Urja Nepal Program
Design and Develop DASHBOARD of Environmental and Social Impact Assessment (ESIA)
Background:
Nepal is endowed with immense potential for generation of electricity from hydropower, solar and wind resources. Development of quality sectoral policies and regulatory frameworks, building high performing electric utilities, strong private sector engagement and robust cross border power trades are essential to capitalized on Nepal’s energy potential which can in turn contribute towards the country’s prosperity.
Urja Nepal supported by the American people through United States Agency for International Development (USAID) and implemented by Deloitte Consulting LLP Nepal aims to create a financially viable electricity sector that provides affordable, reliable, and secure power and enables the entry of private sector investment into the Nepal market through four objectives:
Objective 1: Utility Performance and Relevant Sector Policies are Improved
Objective 2: Advanced Energy Systems Deployed
Objective 3: Increased Private Sector Engagement
Objective 4: Cross Border Electricity Trade between Nepal and its Neighbors Advanced
Introduction
The Environmental and Social Impact Assessment (ESIA) is a crucial tool for identifying the benefits of an investment and incorporating risk mitigation measures into project design and implementation phases. This ESIA template is tailored for the power projects (hydro and solar) developers and banking and financial institutions, enabling them to implement best practices in environmental and social aspects within a robust governance framework for environmental compliance. The proposal aims to convert the Excel template into an ESIA dashboard, transforming complex and qualitative data into visual formats with greater interactivity. This centralized information will facilitate real-time monitoring and make it easier to understand trends and insights at a glance, eliminating the need for manual data processing. USAID Urja Nepal invites applications from individual consultants or consulting firms to design this Excel dashboard from the ESIA power project template.
Objective:
The ESIA dashboard template for energy projects should ensure that all potential environmental and social impacts are identified and assessed, and relevant mitigation measures are developed to minimize, offset, or compensate for adverse impacts. The dashboard will also facilitate project monitoring, regardless of the extensive EIA reports currently in practice. The proposed Excel dashboard template should include the following features:
- Convenient: User-friendly and operable with basic computer skills, accompanied by an available user manual.
- Customizable: The dashboard should be customizable, allowing each decision level to present the most useful and valuable information.
- Intuitive Presentation of Data: The graphic design should enable smooth and easy navigation throughout the document and be easily printable for evidence presentation as needed.
Scope of Work:
The consultant will undertake the following tasks:
- Design the Excel Dashboard: The dashboard (both analytical and operational) template should provide a quick view of key performance indicators in one place, serving as evidence for reporting on national and international platforms by stakeholders such as banking and financial institutions, developers, and investors in energy projects. USAID Urja Nepal will provide the general template that will need to be customized per the design requirements previously mentioned.
- Prepare User/Guide Manual: A step-by-step user manual should be prepared to ensure the prepared and designed dashboard is convenient to use for all users, even those with basic understanding. USAID Urja Nepal will provide the general template that will need to be customized per the design requirements previously mentioned.
- Demonstrative Presentation: To clarify the functionality of the dashboard, presentation slides will serve as a training tool, guiding users on how to navigate and utilize the dashboard effectively. PowerPoint slides should be included as attachments along with the designed Excel dashboard to facilitate communication of complex information.
Deliverables and Time:
The successful firm/individual consultant should complete the following deliverables
- Excel dashboard template (one for solar projects and one for hydropower projects)
- User guide - in Microsoft Word (one for solar projects and one for hydropower projects)
- Demonstrative presentation slides
Milestones:
The consulting work should be completed within 15 days from the date of contract signing, with the following timeline:
- 10 Days: Designing the dashboard
- 3 Days: Preparing the user manual
- 2 Days: Preparing the PowerPoint presentation
Travel and Effort Requirements:
The work will be performed in Kathmandu/remotely. No travel is required.
Qualifications and Experience:
The consultant/consulting firm should possess the following qualifications:
- Extensive experience in designing Excel dashboards for various organizations (from government to international organizations), with proven records of designing dashboards in the energy sector being an additional advantage.
- Knowledge and experience on transforming the qualitative data into the quantitative data
- Knowledge on Microsoft Power BI
Evaluation Criteria
The consultant/consulting firm will be evaluated based on:
Cost-effectiveness and budget, ensuring value for money (Price) | 25% |
Past Performance for similar work and relevant expertise | 20% |
Detailed work plan and timeline, demonstrating the ability to meet deliverables on time | 25% |
Understanding of the scope of work and its objectives | 30% |
Instruction for Proposal Submission
- Please submit a technical and financial proposal with specific details on the goods and services on the company letterhead via e-mail. The e-mail should be sent to kbasyal@urja-nepal.com
- Submit samples of the previous work
- Please include a copy of your company’s VAT/PAN registration document and tax clearance document
- Please include banking details
- If any specifications differ from those mentioned in our requirements, the vendor should specify those differences in the quotation.
- Please send in your proposal by 24 November 2024 (Sunday)
Additional Requirements/Requests (Please detail your response to each requirement to indicate which you can meet or not meet for any reason.)
- Vendor to accept direct wire transfer. If not, please mention the other payment mode.
- Vendor should be willing to accept deduction of TDS or other applicable taxes per law.
- Pricing should be submitted in local currency with explicit information on VAT or other taxes.
- Vendors willing to accept payment 5-10 business days after the delivery of the goods/service and successful completion of the job.
- Please detail any other restrictions, requirements, or relevant considerations.
Other requirements:
The bidder is expected to submit proposal in English language only.

The proposal should clearly line out the role of respective resources according to their fields of expertise for carrying out project requirements.
The bidder is expected to strictly adhere to the timelines proposed for the project completion. Any delay in any of the deliverable shall be reported and aligned with Urja Nepal in advance.
The deliverable must be acceptable to Urja Nepal.
The different activities shall be documented in a professional manner to be shared with relevant stakeholders for information dissemination.
The consultant/firm should at all times of the assignment possess the copyrights (licenses in the case of software packages) of the documents, pictures, technical papers, standards used in the study. All documents need to be treated with confidentiality. The bidder may be required to sign a non-disclosure agreement (NDA) that uses an Urja-provided template.
