PHASE Nepal is a not for profit NGO established in 2006 by a group of development professionals dedicated to supporting poor communities in Humla, Bajura, Mugu, Gorkha, Dhading, Chitwan, Nuwakot, Kathmandu, and Sindhupalchok districts of Nepal. For the last 13 years, PHASE Nepal has been improving the livelihoods of rural people by providing immediate support through health care and education services, and create opportunities in communities for self-empowerment.  Currently, PHASE Nepal's projects on health, education, livelihoods, and reconstruction are funded by a number of institutional and individual donors from different countries. PHASE has 200 plus staffs working for different projects.

PHASE Nepal is currently looking for suitable candidates for the following position:

Position:  Project Manager

The Project manager will be responsible for overall management of the Project such as planning, implementation, monitoring and overall housing construction Project. S/he must take pro-active role in quality control, coordination, rapport building with Rural Municipality, local communities and also with district level stakeholders.

S/He will be reporting to the Programme Manager.

Duty Station: Field-based (Gorkha)

Required Number: 1 (One)

Gross Salary and Benefits: NRs. 93,000 

Job Description

  • Develop Weekly, monthly and quarterly work plan of the project planning and updates

  • Facilitate/support teammates to develop their individual plan, activity planning and implementation guidelines to accomplish the project activities with high level of impact in the community for accomplishing the planned intervention in stipulate schedule

  • Develop a program plan, ensure its smooth implementation, and manage the team’s performance of project tasks and activities

  • Ensure that the planned activities under Housing Project activities are timely implemented

  • Work closely with Shelter Coordinator, Site Supervisor and support them to design and implement activities related to reconstruction

  • Check quality of construction materials during site monitoring and supervison.

  • Identify root cause of problem occurring during the course of project implementation and suggest PHASE management in resolving the problem on time

  • Ensure that the capacity of the project team members upgraded periodically

  • Ensure that cross- cutting programmatic themes are properly addressed at all level of project implementation specifically focusing on child protection, gender mainstreaming and environment protection and DRR

  • Track the progress of activities, ensure the collecting of program indicators and provide on-time internal status reports and external donor reports

  • Identify and monitor risks, constraints or escalating issues, and inform the hierarchy accordingly

  • Coordinate Rural Municipality (RM), District National Reconstruction Authority (NRA) and other organization to undertake  smoothly the project activities and up scaling the project impact at bigger level

  • Contribute significantly in building partnership with different line agencies by developing strategic relation and alliance

  • Ensure that monthly progress report are prepared and submitted to program manager. Analyze the reports periodically (monthly, quarterly, biannually and annually) in connection to achieving the output, out-come, goal and impact 

  • Other duties as required and requested by concerned authorities.

REQUIRED SKILLS AND QUALIFICATION

  • MSc Civil Engineering with 3 yrs of experience or BE in Civil Engineering with 5yrs of experience in managing reconstruction projects with a demonstrable record of accomplishment of best performance. 

  • Excellent project management skills, especially related to earthquake resilient rural housing reconstruction plus strong in planning and financial management (proficient in budgeting and using MS- Office)

  • Should be able to generate high quality technical as well as narrative reports of the project activities independently.

  • Should be open minded, presentable, creative and innovative with decision making and problem solving.

  • Proven track record of leading the team in achieving the target of the project

  • Willingness and fitness to locate in remote areas

  • Fluency in both speaking and written English/Nepali language

Position:  Shelter Coordinator

Duty Station: Field-based (Ajirkot, Dharche, Chumnubri and Gandaki)

Required Number: 4 (Four) (One each at Ajirkot, Dharche, Chumnubri and Gandaki)

Gross Salary and Benefits: NRs. 55,000 to 70,000 (Based according to the Rural Municipality)

Job Description

  • Selection of beneficiaries out of vulnerable families in coordination with respective Purnima project team, Palika/ward offices, NRA and other relevant stakeholders.

  • Verify vulnerable beneficiary according to vulnerable criteria in coordination with ward within project areas.

  • Facilitate assessment of house construction status and details of support needed to complete earthquake resilient house for each of the identified vulnerable families in the assigned Palika.

  • Validate the collected information with the Palika/ward and other stakeholders.

  • Discuss with the identified households, plan resources required to complete the house and provide material, labor and transportation support remaining within the project limit.

  • Coordinate with ward/Palika and NRA for timely release of installments, if required.

  • Schedule and organize masons training, orientations at ward level and Palika level.

  • Ensure that all the construction material are in place so that there will not be any obstruction or delay in construction work.

  • Prepare construction work schedule plan and distribute to site supervisor for effective implementation of housing construction.

  • Prepare design and BOQ of each house for the support following standard norms and practices.

  • Resolve dispute or any issues related to cause obstacle for effective implementation of project.

  • Assist to project manager and coordinate with different functions of central office to implement the activities as per the budget and plan.

  • Facilitate in smooth distribution of wages to workers for which necessary exercise needs to be done.

  • Develop and conduct trainings to mason/labor on earthquake-proof construction methods, disaster risk reduction (DRR).

  • Ensure site office management has taken place properly and there exist no inadequacy in any supplies.

REQUIRED SKILLS AND QUALIFICATION

  • BE in Civil with minimum of 2 yrs of experience.

  • Willingness and fitness to locate in remote areas

  • Fluency in both speaking and written English/Nepali language

  • Prior experience with shelter, infrastructure in rural and remote areas. 

  • Strong problem-solving skills and capacity to solve complex issues related to project’s delivery.

  • Detail orientation and ability to work independently and meet deadlines.

Position:  Site Supervisor

Duty Station: Field-based (Ajirkot, Dharche, Chumnubri and Gandaki)

Required Number: 8 (eight) 

Gross Salary and Benefits: NRs. 46,000 to 50,000 (Based according to the Rural Municipality)

Job Description

  • Identify and select the beneficiaries for the support in housing reconstruction remaining within the vulnerability criteria.

  • Assess support needed to complete construction of houses of selected beneficiaries, prepare cost estimate of remaining works.

  • Support to get approval from the Palika/ward

  • Select master masons and orient them in earthquake resilient construction.

  • Link the masons with the selected beneficiaries and support housing of vulnerable people in close coordination with field team and Project Manager

  • Survey, Design and estimate the cost for housing and other constructions as well as share them to Shelter coordinator

  • Check quality of construction materials before construction activities

  • Registration of workers and workers group formation according to need of workers.

  • Support to develop and conduct training to mason/labor on earthquake-proof construction methods, disaster risk reduction (DRR).

  • Regular monitoring and technical support to NRA listed Households.

  • Provide required technical support, follow up and monitor the activities.

  • Ensure materials and equipment required in the field are well receipt, managed and stored safely.

  • Organize and facilitate  training for masons and awareness to house owners

  • Collect data and information as required by the project

  • Prepare training report and other project documents

  • Prepare and submit monthly progress report to the Project Manager/ Shelter coordinator and monitor the ongoing activities regularly 

  • Other duties as required and requested by concerned authorities.

REQUIRED SKILLS AND QUALIFICATION

  • Civil Overseer with minimum of 2 years of relevant work experience 

  • Sound knowledge of earthquake resilient, NRA compliant rural house construction.

  • Willingness to work with most vulnerable families in remote locations.

  • Fluency in both speaking and written English/Nepali language.

  • Strong problem-solving skills and capacity to solve complex issues related to project’s delivery.

  • Detail orientation and ability to work independently and meet deadlines.

We also enroll all our staff in Medical Insurance worth Rs. 2,25,000 (Two Lakh Twenty Five Thousand Only) along with dependent (Spouse, 3 children or Parents) and Accidental Insurance worth Rs. 20,00,000 (Twenty Lakh Only)
