction

Deloitte Consulting Overseas, LLC (hereinafter referred to as “DCOP”) on behalf of USAID Trade and Competitiveness, is soliciting offers from firm to submit proposals for gathering reliable data and effectively delivering market information about Nepal's IT sector to support a fund manager in their effort in piloting Nepal's  specialized fund with an emphasis to assist the expansion of tech-based businesses and encourage tech enablement among Nepali businesses.

USAID Trade and Competitiveness overarching purpose is to increase the Nepali private sector participation in targeted global value chains increasing firm and sector level competitiveness that will create employment opportunities and increase sales of firms. The USAID Trade and Competitiveness Activity is helping to chart a new growth path as the economy recovers – one that capitalizes on global integration and diversifies towards higher quality and value exports. It fosters sustainable job growth and income-generating opportunities for those previously left behind by the economic growth in Nepal, thereby creating greater sustainability and resiliency. The Activity is working to achieve the goal through the following objectives:

  • To increase access to market-based financial and non-financial services.
  • To increase productivity in sectors with high growth and employment potential; and
  • To improve the investment climate and business enabling environment, for targeted sectors.
  • To support private sector led economic recovery.

Deloitte Consulting Overseas, LLC will issue an award to a firm. This will be a firm fixed priced award upon successful completion of deliverables stated in Section II – Statement of Work.

This RFP shall not obligate DCOP, in any manner whatsoever, to enter into a contract or result in any claim whatsoever against DCOP, for reimbursement of costs for any proposal efforts expended by bidders’ response to this RFP.

Unless otherwise stated, the periods named in the RFP shall be consecutive calendar days.

Bidders are responsible for ensuring that their offers are received in accordance with the instructions stated herein. Late offers may be considered at the discretion of Deloitte Consulting Overseas Project, LLC, and cannot guarantee that late offers will be considered.

Written Questions and Clarifications

All questions or clarifications regarding this RFP must be in writing and submitted to the Procurement Unit at info@tc-udhyamnepal.com  no later than no later than 5 pm Nepal time on January 9, 2025. Questions and requests for clarification, and the responses thereto, will be circulated to all RFP recipients who have indicated an interest in this RFP.

Only written answers from Deloitte Consulting Overseas Projects, LLC will be considered official and carry weight in the RFP process and subsequent evaluation. Any answers received outside the official channel, whether received verbally or in writing, from employees or representatives, or any other party, will not be considered official responses regarding this RFP, and may result in automatic disqualification.

Proposal Submission Date

All proposals must be received by 5 pm Nepal on January 20, 2025. Late offers will be considered at the discretion of Deloitte Consulting Overseas Projects, LLC.
