2. Background: 

Sustainable enterprise and Environment Development Working Awareness Centre (SEEWAC) Nepal/Kailali is a community development organization established and governed by a group of energetic development practitioners, rights workers, gender activists and professional trainers. Founded in 2063, SEEWAC/Nepal is dedicated to the cause of socio-economic empowerment of the children, young and adolescents, women, Dalit, indigenous communities, minorities, disadvantaged, excluded and socio-economically marginalized communities. SEEWAC/Nepal believes that development starts with people; hence is focused on the improvement in the overall quality of their lives. It focuses on the poor and marginalized people and endeavors to support the communities through the provision of sustainable livelihood assets and by resilient building, reducing vulnerability and empowering for the realization of universal human rights. Besides this, SEEWAC/Nepal is focused on health-related activities, institutional development of the different self-help groups and development organization, infrastructure development and addresses other contemporary development issues.

3. Project Background

The proposed project plans to bring out-of-school CwDs into the mainstream education system, increase their school attendance, and ensure non-discriminatory participation of CwDs at the school and social level. The rapid assessment by GN Nepal, Partner Organization (conducted from 10-13 June 2024) identified 241 school-aged children with disabilities (CwDs) within the three proposed local governments. These children have various types and disadvantages of disabilities. Excluding those with complete disabilities holding a "(Red – A)" disability identity card and those with mild disabilities holding a "(White - D)" card. There are 136 CwDs with severe disabilities holding a "(Blue - B)" card and moderate disabilities holding a "(Yellow - C)" card. The assessment indicates that CwDs with Red cards require intensive specialized support to attend school, while those with White cards need minimal support for their education. CwDs who are blue and yellow card holders can continue their schools with support from the project interventions including assistive devices, parental support, learning materials, etc. 

4. Objective

  • To organize and conduct a technical assessment camp for children with disabilities (CwDs), evaluating their needs for the assistive devices.
  • To identify the specific types of disabilities among children and assess their requirements for assistive devices.
  • To design, produce, and manage appropriate assistive devices tailored to the needs of children with disabilities.
  • To conduct a fitment camp for children with disabilities to ensure the proper fitting and adjustment of assistive devices after production.

Documents to be submitted

The individual consultants or registered firm shall apply with the following documents: 

A. Technical and financial proposal:

  • A concept note includes the approach, methodology, work plan, flowchart, and timeline of activities. 
  • Signed CVs of the proposed team
  • Financial proposal Detailed budget breakdown of service costs and travel costs including taxes. 

Additional documents for registered organization/company:

  • Organization profile with relevant experiences
  • A copy of the organization/company/firm registration
  • A copy of the tax clearance certificate (2080/081) 
  • VAT/PAN registration
  • Audit report (latest year)
  • Any other relevant documents

For individual consultants:

  • Copy of PAN/VAT Registration of Team
  • Other relevant documents that demonstrate the experience of the proposed team.

Acceptance of Proposal

All rights to accept or reject a proposal without citing any reasons shall be reserved with SEEWAC Nepal/Kailali. If deemed necessary, the consultant shall be asked for modifications

Evaluation Criteria of the EOI

Quality and cost-based selection criteria would be adopted to select the consultant. 70% weightage is given to the technical proposal which includes methodology, approaches, data quality assurance, team composition, and prior experience. The financial proposal proposed cost to conduct the assessment will have a 30% weightage.
