Background Information
Road crashes have caused huge loss of human lives and hampered economic growth and sustainable development in Nepal. The number of casualties of road crashes rose from 1,131 in 2008 to 2,883 in 2022 with an increase of 155%. Experts estimate that if the trend continues, it may reach 4,500 by 2030/2031. In 2017, the economic loss due to road crashes was estimated to be 122.88 million USD, around 1.5% of Nepal’s GDP. Women, children, and people with disability are particularly at high risk of road crashes. Nepal, with its diverse topography and increasing vehicular population, faces significant challenges in ensuring road safety and managing traffic effectively. The country's road network serves as a vital route for transportation, connecting remote villages to urban centers and facilitating economic growth and social development.
Aligned to UN General Assembly resolution A/RES/74/299, “Improving global road safety”, with an explicit target of reducing 50% of road traffic deaths and injuries by 2030, Nepal developed the National Road Safety Action Plan 2021-2030 (NRSAP) in 2020. However, the implementation of NRSAP lagged due to poor regulations, limited technical capacity, and weak enforcement. The inadequate capacity of the National Road Safety Council (NRSC) to function as the lead agency for road safety management in Nepal is the main reason behind the uncoordinated actions of road management agencies.
In this context, UNDP Nepal through its project Road Safety Management in Nepal (RSMN) aims to support to safety of all road users in Nepal by building institutional capacity of NRSC following a systems approach, which includes creating conducive environment, strengthening coordination among stakeholders, and enhancing public awareness and knowledge about road safety. This will contribute to achieving the national goal of reducing road fatalities by 50% by 2030 as well as the Sustainable Development Goals, particularly targets 3.6 and 11.2. The project brings the human rights-based approach to development, and partners with NRSC, UNESCAP and other stakeholders.
Overall, the project aspires to make significant steps towards achieving the goal of enhancing road safety and reducing fatalities across the nation by conducting gender-differentiated training, awareness workshops, or advocacy programs on safe road use and post-crash management to road users, first responders, rescue workers, and investigators. Stakeholders involved in road safety and traffic management include law enforcement agencies, traffic management authorities, civil society organizations, transportation engineers, and medical professionals. Each of them plays a crucial role in mitigating the impact of road crashes to ensure the safety of road users. Through interactive and informative sessions, participants will be educated on road safety norms, regulations, and instilled with a sense of accountability as upcoming road users, while also building capacity to execute measures to extricate victims and minimize the severity of crashes, ultimately aiding in crafting the prompt emergency response strategies for managing road traffic crashes.
However, there is a gap in specialized knowledge and skills among these stakeholders, particularly in areas such as crash investigation, traffic management, and post-crash management. Addressing these gaps require targeted training programs that provide comprehensive education and practical skills development.
Accordingly, to bridge the gap in crash investigation, evidence collection, and crash reconstruction skills among stakeholders and maintain integrity and reliability of crash investigations by ensuring legal and ethical considerations, UNDP Nepal Request for Proposal (RFP) from the training institute who has the specialization in Crash Investigation Training, Defensive Driving Training, Road Safety & Traffic management Training for conducting "Road Crash Investigation Training-A Training of Trainer (ToT) Module”.
Objectives
The main objectives of this assignment are:
- To equip participants with skills in crash investigation, including scene management, evidence collection, and crash reconstruction.
- To train participants in systematic methods for collecting, documenting, and analyzing crash-related data.
- To familiarize participants with legal and ethical considerations in crash investigation to maintain integrity and reliability.
- To encourage interdisciplinary cooperation among stakeholders involved in crash investigation efforts.
- To generate crash investigation trainers in future.
Major Tasks and Scope of Work
- Carrying out a consultation meeting with NRSC and UNDP to finalize training agenda, session plans, participants selection, logistics requirement for the development of detailed schedule for the fiveday training program.
- Conducting interactive and practical sessions (organize field visit as required) on road crash investigation training.
- Implementing the plan based on schedule of activities in cost effective and transparent manner and maintain regular communication with the UNDP about the project objectives, modality, results, and costs involved.
- Preparing standard training modules and manuals, session plans, and knowledge products to guide concerned authorities for further orientation and training.
- Mainstreaming Gender Equality and Social Inclusion (GESI) while developing knowledge products.
Stakeholder Engagement
The NRSC and the UNDP will collaborate with following stakeholders, each with specific roles and responsibilities to facilitate the training institute in participant selections:
- Ministries and Departments assigned for road design and construction, Nepal Police, Department of Transport Management, Armed Police Force (APF), Nepal Army, Fire and Rescue Stations of Municipal Offices, National Federation of Nepal Transport Entrepreneurs, Hospitals, Transportation Engineering Institutions, Road Safety and Transport Engineers, and relevant transport sectors in coordinating training sessions for ensuring their active participation and dissemination of crash investigation training.
