ORGANIZATIONAL BACKGROUND:
Panchtara Yuwa Samrakshak Manch (PTYSM) is leading Karnali Province based NGO. It was registered in District Administration Office (DAO), Jajarkot in 1997 and affiliated with Social Welfare Council (SWC) in 1998. The NGO was established by young development professionals and social workers having long experiences in rural development. The organization was established with the sole aim to create social justice through the empowerment of vulnerable groups. Since the establishment, it has been working for economically poor and socially disadvantaged groups including Dalit, indigenous and marginalized ethnicity; children, Person with Disabilities, and youths to ensure their equitable access to resources, opportunities, and decision-making processes. 
PTYSM has been consistently involved in project development and execution in coordination with GoN (DCCs, Municipalities, and LAs), I/NGOs, bilateral and multilateral agencies on various dimensions ranging from community mobilization and institutional building, livelihood promotion, entrepreneurship development, education, and capacity development, training, child right and child protection, awareness, agriculture, livestock and forestry, climate change adaptation and mitigation, community health, water sanitation and hygiene (WASH), Maternal and neonatal renewal energy, social accountability, gender, disability and social Inclusion (GEDSI), human rights and peace building; and DRR & CCA.  
ABOUT PROJECT
The Enhancing Access of Person with Disabilities and Vulnerable People to Health- Rehabilitation and Social- economic Service (EA) Project has been in implementation in partnership with Handicap International Federation. The project will address the issues of Disability Inclusion, livelihood promotion and Climate Resilience to reach the disadvantaged communities: mainly Person with Disabilities (PwDs), marginalised communities, gender, and ethnical minorities. The overall project objectives are:
  • Identify the rehabilitation, social and economic inclusion, and accessibility need of persons with disabilities and vulnerable people.
  • Support to conduct inclusive climate vulnerability and capacity Assessments.
  • Support to identify and support small scale community-based mitigation measures that address and reduce the economic and health impact of the climate change.
  • Support and develop linkage with local-level social protection provision-related stakeholders.
  • Supporting Knowledge Management and knowledge sharing within program and admin/finance teams and across the entire organization
  • Completing other responsibilities as assigned by the Programme Director.

ROLE PURPOSE:
Project Coordinator is a member High Level Management Committee (HLMC) of Panch Tara Yuwa Samrakshak Manch (PTYSM)/ EA project team Jajarkot under the supervision of Programme Director and is responsible for:
  • Identify the rehabilitation, social and economic inclusion, and accessibility need of persons with disabilities and vulnerable people.
  • Support to conduct inclusive climate vulnerability and capacity Assessments.

  • Support in the project implementation process to ensure the project activities are accomplished within the set quality/quantity and time.
  • Supervising and monitoring the implementation of the project activities in working area.
  • Leading and supervising the project stakeholders to ensure that the activities are implemented in the right manner and within the required standards and objectives.

Staff reporting to this post: 4:  Finance and Admin Assistant, Physiotherapist, Field Supervisors, Auxiliary Nursing Midwife (ANM)
Budget Responsibilities: As per LOA

Role Dimensions: Project Coordinator is expected to lead the overall project portfolio to implement project with a cohesive integration among sectors and cross cutting themes. However, the position will have major portfolio for economic inclusion of person with disability and other vulnerable people under the project.
This position expects to maintain a strong professionalism and role modelling for the team and others to demonstrate integrity, accountability, passion, commitment, and strong team spirit. The incumbent should be able to work independently and interdependently managing every kind of situation and context. The local resources are managed well to effectively run the project interventions for the longer run. 
KEY responsibilities:
Program Planning and Implementation 
  • Lead implementation of the project, coordination with key stakeholders of Nalgad and Bheri Municipalities of Jajarkot District.
  • Portfolio Management (Project Management, Reports, risks management, problem-solving, team, governance) 
  • Solid Programs Quality and Technical Management (M&E data/information, technical Program, integration of sectors including cross-cutting themes-GEDSI, DRR and CCA).
  • Community empowerment and engagements at a different level for sustainability of the project focusing on economic inclusion.
  • Evidence of Programs Impact or Result collection/compilation to be shared at/for a wider platform.
  • Strong Relationship and Partnership Management (internal and external)
  • Strong knowledge/skills of Project Management, Staff mobilization and beneficiary, Capacity Building, Monitoring, Evaluation Learning & Accountability, Relationship Management, Child, and adult safeguarding.
  • Lead LPAC/Municipal level project advisory committee meeting in support with project staffs and the HI team.
  • Manage effective communication and coordination with staff, the PTYSM board, and all relevant stakeholders to manage the program effectively on time, on quality and on budget.
  • Ensure in complying with all child and adult safeguarding policies, requirements, and audits.
  • Supporting Knowledge Management and sharing within program and admin/finance teams and across the entire organization.
  • Completing other responsibilities as requested by the Programme Director.
  • Implement the project activities in the designated area under the project as per work plan and activity plan
  • Support in assessment of the economic inclusion or livelihood need of Person with disabilities(PwDs) and vulnerable people by applying the personalized social support (PSS) approach, BENEREI/Graduation module.
  • Improve the enabling environment for person with disability and other vulnerable people through advocacy on the right to/at work, and access to economic opportunities and services.
  • Support to capacity enhance of the local Disability coordination committee (DCC) of the Municipality with regards to their inclusive planning, implementing, and monitoring process regarding social protection scheme.
  • Build project databases to support regular information sharing and coordination among different humanitarian, developmental, and governmental stakeholders. 
  • Enhance ongoing livelihoods and economic inclusion programming through evidence-based and PSS approaches to improve economic inclusion outcomes.
  • Completing other responsibilities as requested by the Programme Director, chairperson, and donor representatives.  
  • Ensure that all planned activities such as structure formation, orientation, training, aid support, community awareness rising are implemented on time, to quality measures and within budget as per the monthly plan. Where challenges arise, ensure that these are flagged early, communicated to the PD, and addressed in an appropriate way.
  • Ensure proper data collection, documentation and dissemination on Disability Inclusion and Climate Change related issues conducted regularly.
Coordination, Collaboration and Networking
  • Coordinate and collaborate with local level government line agencies, stakeholders, beneficiaries, media, other project teams within organization and other service providers in different level.
  • Coordinate with Disability network, CBOs, Ward Office, School, SMC, WEC, WCRC, Illaka police, child club. 
  • Ensure organizational as well as project visibility and sustainability in the Municipality and community level. 
  • Coordinate at the community level like-minded organizations for resource maximisation.
  • Harmonize, facilitate, and ensure to integrate the project components at community and Municipality levels 
  • Bridge the project related information between community stakeholder and Organization/ Staff. 
  • Coordinate and Facilitate municipality/ ward legislative committee to endorse and implement education and child related policy and procedure. 
  • Actively participate and play a leadership role in the coordination team bringing key issues, proposing solutions and collaborating with other teams to build synergies and efficiencies.
Project implementation
  • Ensure the timely conduction of project activities having quality output in municipality and ward level. 
  • Support project coordinator to making effective work plan of project implementation.  
  • Support to WCPC/SMC and child club for developing their annual plan to quality education and protect, promote child rights.  
  • Local level advocacy to increase resource allocation to child related issues.
  • Conduct and facilitate community level project activities with high quality; training, meeting, workshop, seminars etc.  
  • Advocate with local government prepare policy and procedure for child well being. 
  • Collect feedbacks and learning from stakeholders and other concern agencies for the program.
Project review and monitoring
  • Frequently visit the project areas for supervision and monitoring the field level activities.
  • Support to conduct surveys, internal and external evaluations. 
  • Support for preparation and submit event wise reports to PD. 
  • Ensure for the involvement of community to review program among the stakeholders and beneficiaries. 
Project reporting and documentation
  • Prepared event wise report and submit to PD and updating the information related to the project. 
  • Collect case studies/success story, action photos, learning, and challenges for the program documentation. Submit field monitoring reports to PD. 
  • Share the field visit reports to the line manager with area to be improved and betterment. 
Others: 
  • Adhere Child Protection, Safeguarding and Anti-corruption policies of the organization.
QUALIFICATIONS AND EXPERIENCE
  • Bachelor’s Degree in Social Sciences, Development Studies, Disaster Risk Management, Environment Science, Agricultural Science, or related disciplines.
  • Minimum 3 years professional experience in Project/Program Management in Disability Inclusion and Livelihood Promotion or Humanitarian Response or GEDSI preferably in Karnali Province.
  • Good coordination, collaboration and relationship building with community stakeholders, local government, and donors.
  • Well versed in project management including planning, monitoring, financial and budget management.
  • Good reporting and communication skills.
  • Team building skills and ability to work in a diverse team and difficult terrain.
  • Capable to undertake challenging task and different working conditions.
  • Fluency in written and spoken Nepali and English languages. Experience working in the field of disability, climate change adaptions in Humanitarian and Development context will be advantages.
  • Good computer skills: PowerPoints, Word, Excel, Data Base and familiarity with MEAL tools operations.
