Power System Simulator for Engineering (PSS/E) training to NEA Power System planning department 

Background

The USAID Urja Nepal Program (Urja Nepal) is supported by the American people through the United States Agency for International Development and implemented by Deloitte Consulting LLP. Urja Nepal aims to create a financially viable electricity sector that provides affordable, reliable, and secure power and enables the entry of private sector investment into the Nepal market through following four objectives:

Objective 1: Utility Performance and Relevant Sector Policies Improved

Objective 2: Advanced Energy Systems Deployed

Objective 3: Increased Private Sector Engagement

Objective 4: Cross Border Electricity Trade between Nepal and its Neighbors Advanced

Introduction

Urja Nepal outsourcing individual/firm to organize a training session on Power System Simulator for Engineering (PSS/E) training to Nepal Electricity Authority (NEA) Power System planning department.  

Total Training Days: 5 Days 

Scope of Work:

Training is aimed to provide a solid and comprehensive framework for learning and applying PSSE in modern power system analysis. It is structured to allow both beginners and advanced users to gain valuable insights into power system simulation, with a clear emphasis on variable renewable energy (VRE), distributed energy resources (DERs), stability analysis, and microgrids. Adding real-life scenarios, additional hands-on sessions, and more detailed tips could further enhance its effectiveness.

The hand-on practical training shall be conducted by experienced professional(s) with live demonstration through PSS/E software. At least three (3) number of PSS/E licenses shall also be availed for the trainees participating in the hands-on practical training. Laptop computers need not be provided as the trainees will bring their own laptops. The training shall be conducted for 6 to 8 participants.

The training package shall include venue for the training and lunch packages.

Topics to be covered over five days include:

  • Day 1: Introduction to PSS/E
    • Capabilities, limitations, file types
    • Equipment modeling (busses, transformers, shunts, conductors, substations, DERs)
    • Scenario modeling (creation of various load cases, generation dispatch, industry practices)
    • Different powerflow methods and their use cases
    • Relevant case studies, as applicable
  • Day 2: Normal, Contingency, Voltage Variation, short-circuit and SCR analysis
    • Concept of masked and unmasked load and collector system
    • Modelling of different interconnection configurations
    • Co-Locates DERS and Short Circuit Analysis
    • Contingency analysis for various scenarios including case studies
    • Overview of Dynamic Simulation
  • Day 3: Stability Analysis
    • Concepts, significance and methodology of simulation components
    • Understanding various Generation models (conventional/RE), case studies
    • Use of tools and methodologies 
    • Automation of stability Studies
  • Day 4: Solar/Inverter/BESS
    • Introduction and background
    • System modelling and analysis
    • Contingency Analysis
  • Day 5: Hosting Capacity Analysis
    • Overview
    • Concepts, significance and methodology
    • PV hosting capacity, modelling , analysis and case studies
    • Inverter characteristics, modelling, analysis and case studies
    • BESS hosting characteristics, modelling, analysis and case studies

Proposal Submission Requirements

Per the instructions below, please submit a technical and financial proposal with specific details on the goods and services on company letterhead via e-mail. The email should be sent to kbasyal@urja-nepal.com and klawati@urja-nepal.com. Include copies of your company’s VAT/PAN registration, tax clearance, and banking details. If the prospective vendor has any additional specifications, please note so in the technical proposal.

Please send in your proposal by January 28, 2025, before 5.00 pm 

Technical:

  1. Submit a technical proposal no more than five (5) pages in length, including the approach, training methodology, 
  2. Submit a corporate capabilities statement no more than one (1) page in length, highlighting relevant experience where possible.
  3. Submit relevant trainer CVs, highlighting experience in PSS/E and training.

Budget:

Include a detailed budget, showcasing relevant cost buildup for any labor and materials. This will be a firm fixed price (FFP)-type award.

Other requirements:

  • The bidder is expected to submit proposal in English language only.
  • The proposal should clearly line out the role of respective resources according to their fields of expertise for carrying out project requirements.
  • The bidder is expected to strictly adhere to the timelines proposed for the project completion. Any delay in any of the deliverable shall be reported and aligned with Urja Nepal in advance. 
  • The deliverable must be acceptable to Urja Nepal.
  • The different activities shall be documented in a professional manner to be shared with relevant stakeholders for information dissemination.

The consultant/firm should at all times of the assignment possess the copyrights (licenses in the case of software packages) of the documents, pictures, technical papers, standards used in the study. All documents need to be treated with confidentiality. The bidder may be required to sign a non-disclosure agreement (NDA) that uses an Urja-provided template.
