National Environment & Equity Development Society (NEEDS) Nepal is a humanitarian and development organization dedicated to improving socio-economic development, humanitarian action/DRR/CCA & safer migration, and anti-human trafficking in Sudurpaschim province since 1999. NEEDS Nepal has three core working sectors i) Safe Migration & Economic Development, ii) Environment, Climate Change & Disaster Resilience, iii) Education, Health & WASH  with  GESI, Good Governance, and Humanitarian Response as cross-cutting themes. NEEDS Nepal has developed its expertise in these sectors and various subsectors, specifically in safer migration, prevention of human trafficking, technical education & vocational training, climate resilience, economic development, livelihood, infrastructure development, humanitarian response, urban-DRR, disaster risk reduction, and management & flood resilience.

NEEDS Nepal is implementing an Enhancing Safe Labour Migration project with the funding support of BMZ/AWO International from 1st January 2023 to 31st December2025 in Adarsha Rural municipality, Doti district.

We are looking for potential Nepalese candidates for the following positions:

i)        Programme Manager (PM)-1 (100% Project Office base-Adarsha RM Doti): 

S/he is responsible for overall project management; planning, implementation, reporting, documentation, coordination, monitoring & evaluation, networking, team mobilization, and technical backstop to project staffs. Applicants have excellent spoken and written skills in English with at least 4years of intensive working experience having officer/managerial positions in safe migration, anti-human trafficking, and entrepreneurship/livelihood themes. Applicant should have at least a master's degree in any discipline ( priority will be given to development studies). Applicants must be able to handle office packages (Microsoft word, excel, PowerPoint, email/internet and another means of virtual meetings). S/he need to travel frequently to project working wards and communities.

Job Descriptions (JD) for Programme Manager (100% field base position at Adarsha RM Doti)

A.        Programmatic Responsibilities (90%):

1.        Planning and Implementation (30%):

  • Prepare detailed implementation plan (DIP), periodic plans; annual, quarterly, and monthly, and approval from management meeting of the respective organization with a consultation with the funding partner.
  • Develop plans with a sustainable approach linked to national priorities, and programs and links to sustainable development goals.
  • Facilitate/support day-to-day field implementation ensuring appropriate process, considering the time/period, and results of log-frame.
  • Develop and share monitoring supervision and monitoring plan with the executive board, LPAC, and Social Welfare Council (SWC) and arrange the field visits.

2.       Coordination, Collaboration, and Linkages (30%):

  • Coordinate with AWO International, executive boards of NEEDS, district-level stakeholders, local government/units, media persons and other I/NGOs, and CBOs for building synergy and energy for implementation and achieving the results with sustainable aspects.
  • Close coordination with local government/representatives, local level stakeholders, and I/NGOs working in respective geography and social structures.
  • Coordinate with provincial and national-level actors in migration and human trafficking for policy advocacy and lobbying.

3.         Supervision and Monitoring (15%):

  • Monitor activity implementation process considering the plan and result framework.
  • Track budget Vs expenditure monthly basis.
  • Supervise the field staff and works as a monthly action plan and mobilize effectively to achieve the intended results.
  • Manage monitoring visits by the local project advisory committee (LPAC), executive board members, and funding partners.

4.        Reporting and Documentation (15%):

  • Prepare monthly project updates, and bi-annual and annual qualitative and quantitative reports (narrative and database) and share them with funding partners.
  • Document the project innovation/good practices with the process and results innovatively and disseminate in appropriate forums. 
  • Document the problems and challenges and develop & share a mitigation plan.

B.    Organizational Responsibilities (10%):

  • Support to develop and submitting half-yearly project progress and share in the workshop
  • Support to develop and sharing programmatic fiscal year-wise plan and submit it to respective local government before planning with a consultation to NEEDS Nepal
