Request For Proposals: Consulting Service - Analysis of Most Vulnerable Children in Nepal

World Vision International Nepal (WVI Nepal) is a child focused relief, development and advocacy organization that has been working for transforming the lives of vulnerable people and disaster affected communities since 2001. WVI Nepal has been implementing multi-sectoral programs partnering with local communities, civil societies, government and the private sector. The organization has been working in vulnerable communities of more than 50 municipalities of 18 districts across all seven provinces of Nepal covering different sectors and sub sectors like livelihood, education, protection, health and nutrition, water and sanitation, and environmental stewardship and climate action, with GEDSI as a main crosscutting concern.

WVI Nepal is aiming to conduct a review with analysis of all the available data related to child vulnerability at national to local level that can inform where the concentration of higher number of (most) vulnerable children reside (down to local government level), the types of vulnerabilities that are faced in different districts across Nepal, and provide guidance on areas to prioritize by the organization and partners.

In this regard, World Vision International Nepal (WVI Nepal), Kusunti, Lalitpur - 13, invites interested consulting firms or individuals to submit proposals for a consulting assignment

Consultancy Service: Analysis of Most Vulnerable Children in Nepal

The primary objective of this analysis is to identify and map across Nepal the prevalence of vulnerable children from different vulnerability indicators using credible secondary information from national and sub-national studies.

The specific objectives and scope of the purpose are as follows:

  • Using WVI Nepal Vulnerability markers, identify the factors (and associated indicators) that drive child vulnerability in Nepal
  • Collect and document the secondary data/information on child vulnerability indicators from national to local level studies and conduct a country wide spatial-statistical analysis of existing Government approved data.
  • Present and examine the concentration and overlay of different indicators of child vulnerability on a map of the country and present the analytics in appropriate narrative description and graphical visualization. (Refer to the Mapping Child Vulnerability Dimensions in Lao PDR report as an example document of what is expected).

Interested applicant(s)/firm are requested to submit a detailed Request for Proposal, including:

  1. Technical Proposal: A complete study proposal (with separate technical and financial proposal documents) with specific description of variables, data sources, analysis plan, and visualization plan as per the scope of work 
  2. Financial Proposal: Indicating detailed breakdown of professional fees, travel cost, accommodation and all travel expenses during field work (e.g., vehicle rental), and supplies
  3. Technical Profile: CVs of Lead and team members with three professional referees (for Team Lead)

Expected Qualifications of Firm

The consultant should have a master’s degree in Geography, Environment Science, Statistics, Social Work, Demography, Public Health, Development Studies, Sociology or a related discipline with a minimum five years of experience in data analytics conducting similar studies. The consultant should have the following experiences. 

  • Excellent knowledge and understanding of children’s issues and child vulnerability issues
  • Have more than 5 years of experience in carrying out assessments, research and studies preferably secondary studies and meta-analysis.
  • Strong knowledge of diversified data sources in country at federal, provincial, district and municipal level.
  • Experience in gathering and systematizing large amounts of data.
  • Expertise in data management and analysis using diversified sources.
  • Experience in using advanced statistical tools, and visualization tools like GIS.
  • Experience working on a consultative process
  • Experience in working on cultural, humanitarian and related social issues.

Based on the details outlined above, interested agencies/firms are requested to submit a technical proposal and financial proposal highlighting some review of relevant literature, detailed methodological description, study timeline and team composition as required by the Terms of Reference [TOR]

Along with technical proposal, interested parties are also requested to submit a financial proposal to enable the delivery of the required objectives. The document should have annexed biodata of the core study team members and a copy of one recently completed work of similar nature for reference.
