Position Title: Program Officer

Name of Organization and location: Fair Trade Group Nepal, Jhamiskhel, Lalitpur

Project Location: Damak, Jhapa

Duration: 10 months on contract basis with the possibility of extension

Reports to: Project Manager

Start Date: 1st of August 2024

Background:

Fair Trade Group Nepal (FTGN) is a consortium of Fair Trading organizations in Nepal that seeks to promote the advancement of the socio-economic status of underprivileged and marginalized communities, women, producers, artisans and farmers in Nepal. FTGN is dedicated to promoting fair trade practices across various sectors including handicrafts, agro-food, and non-timber forest products (NTFP). Established with a mission to empower marginalized artisans, farmers, and workers, FTGN ensures fair wages, safe working conditions, and sustainable livelihoods. With over 25 years of experience, FTGN serves as a pivotal platform for member organizations to exchange ideas, tackle common challenges, and enhance skills through diverse programs and projects.

In collaboration with United Nations High Commissioner for Refugees (UNHCR), FTGN is embarking on a program to support Bhutanese refugees in Nepal. This initiative aims to foster entrepreneurship and sustainable enterprises among the refugee community. Through tailored skill development, technical training, and mentorship, FTGN seeks to empower the refugees by enhancing their production quality, management capabilities, and market access. The program also aims to promote the establishment of Fair Trade enterprises, thereby integrating refugees into the broader economic ecosystem of Nepal.

The primary goals of this program include identifying and supporting aspiring refugee entrepreneurs, providing comprehensive training to enhance entrepreneurial skills, fostering collaboration among stakeholders, and ensuring the sustainability and scalability of refugee-led enterprises. By focusing on capacity building, market development, and continuous monitoring and evaluation, FTGN aims to achieve lasting economic empowerment and sustainable livelihoods for Bhutanese refugees in Nepal.

Objective:

The Program Officer will support the implementation, monitoring, and evaluation of the “Enterprise Creation and Development in Bhutanese Refugee Communities” Project. The role is essential to ensure the successful delivery of program objectives and outcomes.

Key Responsibilities:

Program Implementation:

  • Support the planning and execution of program activities in accordance with the project plan and budget.
  • Coordinate with stakeholders, including partners, beneficiaries, and other relevant entities, to ensure smooth program operations.
  • Facilitate community engagement and participation in program activities.

Monitoring and Evaluation:

  • Support the Project Manager to develop and implement monitoring and evaluation (M&E) frameworks to assess program progress and impact.
  • Collect, analyze, and report data on program performance, identifying areas for improvement.
  • Prepare regular reports and updates for internal and external stakeholders to the Project Manager.

Financial Management:

  • Assist in the preparation of program budgets and ensure adherence to financial guidelines.
  • Monitor program expenditures and ensure they are in line with the budget.
  • Support Finance and Admin Manager in financial reporting and audit processes.

Capacity Building:

  • Organize and deliver training sessions and workshops for staff, partners, and beneficiaries.

Communication and Advocacy:

  • Develop communication materials, including reports, and social media content, to promote program achievements and objectives.

Administrative Support:

  • Maintain accurate and up-to-date program documentation and records.
  • Assist with logistical arrangements for program activities and events.

Qualifications:

  • Bachelor’s degree in field such as Business, Social Work, Non-Profit Management or related field.
  • At least 2 years of experience in program management.
  • Proficiency in MS Office.
  • Proficient in Nepali and English languages (spoken and written).
  • Ability to work independently and as part of a team.
  • Willingness to travel to project sites as required.
  • Locals will be given priority.

Deliverables:

  • Monthly progress reports.
  • Training materials and workshop reports.
  • Financial reports and budget updates.
  • Communication and advocacy materials.
