REQUEST FOR PROPOSAL: CONSULTANCY SERVICE – FINAL PROJECT EVALUATION – JUMLA RISE PHASE II

Jumla RISE Project Phase II contributes to the economic recovery of the young adults most affected by COVID-19 in Western Nepal. The project objective is to build the economic livelihoods of young adults living in the mountain regions in Tatopani and Tila, Jumla district. Marginalized youth receive short training courses and are empowered to start agricultural or handicraft small businesses and/or develop them in an economically sustainable way. The project runs for approximately 1 year and benefits 140 youth directly and another 700 people indirectly.

Therefore, a project final evaluation is proposed to be conducted in the project-targeted areas of Karnali province Jumla district to assess the improvements of employment opportunities and support to establishment and further development of own enterprises through vocational qualifications/ further training.In this regard, World Vision International Nepal (WVI Nepal), Kusunti, Lalitpur - 13, invites interested consulting firms or VAT registered individuals to submit proposals for a consulting assignment.

1.  Consultancy Service: Final Project Evaluation – Jumla RISE Phase II

To improve employment opportunities in the labor market, establishment and further development of own enterprises the RISE II project was implemented with the positive results of RISE I.  The project's final evaluation will help to understand the overall changes and progress of the project in terms of achieving its outcomes and goals. The study will provide replicable activities and interventions that will suggest while developing the similar types of intervention in the future as well.

Expected Qualifications:

The essential qualifications from the consulting service providers to qualify for the assignment are:

  • Master’s degree in Sociology, geography, demography, culture, social science, TVET, or related discipline with a minimum of five years’ experience in conducting specific research/study on TVET 
  • Have strong experience of writing high quality assessment and evaluation reports.
  • Adequate experience to analyse qualitative data and demonstrated performance in research data management and analysis.
  • Skills in literature review and qualitative analysis; demonstrated experience on analysis from wide range of information.
  • Knowledge and understanding of different nature of development projects.
  • Good communication and interpersonal skills. 
  • Knowledge and understanding on WVI Nepal’s programme/project model and operational modality would be an added advantage.
  • Demonstrated professional experience of working on sponsorship program
  • Prior work with WVI Nepal in the similar sector (preferred) 
  • Demonstrated high quality of research/assessment within short timeline
  • Understanding about different types of community issues, problems and consequences in context of Nepal
  • Ability to work in team
  • Demonstrated experience of facilitating different consultative meetings; Ability to facilitate discussion to reach out to conclusion
  • Prior experience of working with government entity in especially the local government
