World Vision International Nepal seeks to fill the position of Project Manager based in Lalitpur, National Office for the proposed Ministry of Foreign Affairs (MOFA) of Japan funded multi-year Community Based Disaster Risk Reduction Project, Nepal implemented in Kailali and Achham districts of Nepal.
The purpose of this position is to provide overall technical leadership and management in the Disaster Risk Reduction and Management (DRRM) project implementation to achieve the project goal. This position is also responsible for strong relationship and liaise with MoFA Japan to meet its requirements such as providing timely updates of the project progress/achievements including financial status in Japanese language and strengthening relationship and coordination with Embassy of Japan.
Major Responsibilities
Programs/Operations
- Provide technical guidance to direction and the Project team on disaster resilience infrastructure and innovation and on implementing the said Project.
- Work in close coordination with (Project Technical Specialist, DRR Coordinator, Infrastructure Engineer/ Civil Sub Engineer, Field Grants Finance Coordinator, MEAL Coordinator and concerned Programming/Support function departments to ensure adequate project quality, innovations and effective resource management in alignment to the Grant Guideline and WV internal policies.
- Based on a strong understanding of the Japanese Ministry of Foreign Affairs (hereinafter referred to as “MoFA”) Grant Guideline, formulate and update Grant Guidelines from Japanese to English for the Project Team and other related functions.
- If necessary, in coordination with World Vision International Nepal’s (hereinafter referred to as “WVI Nepal”) Field Operations Director, Program Development and Quality Director and Finance Department for review and strategic direction on revised activity changes and budget revisions to submit to WV Japan (hereinafter referred to as “WVJ”) as per WVI Nepal Field Financial Guidelines and the Grant Management Guideline, and prepare application in Japanese for the change of project plan to MoFA.
- Liaise with Japanese external consultants to improve the project quality based on a strong understanding of Japanese earthquake infrastructure standards
Donor Relation:
- Liaise with MoFA Japan to meet its requirements such as providing timely updates of the project progress including financial status, in Japanese language
- Support to strengthen relationship and coordination with Embassy of Japan
Reporting requirements:
- Prepare reports required by the Grant Guideline, and submit the reports to MoFA in Japanese language
- Prepare and submit Monthly Management Report to Field Operations Manager and to WV J.
- Prepare and submit project progress report and other statutory reporting to Field Operations Manager required by WVI Nepal policy.
- Encourage and facilitate documentation of best practices and lessons learned in order to develop capacity of WVI Nepal staff.
- Participate in regular/ad-hoc monitoring of the project
- Manage the budget, in collaboration with the field and Nepal Country Office finance department, according to the Grant Guideline.
- Review receipts, vouchers and journal listings to ensure proper use of the fund.
- Approve project expenses according to the LoA (Limit of Authority)
- For the expenses over the LoA, review and confirm before the purchase is approved.
- Review and provide feedback on the project financial report to WVI Nepal finance.
- Review the financial report to ensure compliance to the Grant Guideline.
Capacity building:
- Transfer the technical and management capacities to the local staff of the Project, in particular the direct report (Project Technical Specialist, DRR Coordinator, Infrastructure Engineer/ Civil Sub Engineer, Field Grants Finance Coordinator, MEAL Coordinator, ), through day-to-day operation.
- Conduct Performance Development Management of the Project Team staffs (Project Technical Specialist, DRR Coordinator, Infrastructure Engineer, Field Grants Finance Coordinator and MEAL Coordinator)
- PNGO capacity on need based
- Support the MEAL Coordinator to design and implement MEAL plan for the project, with the emphasis on the baseline and the yearly evaluation in the field
Resource Mobilization
- Prepare the proposal for the 2nd and 3rd year of the Project in Japanese in coordination with WVI Nepal and WV Japan.
- Liaise with other international development agencies and private companies to collect information regarding future funding.
- Work in close collaboration with WVI Nepal and WVJ in developing new proposals for funding when applicable.
Requirements Include:
- Practical knowledge on local disaster risk management planning process
- Including development of the legal documents related to DRRM, Early Warning System, climate resilient livelihood, disaster resilient infrastructure.
- Practical knowledge in Community Based Disaster Risk Management projects
- Good knowledge of development work and nexus approach of disaster with livelihood in fragile context.
- Good media relations and advocacy skills especially with government stakeholders, MOFA Japan, Embassy of Japan.
- Strong interpersonal, networking, coordination and organizational skills
- Excellent oral and written communications skills in English and Japanese
- Good presentation and communication skills
- Strong experience and recognized expertise in models and methods of training, facilitation and capacity building, and organizational development for staff and communities
Required Education, training, license, registration and certification
- A master’s degree in Disaster Risk Management, Environmental Science; or a degree in relevant field with substantial experience in DRR programming.
- Five years of professional experience in implementing CBDRR, DRRM, disaster resilient livelihood projects.
- Demonstrated expertise and experience in developing and operationalizing of disaster management related act, policies, strategies, guidelines etc.
- Strong interpersonal skills and ability to work cross-culturally with diverse teams.
- Ability to work with host-country professionals, ministries and with donor colleagues in country.
- Strong verbal communication skills, strong presentation and report writing skills in English and Japanese language.
- Knowledge of disaster resilient community infrastructures
Preferred Knowledge and Qualifications
- Experience of DRR and/or livelihood projects
- Past Experiences on similar grants
Travel and/or Work Environment:
- Travels to implementation sites of Achham and Kailali districts (20%)
Language Requirements
- Fluency in English and Japanese language
