Over the period since its inception, CDC has had long experience working with government, international non-government agencies, community based organization in various sectors of social and economic development. In addition, CDC supports community capacity strengthening for rural development, community groups and people on advocacy development in various sectors. CDC believes in human potentials and strives to empower social well-being, community-led development, accountability to community, donors and stakeholders, government and non-government agencies. In this period CDC Doti has developed strong networking, professional relationship among various organizations, networks and structures in the district and province . CDC has hands-on experience on social development, capacity strengthening of local level government, community based organization in Nepal.

Community Development Center (CDC), Doti is a Nonprofit, non-government, and nonpolitical Humanitarian development organization of Sudurpaschim Province. The core working sectors of the organization are inclusive and quality education, Health and Nutrition, DRR and livelihood, governance and advocacy, and child right and protection. The organization's target groups are Women, Dalits, marginalized group people, adolescents and children. The organization works its development partners (I/NGOs), private partner and government. Currently CDC is implementing the ““Pathways to Gender-responsive Justice: Strengthening capacities of duty bearers and right holders”in the partnership with Legal Aid and Consultancy Center (LACC)

Thus, CDC Doti is looking for qualified, dynamic and self-motivated Nepali citizens for the following position to above mentioned project.

BACKGROUND

This position expects to have agile leadership to manage multiple priorities, adapt to change and incorporate learning in the program and managerial scope. The incumbent is expected to maintain good coordination and collaboration with internal and relevant external stakeholders to effectively manage the program. Along with this, there should be strong focus on program sustainability efforts as envisioned by the given projects and prodrome’s well as maintain a strong professionalism and role modeling for the team and others to demonstrate integrity, accountability, passion, commitment and strong team spirit. The incumbent should be able to work independently and interdependently managing every kind of situation and contexts. The major responsibilities with relevant key capabilities stated below are envisioned to be able to lead the organization meeting the expected deliverables confidently.

The incumbent strives to empower community groups, households and institutions to address and manage the issues to sustain. The local resources are managed well to effectively run the project interventions for a longer run. This position requires to be innovative and problem-solving skills to adapt to changes and multiple priorities.

Position: Project Coordinator (PC) (Priority will be given to women)

Reports To: Executive Director/Program Manager 

Duty Station: Dhangadhi office (40% field visit)

Project: Gender responsive Gustice 

Number of Position: One

KEY RESPONSIBILITIES

Coordination and Networking

  • Coordinate with provincial and local level stakeholders and other like-minded organizations while planning, implementing and monitoring the project.
  • Coordinate and communicate with local government and funding agency for smooth and effective planning and implementing the project's intervention
  • Coordinate with provincial, district and local level stakeholders, and other like-minded organizations while organizing any events by organization
  • Coordinate local government authorities, consortium and other non-governmental organizations to create collaborative efforts through regular meetings, interactions, and initiating joint monitoring visits.
  • Represent organization in Provincial Cluster meetings and other events when necessary.

Program Planning and Implementation

  • Assist the staff, line manager, and funding agency in preparing and updating detailed implementation plan & and tracker; ensure for implementation of the project's activities based on the plan.
  • Provide technical backstopping to Province, District, Palikas and assist in building their capacity to ensure quality control in project.
  • Support to delivery capacity development training to staffs and other stakeholders and
  • Work closely with different departments of organization for effective planning, designing and implementing projects for effective results.
  • Ensure all sets of financial reports with enough supporting documents are produced and submitted on a timely manner to the funding agency.
  • Ensure that the expenses are approved as per the process.
  • Monitor income and expenditure regularly and identify and proactively mitigate potential risks.
  • Work closely with finance person in the organization to prepare budget, any amendments and forecasts as per project requirements and timeline in consultation with funding agency.

Monitoring, Evaluation and Reporting

  • Ensure timely preparation of progress reports (weekly, monthly, quarterly, and annual)
  • Provide technical guidance to staff for preparing quality reports and analyses and submitting them to the funding agency Office as per the reporting timeline.
  • Provide information, progress data and other required information of project to organization and funding agency as suggested by thematic departments.
  • Regularly report to organization on field level programme progress.
  • Plan and execute joint monitoring visit in the project location ensuring the participation of stakeholders, beneficiaries and others.
  • Prepare monthly, quarterly and completion reports and submit them in a timely manner to ED/funding agency. 
  • Ensure effective management of the project database with verified information and provide to respective authority as and when necessary. 
  • Initiate regular monitoring of project activities through field visits, data and information verification and meeting the donor compliance.
  • Prepare periodic project narrative reports and target versus achievement and submit to funding agency before the deadlines set for. 
  • Conduct regular field visit to backstop and monitoring the project's interventions.
  • Assist to collect case stories, best practices, lesson learn; and capture that information in timely reporting system.

Communication and Knowledge Management Skills:

  • S/he is able to deal with stakeholders/beneficiaries based on the knowledge
  • Consistently creates and shares knowledge products for different stakeholders
  • Excellent written and oral communication in Nepali and English.

Required Qualifications:

  • Minimum master’s degree in education, social science or related university degree from recognized University
  • At least three (5) years of work experience; on gender equality, access to justice and governance issues.
  • Demonstrable experience of designing, implementing and managing program/interventions 
  • Demonstrable expertise in coordinating with multi-stakeholders across all tiers of governments on 
  • GEWE, governance and/or access to justice issues
  • related to GEWE, A2J, and GESI issue

Position: Consultancy for Legal Aid (Case Basic)

Reports To: Consortium team/funding agency/Executive director/Program Manager 

Duty Station: Sudurpashim Province 

(Note; district willbe discussed and finalized with CDC/LACC)

The details of the expected roles are given below:

Provide legal advisory/technical support to Judicial Committees (JCs):

  • Provide support (Legal advice and technical inputs) to JCs to deliver their mandate 47 (1) and 47 (2) in a more gender responsive manner. This will be for at least 10 priority LGUs (see annex 2) of the aforementioned EU-UN Women joint programme.  A detailed plan will be developed with LACC. 
  • Guide JCs, where necessary, on specific legal standards and procedures, as well as the collection of evidence, the preparation of victim statements, filing of applications for their cases appropriate documentation, case record keeping and referral mechanism.
  • Conduct at least 6 interactions/meetings with each LGUs JCs members, mediators as well as other relevant justice actors, to identify gaps and challenges in carrying out their mandate if required. 
  • Provide advisory support to judicial committee to refer all cases to mediator for mediation first (track number of cases where mediation was done after their suggestion/advice), and to adjudicate the cases in a gender responsive manner.
  • Provide guidance/legal advice for effective implementation of policies and laws for enabling gender responsive justice. 
  • Support in case management system to maintain the record of the cases being facilitated by /or already settled by JCs. 
  • Coordinate/build a strong relationship and closely work with Judicial committee members, local government officials, elected members and relevant stakeholders to strengthen the justice mechanism at the local level. 
  • Advisory support to establish/strengthen referral system and activate/effectively implement the GBV elimination Fund effectively in LGUs. 
  • In consultation with LACC, support various types of data collection related to case and delivery of gender responsive justice in 32 LGUs (see annex 1) and 10 priority LGUs. 
  • Support to identify need of 10 LGUs related to formulation of or revision of necessary laws/policies/guidelines/procedures for enabling gender responsive justice.

Legal Aid for cases related to gender-based violence (GBV) and gender-based discrimination

  • Provide legal aid support to women and excluded groups including counselling, referral (psychosocial, shelter, police, health and livelihood support) follow up, case drafting and court representation. 
  • Each legal advisor provides at least 100 legal counselling to victims/survivors (at least 80% women) and legal aid including Court Representation to at least 10 victims/survivors (all women). 
  • Maintain the record of the cases of women and excluded groups provided with the legal aid support.
  • Legal advisor to keep data of the service provided. Data collection format will be finalized in consultation with LACC.  

Coordination and Collaboration 

  • Coordination/build a relationship with district bar association and district legal aid committee 
  • Coordination with LGUs for institutionalizing work related to legal aid
  • Build synergy with other key stakeholders who are doing legal aid work in project locations
  • Coordinate, collaborate and support to implement the NAP II

Others

  • Participate in Gender-responsive justice ToT to increase their knowledge and skills related to gender responsive justice as well as learn the gender responsive tools and technique to deliver the training session at local level. 
  • Facilitate capacity building training and dialogues to strengthen the gender responsive justice and service at local level. 

Deliverables and Reporting:

  • Document the good practices and changes that result from the project intervention and share them with the project Team Leader and Monitoring and Evaluation Officer in a standard format
  • Update monthly meeting discussion with JCs using the check list provided by LACC.
  • Prepare a status report on the judicial committees (including but not limited to its role, number and types of cases being handled, composition, procedures and mechanisms guiding the JCs, existing infrastructures, existing mediators and mediation infrastructure, human resources, data, opportunities and challenges for gender-responsive justice) that are being supported by the advisor.
  • Prepare the quarterly work plan on the basis of the status report. 
  • With consent of judicial committee, share judicial committee data to Team Leader and Monitoring and Evaluation Officer
  • Facilitate legal orientation program if/when organized by Grassroots Women Organizations 

Experience and Qualifications:

  • At least a bachelor's degree in law, master’s degree in law will be an asset.
  • Extensive experience with more than five years in the field of access to justice, especially gender-responsive justice 
  • Prior experience with women’s access to justice will be a valuable asset. 
  • Ability to work effectively within a team, with a proven track record of collaborating with a multi-stakeholder community.
  • Experiences working with JCs, elected members and government officials 
  • Strong interpersonal, communication, reporting, coordination and presentation skills
