External Evaluators/Consulting firms for the Endline Evaluation of the SIKAI project

Background

VSO is one of the longest-serving INGOs in Nepal. It has been working in Nepal since 1964. With the belief that people are the best agents of sustainable change, VSO works through its Volunteering for Development Approach with volunteers (Local, National, and International) as central actors in its three priority areas of programming: 1. Resilient Livelihoods 2. Inclusive Education and 3. Global Health. Gender and Social Inclusion, Social Accountability, and Resilience are its cross-cutting priorities. So far, VSO has reached 72 out of 77 districts of Nepal. Currently, it is working in 20 districts and has it’s presence in all 7 provinces.

VSO would like to invite you to send technical and financial proposals for External Evaluators/Consulting firms for the end-line evaluation of the SIKAI project referring to the following details by 29th July 2024.

Instructions to applicants

Both External Evaluators/Consulting firms can apply who meet the following criteria.

In order to be considered, proposals must:

• Be on your organization’s letterhead Or Cover Letter for Individual applicants with sign-off. 
• Contain both Technical and Financial proposals.
• VAT/PAN registration certificate.
• Company Registration Certificate.
• Tax Clearance Certificate FY 2079/80.
• Similar three past work experience documents.
• Details of references to two past clients. 
• The organizational profile, structure of governing bodies, and areas of expertise.
• A detailed technical proposal with not more than 30 pages in length in the attached Technical Proposal Format: Annex 2. Please use Calibri font size 11.
• Technical and Financial proposals should be submitted in a separate wax-sealed envelope. Documents without wax seals will not be taken into consideration.
• The parties should send their questions and queries related to the TOR, if any to VSO in procurement.nepal@vsoint.org by 5:00 PM, Nepal time, Monday 22 July 2024. VSO will respond to the Q&A in the same channel by 5:00 PM, Nepal time, Tuesday 23 July 2024.
• The proposals should be submitted to VSO by 5:00 PM, Nepal time, 29 July 2024. Proposals submitted after 5:00 PM on that date will not be considered.

Applicants may be invited to give a presentation or attend a clarification interview. 

VSO shall not be bound to accept any proposal and will not be responsible for any loss or expense incurred by External Evaluators/Consulting firms in the submission of their proposals. VSO reserves the right to accept all or part of an offer.
