Hiring Consultant for LDMCs Training Facilitation and DRR Policy Review

Project: Integrated Nutrition and Resilient Livelihood (INRL) Project
Location: Sanfebagar and Kamalbazar Municipalities, Achham District
Background: WAC Nepal, in partnership with World Vision International Nepal (WVIN), is implementing the INRL project across multiple municipalities in Achham district. As part of this initiative, WAC Nepal aims to strengthen local disaster governance by providing training to Local Disaster Management Committees (LDMCs) and reviewing existing Disaster Risk Reduction (DRR) policies in Sanfebagar and Kamalbazar municipalities.
WAC Nepal invites qualified consultants (individuals or firms) to submit proposals for facilitating LDMC training and providing technical expertise in reviewing DRR-related policies.
Objectives: The consultancy's primary objectives include:
- Strengthen LDMC members' understanding of disaster risk, vulnerability, and DRRM responsibilities.
- Enhance local DRRM governance mechanisms.
- Promote inclusive, climate-resilient disaster management aligned with the Sendai Framework 2015–2030 and Sustainable Development Goals (SDGs).
- Review existing DRR policies and recommend improvements.
Scope of Work: The selected consultant will:
- Design and facilitate two 2-day LDMC training sessions (one per municipality).
- Assess local disaster risks, vulnerabilities, and resilience capacities.
- Ensure inclusive disaster management practices for marginalized groups.
- Review national and local DRR policies, identify gaps, and recommend updates.
- Conduct stakeholder consultations and validation workshops.
- Develop a revised DRR policy draft with an implementation roadmap.
Key Deliverables:
- Inception report
- LDMC training design and facilitation (2 sessions)
- Policy gap analysis report with key findings
- Stakeholder consultation and validation reports
- Final revised DRR policy document with implementation strategy
Timeline: The consultancy will run from March to April 2025. Key milestones:
- Inception report: 1st week of April 2025
- Training delivery: 2nd week of April 2025
- Policy gap analysis: 2nd week of April 2025
- Draft policy submission: 3rd week of April 2025
- Stakeholder consultations & validation: 3rd week of April 2025
- Final policy submission: 3rd week of April 2025
Eligibility Criteria:
- Bachelor’s degree in any discipline (Master’s preferred)
- MToT certification in Climate Change, DRR/NRM
- Experience in DRRM localization, CADRE training, DFM, LEOC, EWS, GIS, and communication channels
- Proven track record in DRR-related policy development and training facilitation
- Strong analytical, facilitation, communication, and reporting skills

Proposal Submission Requirements:
- Letter of Interest
- Technical proposal with objectives, methodology, and timeline
- CVs of proposed team members
- Financial proposal (including all costs)
- Company registration and PAN/VAT certificates
- Samples of similar previous work
Proposals must be submitted via email to procurement@wac.org.np or in person at WAC Nepal’s central office, Sanfebagar Municipality-04, Achham, during office hours.

Evaluation Criteria: Proposals will be evaluated based on a combined score:
Technical Proposal (60%)
- Experience (20%)
- Expertise & qualifications (30%)
- Detailed training agenda (10%)
Financial Proposal (40%)
- (Lowest bid / Bid under evaluation) x 40
Minimum technical score required: 40/60
Administrative & Financial Management: The budget will follow WAC Nepal’s procurement policies, with taxes deducted per Nepalese tax regulations. No additional unforeseen costs will be covered.
