To conduct a study on impact of September 2024 floods and landslides on vulnerable Groups and recommend actions for inclusive recovery in Roshi Rural Municipality of Kavre District.

1. Background
UNDP has been present in Nepal since 1963, working towards greater development impact for the people living in the most remote, poor, and vulnerable areas. Reduction of vulnerability to disaster and climate risks is one of the core programmatic approaches in promoting sustainable and resilient development. UNDP’s programme priorities for 2023-2027 are Sustainable and inclusive economic transformation; Governance, federalism, participation, and inclusion; and Environmental sustainability, climate, and disaster resilience.
UNDP is the Government of Nepal's trusted partner in disaster and climate risk management through strong policy and institutional support and enhancing capacities for resilience building at all levels including support for community-level risk reduction, climate change adaptation, disaster risk reduction, preparedness and recovery. It has built partnerships with all three tiers of government, international agencies, NGOs and academic institutions and expanded the institutional and knowledge base of risk management in Nepal. UNDP’s interventions through different programs and projects on adaptation and mitigation, urban risk management through building code, risk-sensitive land use plans, safer construction practices and retrofitting, climate and disaster risk-informed development, information management, community-based resilience, and emergency preparedness that aim to build resilience to climate and disaster risk in Nepal.
Project Description: Heavy and continuous rainfall between the 27th and 28th of September 2024 in most of the regions in Nepal triggered extensive damage across many districts of three provinces namely Koshi, Madesh and Bagmati. These heavy and continuous rains led to extensive flooding, landslides, and road blockages, severely disrupting transportation, livelihoods, and public safety. As of 16 October, the National Disaster Risk Reduction and Management Authority (NDRRMA) reported 250 fatalities, 178 injuries and 18 individuals still missing, while more than 17,000 people have been rescued. A total of 5,916 private housing was fully damaged, and 12,477 partially damaged, resulting in 10,807 HHs displaced, and 18,403 private housing in need in the affected areas. The government has declared 71 municipalities across 20 districts as disaster emergency zones for three months. The government has also categorized 71 municipalities into three categories (P1 -9, P2 -12 & P3 -50) in terms of severity of the impact of floods and landslides. The government is providing NPR. 1 crore, NPR. 75 lakhs and NPR. 50 lakhs to the 9 LGs (P1), 12 LGs (P2) and 50 LGs (P3) respectively and P1 municipalities are the worst affected. The damage to critical infrastructure has been significant.
The estimated damage includes NPR 4.35 billion to energy & irrigation infrastructure, NPR 2.5 billion to roads and bridges, and over NPR 6 billion to agriculture & livestock sector. Hydropower projects, schools, health facilities, critical community infrastructure and communications have been severely affected across impacted areas. This situation demands urgent attention to immediate humanitarian response, early recovery and long-term recovery and reconstruction efforts to restore essential services and support the affected communities in rebuilding their lives. The floods and landslides have significantly heightened the psychosocial stress on affected communities, particularly among vulnerable groups including women, children, women led households, landless, adolescents, and persons with disabilities. The development partners have started Cash for work such as debris/silt removal from schools, canal clearance, etc. and also started support for winterization kits and small-scale water supply through repairing hand pumps.
The Early Recovery Cluster led by the Ministry of Federal Affairs and General Administration (MoFAGA) and co-led by UNDP held the meeting on 23 October 2024 to take stock of the Early Recovery (ER) interventions and identify priorities. The issue of vulnerable group and inclusion was identified as priority.
