Procurement of Upgradation of GIS Based License Management System (GBLMS) in Department of Electricity Development (DOED)
1. Background
The Department of Electricity Development (DoED) is responsible for assisting the Ministry in implementation of overall government policies related to power/electricity sector. The major functions of DoED are to ensure transparency of regulatory framework, accommodate, promote and facilitate private sector's participation in power sector by providing "One Window" service and issue license of power projects. DoED has requested support from the USAID Urja Nepal Program to procure services for upgrading its GIS-Based License Management System (GBLMS).
The management of information related to the issued license and license applications is a crucial task for DoED. To achieve the efficient storage, acquisition and usage of license related data, DoED has been using a GBLMS. Regular upgradation and maintenance of GBLMS is therefore essential to ensure smooth operation of the system. Various issues have been identified and recorded regularly while using GBLMS. Some of the issues identified in GBLMS is provided in Annexure.
Hence, USAID Urja Nepal requests proposals from the potential bidders/companies who intends to upgrade the installed GBLMS with the following terms and conditions.
2. Scope of Work
2.1 Performance Testing of GBLMS Software
- Throughput: How many units of data a system processes over a specified time.
- Memory: The working storage space available to a processor or workload.
- Response time, or latency: The amount of time elapsed between a user-entered request and the start of a system's response to that request.
- Bandwidth: The volume of data per second that can move between workloads, usually across a network.
- Central processing unit (CPU) interrupts per second: The number of hardware interrupts a process receives per second.
- Average latency: Also called wait time, a measure of the time it takes to receive the first byte after sending a request.
- Average load time: The average time it takes for every request to be delivered.
- Peak response time: The longest time frame it takes to fulfill a request.
- Error rate: Percentage of requests that result in an error compared to all other requests.
- Disk time: Time it takes for a disk to execute a read or write request.
- Session amounts: The maximum number of active sessions that can be open at one time.
2.2 Evaluation of user experience (UX) and usability of the GBLMS software
- User Research: Gather data and insights about user behavior and preferences from DoED Personnel in order to update designs.
- Information architecture: Analyze presented information to make it easy for users to find what they're looking for.
- Interaction & Visual Design: Analyze user interactions to identify areas for improvement in terms of interactive elements, color, typography, and other visual elements.
2.3 Update of User Interface Design
- Assess the current UI design to identify strengths, weaknesses, and areas for improvement.
- Update the current UI design, adding new features and tools recommended by DoED Personnel.
- Create interactive prototypes to visualize and validate the updated UI design.
- Mitigate the issues identified during the usage of GBLMS as attached in the annex.
2.4 Identifying and fixing bugs in GBLMS Software
- Identify and document existing bugs within the GBLMS, prioritizing by severity.
- Implement fixes and conduct testing to ensure issues are resolved.
2.5 Reporting and Recommendations
- Summarize findings in a comprehensive report.
- List required tools for GBLMS enhancements.
- Propose improvements for system performance, security, and server management.
- Document UI enhancements, new features, and tools added.
2.6 Compile System assessment findings into a comprehensive report.
- Highlight the required features and tools needed for GBLMS Software.
- Recommend DoED for enhancing system's performance, security and server management.
- Report on the updates carried out under user interface design, addition of new features and tools.
3. Expertise Required
The qualification, experience of the key professional team shall consist of the following:

4. Methodology
The software will be upgraded/developed in close coordination with the consultant and DoED staff. Regular interactions and close coordination of development team with DoED is mandatory. The overall process will include:
- Review of existing DoED Database
- Performance testing and evaluation of GBLMS
- Planning for workflow and software architecture
- Upgradation of software
- Testing of software
- Frequent interaction with DoED personnel and addressing the concerns
5. Time Duration
The complete work mentioned in the scope of the work shall be completed within THREE months after signing of the contract. The overall work is divided into following milestones:
- Submission of Performance Testing Report of GBLMS software within ONE month from signing of the contract.
- Submission of Final System Assessment Report within Three months from signing of the contract.
Extension of time will not be allowed, however due to any unforeseen circumstances minimum possible extension may be granted on mutual understanding. Three months free support from the consultant is mandatory after completion of the orientation/ training program.
6. Payment Schedule
The bidder shall be paid in two installments for the work as scheduled below:

Submission of Final System Assessment Report | 70% of Contract Amount |
- Payment shall be released after receiving the written request from the consultant on approval of DOED.
- Taxes and other charges shall be applied as per the prevailing laws of GoN.
7. Proposal Submission
Cost Proposal:
- No more than two (2) pages long (word document printed or pdf copy)
- Cost should not be exceeding NPR 500,000 inclusive of all taxes.
- Narrative explanation of cost (1-3 paragraphs, as required).
Technical Proposal:
- No more than five (5) pages long, including:
- Brief background of firm (1/2 page)
- CVs of proposed candidates (1-2 pages for each candidate)
- Relevant experience of the consultants/ organization in similar work including prior work in the topic area(s) (1-2 pages)
Others
- Registration certificates
- Latest tax clearance certificate
The proposal must be submitted by November 15th, 2024 (by the end of the day), to be considered in the bidding process.
8. Proposal Evaluation Criteria:
Proposal shall be evaluated based on the following criteria.
