Established in 2002, Ipas Nepal is an International Non-government Organizations (INGO) which works on Health System and Policy, Women-led Climate Justice, Gender-Based Violence Prevention and Response, Agency and community, and Humanitarian support. Ipas Nepal's focus area includes Safe Abortion, Contraception, Gender Based Violence, Community mobilization, and Climate change, gender and SRHR. Ipas Nepal is part of the Ipas Impact Network, a locally led, globally connected network of Ipas teams in 18 countries with extensive global technical and operational expertise and experience on intersectional approaches to addressing the sexual and gender-based violence.
Objective
- Develop a user-centered/friendly online learning/training portal system for the National Health Training Center.
Key activities
1. Meeting and Coordination
The consulting firm needs to conduct meetings with Ipas Nepal and National Health Training Centre (NHTC) to discuss and finalize the user management system, content management system, learning management system, compatibility and interactivity, security features and customization.
2. Development of frontend and backend interface
Discuss, design, and develop the front face interface of the portal ensuring user centered design in consultation with Ipas Nepal and National Health Training Centre (NHTC) which is accessible and friendly to all users. The participants can register themselves for the course using their username and password. Based on the consultation from key stakeholders and NHTC, the consulting firm will create online training platform, integrate the platform with the Training Information Management System (TIMS) of NHTC and develop GBV training course based on the approved training content from NHTC. The system for the TIMS is .NET Framework and C# When designing a training portal platform, several key technological features should be considered to ensure it is effective, user-friendly, and scalable. The training portal should adhere to the prevailing laws, rules, regulation and directives of Government of Nepal.
Here are the essential features of the portal:
A. User Management System
- A separate tab in the NHTC site for the e-training platform
- Role-Based Access Control: Include features to allow different levels of access (administrators, and user)
- User Registration & Profile Management: Easy user sign-up, profile customization, ID and management linked to TIMS. Also, integrate the username and password recovery mechanism using the email address.
- Tracking & Reporting: System to help monitor and evaluate the user progress, completion rates, and performance metrics.
- Learning Analytics: System to assess user's behavior and perception regarding the course effectiveness, and engagement.
- Custom Reports: Features to allow administrators to generate customized metrics and reports.
B. Content Management System
- Course Creation Tools: Features to create, organize, and update courses, modules, and lessons.
- Multimedia Support: Support for various content formats, including text, video, word, pdf, audio, and other interactive elements (quiz, polls).
- Content Upload & Management: Features to easy uploading, editing, and organizing of training materials.
- Course Tracking: Features to monitor the user's progress through courses.
- Assessment & Quizzes: Features for quizzes, assignments, gamification, assessment and exams. The features such as pre-tests and post-tests features including analysis and result of the test should also be integrated.
- Discussion Forums & Chat: Features to facilitate the communication between learners and instructors.
- Include the feature to send bulk messages/email to the participants on specific enrolled courses for administrator.
- Features to include multiple training courses
C. Certification and accreditation
- Automate the issuance of signed and stamped certificates on behalf of National Health Training Centre (NHTC) upon course completion.
D. Compatibility
- Mobile compatibility: The portal features should be user friendly for smartphones and tablets.
- Disability compatibility: Using the basic accessibility features (font, color, contrast, text to speech etc) to make it disability inclusive and compatibility (WCAG compliance).
- Language Support: The portal on Health Response to GBV (HR-GBV) will be in Nepali language as per the National Learning Resource Package (LRP) on (HR-GBV).
E. Security and additional Features
- Data Encryption: Ensure protection of user data with encryption during storage and transmission.
- Single Sign-On (SSO): Simplification of access by integrating the portal with other systems using SSO.
- Compliance: Provision and information regarding relevant data protection and privacy regulations.
- Protection against hacking
- Integration of third-party access
- Plugin Support: Supportive to adding new features or tools through plugins or add-ons.
F. Scalability & Performance
- Cloud server: No need for separate cloud storage as the NHTC has its own cloud storage server.
- Load Balancing: Ensure load balancing to handle high traffic without downtime.
- Content Delivery Network (CDN): Features of CDN to reduce latency and improve content delivery speed.
3. Transformation of content
The Learning Resource Package content will be transformed to cater to the need of online learning and training module. The content will include specific topics related to GBV, key take away messages, and preliminary tests from each session with answers. At the end of the course, participants will take a final test to be eligible for the practical training. The cutoff mid-course score from the final test to be eligible for the practicum-based training is 85%. The participants will also receive completion of an online learning and training module certificate certified by the NHTC if the cutoff score is met.
4. Handover, annual support and maintenance
The consultant has to provide orientation session to the training site to representatives from National Health Training Center and Ipas Nepal and handover the user’s guide to Ipas Nepal and NHTC. Similarly, the vendor will assist NHTC to update, support and maintenance of portal as agreed in the annual maintenance support contract for two years. All the source code and documentation will be the property of National Health Training Centre, Government of Nepal.
Key deliverables
- The Inception report includes the training portal framework, development process and features.
- User's guide/manual with source code of the finalized training portal.
- Pilot testing of training portal.
- Submission of complete training portal system and package.

- Finalization of consultant: 20th December 2024
- Inception meeting and consultation: 23rd December 2024
- Inception report: 30th December 2024
- Review by NHTC and Ipas Nepal: 10th January 2025
- First draft of training portal: 28th February 2025
- Review and feedback from Ipas and NHTC: 7th March 2025
- Second draft of training portal: 21st March 2025
- Pilot testing of training portal: 12th April 2025
- Finalization of training portal and handover: 20th May 2025
