JOB TITLE: Programme Officer

OFFICE LOCATION: World Child Cancer, Nepal office

REPORTS TO: Programme Coordinator, Nepal

TRAVEL REQUIRED: Travel within Nepal will be required at times

WORKING CONDITIONS: Full-time role, fixed term contract, one year with possibility of extension.

JOB SUMMARY: World Child Cancer is looking for an experienced Programme Officer, with demonstrated experience in Project Delivery, Finance & Administration, Monitoring & Evaluation, Communication and Partnership Management. This position is based in Kathmandu, where the employee will carry out tasks and responsibilities under the supervision of the Programme Coordinator, Nepal.

Key Responsibilities

Programme Delivery

         Programme Implementation: Support the implementation of projects, including organising training sessions, meetings, conferences, and other related activities. Contribute to the annual work planning and budgeting process, with a focus on identifying potential projects for funding. Ensure the consistent application of WCC policies and procedures across programmes, including safeguarding measures. Support the Family Support Officers based at WCC’s partner hospitals to develop case studies, proposals, and other fundraising-related activities.

         Support with the management of procurement processes for project activities.

         Facilitate domestic and international travel arrangements, including booking flights & accommodation

         Other duties assigned by the Programme Coordinator, Nepal, and UK team.

Financial Support

         Budget management: Ensure activities are delivered within the agreed budget and any potential over/underspend is identified early and proactively managed.

         Record keeping: Ensure all expenses are appropriately recorded, in accordance with financial policy and best practice.

         Assist project implementing partners in completing quarterly financial reports. Assist family support officers with providing financial support to patients in accordance with the financial guidelines.

         Reporting: Work with the Programme Coordinator to produce accurate financial reports on a quarterly basis.

Monitoring, Evaluation, Accountability & Learning

         Support the Programme Coordinator, Nepal, and Programme Manager to develop and implement appropriate monitoring and evaluation procedures (guidelines & policies) and systems (tools) for all aspects of programming in Nepal.

         Work with the Programme Coordinator to analyse data and produce timely & accurate monthly, quarterly and annual reports, including recommendations for future improvements in programme delivery.

         Provide support for collecting and managing data and information from project staff to facilitate Monitoring and Evaluation processes. Assist in organising programme visits by the UK team

Communication and Partnership Management

·       Maintain regular communication with project support staff of WCC’s implementation partners, hospital partners, and relevant stakeholders to update quarterly project activity plans and requirements.

·       Communicate and coordinate with implementing partners and hospital personnel to compile information and collect activity reports.

Key working relationships

       The Programme Officer will be line-managed by the Country Coordinator in Nepal

       Programme Manager (Asia), World Child Cancer UK

       Implementing partners

       Hospital personnel

       Other stakeholders as required

 

Minimum requirements:

       A minimum bachelor’s degree in development studies, Public Health, Social Science or a related field.

       At least 2 years of experience supporting the successful delivery of Projects & Programmes in Nepal.

       Experience in providing technical assistance to partner organisations

       Experience working with government officials, healthcare professionals and local NGOs.

       Demonstrated strong technical, programming and management skills.

       Strong organisational skills and attention to detail are essential

       Strong teamwork skills and ability to work in multicultural environments with diverse partners.

       Ability to problem solve and recommend corrective action as needed.

       Strong oral and written communication skills in English is required

       Demonstrated proficiency with Microsoft Office suite software.
