It is autonomous and politically non partisan organization which is governed by its constitution, financial and administrative policy and code of conduct and other various policies. The organization is implementing various projects with multiple donors and INGOs at Gorkha district and few projects are under pipeline.

UN-Nepal has been implementing Room to Read funded Literacy Program and Girls Education Program in selected Schools of Gorkha district, Nepal. The primary goal of the project is to make an independent reader and ensure their SEE level education so that they can make their life long decision in their life. For this UN Nepal will closely working with teachers, SMC, PTA and local government along other stakeholders. Now, UN Nepal is seeking qualified and dynamic time staff for the following positions.

Position: Program Officer for Girls Education Program

Job Description:

Program Management, Implementation, Training and Coordination:

  • Supports the Program Manager (PM) and takes responsibility for carrying out the implementation of Girls’ education and gender equality program activities as per the Implementation Calendar (IC) and Project Implementation Agreement (PIA). 
  • Support PM to track budget expenses vs implementations to ensure timely implementation as well as tracking budget variance(s), and expenditures. 
  • Supports Girls’ Education Program Associate(s) (GEPA) and is responsible for ensuring timely settlement of advances and reimbursement of expenses aligning with organizational financial policy.
  • Leads the process and provides support to GEP associates to select program schools, GEP participants (GEPP) and the needy GEPP from amongst the total for MS support following the guidelines and criteria set by the program team.
  • Is responsible for technical oversight of GEPA(s) to ensure their ongoing professional development and supports GEPA(s) to do the same for Social Mobilizers (SMs) to ensure they can effectively support individual girls, Child Club Members, and GEP Focal teachers in their implementation of the program. 
  • Supports PM for implementing new models like teachers-led model, and gender justice and climate club as per GEP strategy and PIA. 
  • In close coordination with PM, assesses the capacity-building need of GEPA, and SMs and plans for capacity-building events for them along with teachers, and child club members to implement the program smoothly. 
  • Works as the technical focal point for GEP and gender equality, and provides first-hand experience and information while developing a holistic GEP plan in close coordination with the PM. 
  • Works as the technical focal point to collect feedback, observations from SM on the GEP manuals, guidelines and supports PM to collect relevant local information to feed into the additional resources that supports sessions, activities, and sustainability plans of GEP and gender equality program. 
  • Supports PM to collect local and provincial level documents/policies related to Girls' Education, gender equality, life skills, financial literacy, out-of-school children, and non-formal education and provided update to GEP Officer from Room to Read as and when needed. 
  • Serves as the primary focal person responsible for coordination work in the field of GEP for the implementation of the plan and supports PM to coordinate with schools, communities, Education Development and Coordination Unit (EDCU), Provincial Level Government, Education Unit of Local Government (Palika) and other stakeholders as required by direct involvement as well as providing support.
  • Supports PM during the Annual Planning and Budgeting (AP&B) of GEP for the district by providing necessary program-related information and ground realities. 
  • Supports PM to prepare an M&E plan based on the IC, and provides input to develop tools, criteria, and any study outline as per the need and supports to implement a monitoring plan.
  • Carries out other functions as and when required as directed by the field leader.

Planning, Reporting and Documentation:

  • Works closely with PM for annual planning, and budgeting aligning with ground reality and local context. 
  • Takes the lead in conducting field-level public/social audit events to promote transparency and accountability and documents them for reporting to Room to Read.
  • Supports PM in drafting management responses to address the audit observations as needed. 
  • Collects program-related data, compiles it with proper documentation, and reports through PM to Room to Read. 
  • Supports PM to review IC, budget, and tracks the progress of program implementation to be on track and progress as per the plan. 
  • Collects best practices, lessons learned, case studies, and challenges and documents them for further reporting to PM periodically to present during technical review meetings and meetings with Room to Read.
  • Supports PM and Room to Read technical staff for collection, update, and reporting of Monthly Implementation Updates (MIU), PIM, RRS, and DQM as needed.

External Coordination and Networking:

  • Supports PM to develop a strong relationship with the Local Education Unit (LEU), Education Development and Coordination Unit (EDCU), Education Training Center (ETC), Women and Children Section of Palika, District level and Palika level education cluster, Education related other local-level stakeholders, and ensures that they support the program of the organization.
  • Takes a lead and supports program associates for building up strong relationships with District, Palika, and Ward-level Child Club networks to implement community-level and Palika-level child rights and child protection-related activities.
  • Represents the organization in different forums at local and district levels and advocates for the importance of girls’ education and gender equality in education.
  • Takes a lead and support PM for integrating the program elements/components into the local education plan and School Improvement Plan (SIP) to scale the program.
  • Supports PM and Room to Read in preparing documents, coordinating with government bodies, and preparing a database for the new school/district selection and geographic cluster for program implementation and scale-up.
