1. Background descriptions
Habitat for Humanity Nepal (Habitat Nepal) is an international non-governmental organization that is driven by the vision that everyone deserves a decent place to live. In Nepal, it addresses housing needs of low-income and disaster affected families through our partnership with homeowners, duty bearers, civil society, financial institutions, academia and relevant stakeholders. The organization serves individuals, families and communities that are at the bottom of the pyramid, by promoting greener, affordable, sustainable and disaster resilient solutions and technologies for safe housing construction, advocating for land tenure security and joint land titles, and empowering communities at the risk of climate related disasters to apply local knowledge and practices for nature-based solutions. Through decent and adequate housing, it supports individuals and families to build strength, stability, and self-reliance.
Habitat Nepal has partnered with over two hundred thousand families across the country to strengthen Disaster Risk Reduction and Response (DR3) and promote Climate Justice (CJ) through resilient shelter construction, adopting a multi-hazard approach. By 2027, Habitat Nepal aims to enhance access to sustainable, inclusive, resilient, and adequate housing for half a million people in Nepal. This goal will be achieved through strategic partnerships and collaboration with local, national, regional, and global networks supporting our DR3 and CJ initiatives. Additionally, Habitat Nepal works closely with local, provincial, and federal governments to strengthen disaster governance by contributing to the development of relevant plans, policies, and guidelines. Through these efforts, Habitat Nepal is building safer and more resilient communities across the country.
Koshi and Madhesh Provinces of Nepal have been facing severe climate risks and frequent disasters, including floods, landslides, fires, earthquakes, and heat/cold waves. This has emphasized a need for a well-functioning disaster management system. The Provincial Emergency Operations Center (PEOC) serves as the central hub for disaster preparedness, response, recovery and coordination during humanitarian emergencies, guided by comprehensive Standard Operating Procedures (SOPs). Moreover, the Provincial Disaster Management Committee (PDMC) plays a key role in strengthening disaster risk reduction governance at the provincial level and enhancing collaboration with local governments to ensure effective disaster management. This ToR requests proposals from individuals, firms, and agencies for consultancy services to support the review and revision of the SOPs for the PEOC in consultation with the PDMC and other stakeholders of Madhesh and Koshi Provinces, ensuring efficient and standardized operations aligned with national policies and local contexts.
