CAD Jumla is an autonomous, independent, non-partisan, nonprofit making independent, non-governmental organization (NGO) working in areas of promoting human rights and developmental activities. It was established in 2009 AD, by the enthusiastic youths of Jumla; lawyers, social workers, health worker, journalists, human rights activists and intellectuals to facilitate in promoting human rights and continuing developmental activities based on the principle of “for the Karnali people with the Karnali people and by the Karnali people” for establishing just and prosperous Karnali region by acknowledging the adversity and diversity of the region in terms of geographical remoteness, economic hardships, traditional practices and rich flora and fauna. CAD Jumla, registered at District Administration Office, Jumla (No.14/066/067, Date: 2066/07/26;) and affiliated with Social Welfare Council (No. 27881, dated 2066/08/ 25) It is associated with NGO federation of Nepal and has received Tax exemption certificate (10015-2081/05/16) and Permanent Account Number (304783751). CAD Jumla has its head office at head quarter of Jumla. CAD Jumla had a lead role in Karnali agriculture and food concern group in Karnali region and is a Member of campaign food and agriculture in Nepal. CAD Juml has been established in Jumla and working in Karnali region for more than 1 decade. The organization has been working on need based action orientated multi-disciplinary areas through social mobilization especially focusing on human rights, Women Empower, agriculture and School WASH.

CAD Jumla has been implementing the “Girls Standing Strong (GSS) project” in partnership with Plan International Nepal. The project will be implemented in Kanaka Sundari Rural Municipality of Jumla district. The key goal of the project is that all child, adolescent and young (CAY) particularly girls and young women enjoy their rights to live free from child, early and forced marriage (CEFM). CAD Jumla is seeking qualified, experienced, and self-motivated staff for the mentioned project and requests applications from eligible candidates.

Position: Project Officer- One (Only for Female Candidate)

Contract Type: C-SC -7

Duty Station: Based at CAD Jumla field office, Kanaka Sundari Rural Municipality, Jumla (frequently visits to project areas)

Report to: Project Coordinator

Salary and Benefits: As per the organization's norms commensurate with the project agreement

Job Summary: The project officer will play technical role in achieving the project outcomes by ensure and record effective of Girls Standing Strong Project’s  protection, ECD, DRR, WASH  activities and facilitate for the protection of every children especially girls from poor and marginalized group of people

Key Responsibilities

1. Compliance to policies, rules/regulations and guidelines

  • Adhere policies, rules & regulations and guidelines of CAD and Plan International Nepal including safeguarding children and program participants.

2. Project activities implementation and local capacity building

  • Support Project Coordinator in Planning, reporting and qualitative analysis of interventions.
  • Facilitate for the gender sensitive, child protection system especially child protection services are improved at community level to prevent and protect children from genderbased violence and discriminatory social norms and practices
  • Aware and capacitate staff and key stakeholders on child protection and sponsorship policies, rules, regulations and guidelines
  • Effective, strong and smooth relationship building between sponsored children and community people with sponsors;
  • Planning and implementation of project activities without compromising its quality as per agreed with Plan International Nepal
  • Ensure high degree of technical expertise while the implementing project relevant to technical specifications/standards
  • Manage Girls Standing Strong project as a leader with day to day operations
  • Work closely with local government representatives and other stakeholders for effective implementation of the Girls Standing Project
  • Organize and conduct orientation, trainings at District level, Rural/Municipality and Province level on early childhood Development, protection, education etc
  • Work closely, coach and support project facilitators, field supervisors to achieve program quality at target community
  • Monitor the progress of community facilitators/social mobilizers through frequent field visits, report performance on monthly basis
  • Advocate for promoting children’s agenda on ECD, Protection, child participation in annual and strategic planning of R/Municipalities in line within influencing objectives
  • Attend meetings, workshop, trainings, exposure visits and interaction program organized by Plan International Nepal, CAD, Nepal and other organization (relevant sector) as well
  • Liaise with different teams within Plan and outside Plan for the implementation of integrated programmes (e.g. education, protection, Adolescent and youth leadership, SRHR, Health, WASH etc.)
  • Ensure lessons learnt, challenges and case studies are documented in the project

3. Documentation, quality control, and Reporting

  • Support project lead and Monitoring and documentation Officer to document lessons learned and case studies based on project activities;
  • Support to prepare child protection and sponsorship report; and sharing for improvement with way forwards
  • Closely coordinate with all concerned stakeholders to accomplish reporting within the stipulated timeframe

4. Networking and Coordination

  • Maintain good coordination with project team, in house projects/staffs, partner organizations, community and stakeholders to contribute in achieving the goals and objectives of the project;
  • Maintain smooth relationship with sponsorship family and sponsors with valid information and documentation process

5. Others

Any other duties towards achievement of project objectives assigned by the line Manager and  Program Specialist/concerned staff of Plan International.

6. Academic Qualification, Experience and Competencies

a. Academic Qualification and Experience

  • Bachelor’s degree (Preferred Master's degree) in Public Health, social science and any discipline from recognized institutions with minimum of three years of working experience in similar Position and themes. Experience in Child Protection, early childhood, SRHR and in mountain districts would be an added advantage.

b. Required Professional and Social Competencies

  • Strong inter-personal, communication, negotiation and facilitation skills;
  • Experience in establishing and maintaining collaborative relationships with rural municipalities, community groups and other agencies working in project area;
  • Knowledge on developing details work plan, and  prepare report accordingly
  • Understanding of child protection legislation, policies and procedures;
  • Fluency in both (written and oral) English and Nepali;
  • Willing to travel extensively to the project implemented sites and able to accommodate and adjust with local community/ stakeholders;
  • Ability to take responsibility, meet deadlines and make progress with minimum supervision;
  • Sensitivity towards issues related to child protection, gender, social equality and poverty alleviation.
  • Proficient in M.S. Office (Excel, Power Point and Word);
  • Sensitive and seriousness with safety and security system.
