The United Nations Development Program (UNDP) is currently implementing a project Resilience and Environment Portfolio/ Renewable Energy for Resilient Agri-Food Systems (RERAS) project that requires the services of an individual to perform the work described in this document.

In consideration of your qualifications, we are hereby inviting you to submit an offer for this assignment. To assist you in understanding the requirements of this assignment, we have attached hereto the following:

  • The Terms of Reference for the assignment described above:
  • The standard Letter of Confirmation of Interest and Availability, which you must accomplish and submit to UNDP; and
  • The Individual Contract and its General Terms and Conditions, which you would be expected to sign in the event you are the selected Offeror in this procurement process.

1. BACKGROUND

The Renewable Energy for Resilient Agri-Food Systems (RERAS) project is a joint initiative of the Government of Nepal, Government of Norway and UNDP. The project is implemented by UNDP in partnership with AEPC/CREF/RERL, WFP, ICIMOD and LIBIRD in 20 selected municipalities of Sudurpashchim, Karnali, Madheshand Bagmati provinces (includes Triveni, Budi Ganga, Budinanda, Swamikartik, Jagannath, Himali, Chededaha Rural Municipalities in Bajura district, Khatiad in Mugu district, Patarasi, Chandannath, Tila and Tatopani in Jumla district, Sanibheri, Aathbiskot, Musikot in West Rukum, Barekot and Nalgadh in Jajarkot, Hariyon in Sarlahi, Sunkoshi in Sindhuli and Shankarapur in Kathmandu district) with an aim to increase food and nutrition security of the farming households through enhanced food production and productivity, integration of renewable energy solutions and creation of enabling environment at the local levels.

The RERAS project seeks to support farmers in adopting modern technology, collaborate with local and provincial governments and value chain actors to enhance their knowledge, and promote the use of energy-based and climate-smart technology to reduce production costs, increase production, productivity and local food supply and create economic opportunities particularly for women and marginalized groups.

As part of the post-earthquake resilient recovery in Jajarkot and West Rukum, the RERAS project seeks to facilitate operationalization of renewable energy systems for productive end use, strengthen capacity of local governments on providing advisory support, technological support and strengthening cooperatives to promote enterprises. In particular the project aims to rehabilitate MHPs damaged by the earthquake and promote productive use of energy in agri or non-agri based enterprises with more than 70% beneficiaries including women, youths and marginalized groups.

The devastating earthquake has damaged the MHPs in various degrees. This has resulted in interruption in energy supply to the households as well as MSMEs in the area. The local economy has been impacted negatively as a result. There is therefore an urgent need to rehabilitate MHPs, restore power, revive affected MSMEs, create new ones and provide the necessary support to institutions that are in a position to provide support to these entities.

For this, RERAS project intends to hire an individual consultant to conduct a rapid assessment in Jajarkot (Barekot and Nalgadh) and West Rukum (Sanibheri, Aathbiskot, Musikot) of

  • existing and potential energy based agri enterprises that need urgent support.
  • existing user committees that operate and provide services to MHPs and
  • cooperatives that provide or has the potential to provide.
