Over the period since its inception, CDC has had long experience working with government, international non-government agencies, community based organization in various sectors of social and economic development. In addition, CDC supports community capacity strengthening for rural development, community groups and people on advocacy development in various sectors. In this period CDC Doti has developed strong networking, professional relationship among various organizations, networks and structures in the district and province . CDC has hands-on experience on social development, capacity strengthening of local level government, community based organization in Nepal.

Community Development Center (CDC), Doti is a Nonprofit, non-government, and nonpolitical Humanitarian development organization of Sudurpaschim Province. The core working sectors of the organization are inclusive and quality education, Health and Nutrition, DRR and livelihood, governance and advocacy, and child right and protection. The organization's target groups are Women, Dalits, marginalized group people, adolescents and children. The organization works its development partners (I/NGOs), private partner and government.

Currently CDC is implementing the “Building Disaster Resilient Communities in Nepal” (UTTHANSHIL) project with LWR in the listed municipalities of Achham, Bajhang and Bajura District.

Thus, CDC Doti is looking for qualified, dynamic and self-motivated Nepali citizens for the following position to above mentioned project.

Title: Project Coordinator

Location: Project office Based (with frequent travel to project sites)

Supervisory Responsibility: Supervision of DRR Project Officers

Report to: Executive Director 

Number of Position: 1

Overview: The Project Coordinator will be responsible for overseeing and implementing of Building Disaster Resilient Communities in Nepal (UTTHANSHIL) projects in three districts Achham, Bajura and Bajhang of Sudurpaschim Province. The purpose of this position is to manage and to lead the implementation of project activities, maintain good coordination with the Local Levels Authorities, Province Level Authorities, District Disaster Management Committee, Local Disaster Management Committee and DRRM stakeholders, ensure the project’s target are achieved. 

Major Responsibilities:

1. Project Planning and Implementation:

  • Develop detailed project implementation plans and after approval, execute accordingly in project areas.
  • Coordination and implementation of project initiatives across multiple project sites, ensuring timely and quality deliverables.

2. Community Engagement and Capacity Building:

  • Facilitate community consultations and community engagement sessions to assess local vulnerabilities and capacities related to disaster risks.
  • Design and implement capacity building training and workshop for communities, local authorities and partners on disaster preparedness, response and recovery.

3. Partnership and Stakeholder Management:

  • Build and maintain effective partnerships with government agencies, local NGOs, UN agencies, Development partners, donor agency and other stakeholders involved in DRR activities.
  • Coordinate joint planning and implementation efforts with Local Government to leverage resources for maximizing impact.
  • Build and maintain effective partnership with local cooperatives, promoting microinsurance in coordination with municipalities, insurance companies and community people.

4. Monitoring, Evaluation, and Reporting:

  • Ensure the all the activities are implemented and monitored as per the UTTHANSHIL Project Performance Plan (PMP)
  • Conduct day to day project monitoring and provide immediate feedback and inputs to the field staff for the improvement
  • Help and support on baseline, midline, end line, assessment, and surveys and maintain the quality data and evidence.
  • Update and maintain the Activity Tacking Table (ATT), Beneficiaries Tracking Table ( BTT) and Indicator Tracking Table ( ITT)
  • Develop monitoring and evaluation frameworks to track progress, outputs and outcomes of project interventions.
  • Prepare regular reports on project achievements, challenges and lessons learned.

5. Advocacy and Policy Influence:

  • Advocating at province level and local governments level for mainstreaming DRR in their development plans and policies.
  • Represent the organization in DRR related forums, workshops and conferences to share knowledge and contribute in policy and dialogue.

6. Reporting and Communication 

  • Prepare narrative and financial report as agreed in the agreement and share with LWR team and CDC HQ.
  • Maintain the communication channel with CDC HQ team and donors ( LWR) as suggested and discussed 
  • Prepare and draft other report as suggested by LWR and CDC and report back to the agencies.

7. Qualifications and Experience:

  • Master’s degree in Disaster Risk Management, Environmental Science, Engineering, Development Studies or related field or bachelor degree with proven experiences can be considered.
  • Minimum of 5 years of relevant experience in disaster risk reduction and climate change, emergency response or community development, preferably in Mountain and hill district or similar contexts.
  • Proven experience in project management, including planning, budgeting and monitoring.
  • Strong understanding of National and International disaster risk reduction frameworks, policies, strategies, methodologies and tools.
  • Understanding of EWS, bioengineering and low-cost mitigation works.
  • Understanding of working with local cooperatives groups, microfinance, promoting micro insurance.
  • Understanding of GEDSI as cross cutting issues in DRR.
  • Proficiency in MS Office, MS Project, basic ArcGIS, Google Earth and DRR related software.
  • Excellent communication and interpersonal skills with the ability to effectively engage with diverse stakeholders.
  • Fluency in written and spoken English and Nepali language; knowledge of other local languages is an advantage.
  • Ability to travel frequently in project area.
  • Have valid motorcycle driving license

Job Title: Finance Officer (FO)

Location: Project office based

Number of Position: 1 

Duration: 1-year contract (with possibility to extension)

Position Description: This position will be responsible for providing overall Financial support to the project and ensure that all the financial transactions adhere to the required financial compliance of the organization, donor and government compliances, which includes payment and disbursements; financial analysis and reporting for the achievement of overall organization and project goal.

Major responsibilities

1. Financial Management of the Project

  • General financial recording and bookkeeping 
  • Support and ensure all the payments are made following proper financial procedures.
  • Ensure proper supporting documents for expense verification
  • Preparation and administration of payroll adhering to the required compliance.
  • Issuance and settlement of employee advances.
  • Reconciliation of payable and receivable ledger.
  • Preparation of bank reconciliation.
  • Keep the scan copy of voucher and submit it to donor 
  • Submit the documents to donor for VAT refund.

2. Budgeting and Reporting 

  • Support the project team in preparation of monthly and annual budget.
  • Analysis of administrative cost preparation and it’s sharing to each project on a fair share basis.
  • Provide financial analysis to the project lead including the board of the organization
  • Preparation of donor financial report 
  • Orient non-financial employee on financial requirement of the project and organization.
  • Preparation and analysis of fund/cash flow forecast 

3. Financial Monitoring 

  • Ensure every expense are valid and meet minimum financial requirements.
  • Field monitoring from a financial point of view.
  • Provide financial analysis and monitoring during procurement
  • Report any potential fraud and misuse identified during project implementation.
  • Interlink the project finance with the overall organization financial management system.

4. Compliance and Others 

  • Ensure internal control measures are in place and are followed appropriately.
  • Assist in all type of audit (internal, donor, external)
  • Any task as assigned by the supervisor and board.

Competencies:

A. Academic Qualification and Experience: 

  • Bachelor Degree in Commerce, Business Studies or Equivalent
  • Minimum 3 years of experience in independently handling budgeting, financial accounting, planning and analysis in I/NGO. Experience working with USAID Projects would be advantage,
  • Demonstrated experience in the use of MS office Package (Word/Excel/PowerPoint etc.) 
  • Experience of working in a computerized accounting environment like FAMAS.
  • Ability to lead financial management of the project and make the linkage of this with overall financial management of the organization

B. Sector Knowledge: 

  • Good command of English & Nepali languages (written & spoken)

Job Title: DRR Project Officer  

Location: Achham, Bajura and Bajhang, District of Sudurpashchim Province

Report To: Program Coordinator/ ED 

Supervisory Responsibility: Supervision of Social Mobilizers

Number of Positions: 3

Major Responsibilities:

1. Risk Assessment and Analysis:

  • Conduct risk assessments to identify hazards, vulnerabilities and capacities of communities in the project areas.
  • Analyze historical data, geographical features and socio-economic factors influencing disaster risks.

2. Disaster Preparedness Planning:

  • Develop and implement disaster preparedness plans and protocols in coordination with local authorities and communities.
  • Organize drills, simulation, workshops and training sessions to build community preparedness.

3. Early Warning Systems:

  • Establish and maintain early warning systems (EWS) for timely dissemination of alerts and warnings related to potential disasters such as floods and landslides.
  • Scaling up EWS as an anticipatory approach of DRR

4. Community Engagement and Capacity Building:

  • Work closely with local communities to raise awareness on disaster risks and promote community-based disaster risk reduction strategies.
  • Facilitate capacity building activities to enhance local response capabilities and resilience.
  • Provide training on bioengineering and low-cost mitigation technologies for soil erosion, landslides, and flood mitigation to the vulnerable communities of project areas
  • Build and maintain effective partnership with local cooperatives, promoting microinsurance in coordination with municipalities, insurance companies and community people.

5. Partnership Development:

  • Collaborate with government agencies, NGOs, international organizations and other stakeholders involved in disaster risk reduction efforts.
  • Foster partnerships and networks to leverage resources and expertise for effective DRR initiatives.

6. Monitoring and Evaluation:

  • Monitor the implementation of DRR activities and projects.
  • Evaluate the effectiveness of interventions and make recommendations for improvement based on findings.
  • Collect field data and evidence and maintain the data base of the project
  • Support and help the consultant or LWR team for baseline, endline and others assessment and survey where needed

7. Reporting and communication:

  • Prepare the field report including narrative and financial budget; and share with the PC
  • Prepare the case studies, fact sheet, live stories, and writing blog of relevant event and share with PC and LWR team.
  • Prepare and finalize short ToR, situation report, trip report as suggested by the supervision and CDC, HQ team. 

8. Advocacy and Policy Support:

  • Advocate for policies and practices that integrate disaster risk reduction in development planning and decision-making processes at local and provincial levels.
  • Provide technical support and expertise on DRR to relevant government bodies and institutions.

9. Emergency Response Coordination:

  • Coordinate emergency response efforts during disasters, ensuring timely and effective assistance to affected communities.
  • Mobilize resources and facilitate coordination among stakeholders to address immediate needs.

Required Qualifications:

  • Bachelor’s degree or preferably masters' in disaster management, environmental science, geography, Engineering, social sciences or related field.
  • Minimum of 3 years of relevant experience in disaster risk reduction, emergency response or community development, preferably in Mountain and hill district or similar contexts.
  • Strong analytical, communication and interpersonal skills.
  • Ability to work effectively with diverse stakeholders and communities.
  • Proficiency in Nepali and English languages; knowledge of local dialects is an asset.
  • Familiarity with international frameworks and best practices in disaster risk reduction 
  • Expertise with ArcGIS, AutoCAD, MS Project, Google Earth, Google Earth Engine will be an asset.

Major Responsibilities:

1. Community Engagement:

  • Engage with local communities to understand their needs, challenges and aspirations.
  • Foster relationships and trust with community members to facilitate effective communication and collaboration.

2. Capacity Building:

  • Organize and conduct training, workshops and awareness programs on various social issues guided by the projects
  • Empower community members through skill development initiatives.

3. Project Implementation:

  • Assist in planning, coordination and implementation of projects activities.
  • Regular follow-up progress of the project activities and provide regular updates to stakeholders.

4. Advocacy and Networking:

  • Advocacy for the rights and interests of marginalized groups within the community.
  • Build networks and partnerships with local organizations, government agencies, and NGOs to support community initiatives.

5. Data Collection and Reporting:

  • Collect relevant data and information to assess community needs and measure project impact.
