FHI 360 is recruiting a highly qualified and dynamic Nepali citizen as Program Manager–Procurement and Supply Chain Management and COVID-19 Response.
Program Manager–Procurement and Supply Chain Management and COVID-19 Response
The Program Manager is responsible for leading and managing EpiC Nepal’s COVID-19 response and procurement and supply chain management (PSM) related activities. S/he works closely with the FHI 360 Nepal’s various teams as well as different divisions and centers of Ministry of Health and Population, (MoHP), Department of Health Services (DoHS).
Key Responsibilities:
- Provide program and technical leadership and oversight to COVID-19 response and procurement and supply chain management related program activities of FHI 360/EpiC Nepal.
- Support and facilitate procurement, distribution and tracking of COVID-19 and regular related supplies, materials and equipment.
- Support to MoHP in COVID-19 vaccination, critical care, electronic Logistics Management Information System (eLMIS) trainings, support at point of entry/help desk, development of social and behavior change communication (SBCC) materials, community engagement, advocacy and micro-planning for COVID-19 response and technical assistance.
- Review, ensure and provide support for timely implementation of COVID-19 and procurement and supply chain management related activities with high quality.
- Manage technical support from FHI 360/EpiC headquarters in consultation and coordination with Country Director and Project Director.
- Ensure timely completion of all project milestones as defined in the approved workplan and report to EpiC Nepal and USAID on the same through monthly progress reports and routine check-in calls.
- Oversee/work with other local EpiC Nepal consultants and staff members to ensure completion of tasks assigned as per their consultancy agreements.
- Manage contract of international/national vendor and ensure they are providing effective and efficient technical and troubleshooting support and ensure eLMIS is up and running with benchmark business process and system is available to all users.
- Lead eLMIS rollout to new sites as part of system availability and improvement of the real time data.
- Regularly participate in various coordination meetings including Supply Chain Management, Health and Logistics clusters organized for discussion on COVID-19 response and supply chain management for alignment with national plan and priorities and coordination with stakeholders.
- Prepare program reports (such as monthly/quarterly/annual/end of project), briefs and other communication and reporting requirements for MoHP, FHI 360/EpiC and donors.
- Ensure that all programmatic reporting is accurate, timely and meets MoHP, EpiC Nepal Project, FHI 360 and donor requirements.
- Facilitate and ensure supportive supervision and monitoring are regularly planned and implemented and ensure issues and actions identified from the supervision visits are shared and addressed in time.
- Review project’s progress tracking on regular basis and ensure that the project’s achievements are on track. Ensure routine project data are regularly analyzed, visualized and used for program improvement.
- Work with government, relevant EpiC Nepaland FHI 360 staff for communications and public relations to coordinate publications, documentation and dissemination of project activities, successes, good practices and lessons learned.
- Perform other duties as assigned by supervisor or EpiC Nepal Project Director or FHI 360 Nepal Country Director.
Minimum Requirements:
- Masters’ degree or its international equivalent in public health, management, social science or other relevant fields and 3–5 years of experience managing large and complex PSM, service delivery projects, emergency response or Bachelor’s degree in above mentioned subject and 5–7 Years of experience in relevant field.
- Experience working in a non-governmental organization (NGO)/International NGO – preferably with a focus on COVID-19/emergency response and service delivery, health system strengthening, PSM and/or eLMIS.
- Experience on overall management of projects including financial, human resource, compliance and quality assurance components.
- Excellent communication and relationship management skills with a range of stakeholders.
- Excellent problem solving, program planning, management and implementation skills.
- Flexible and openness in responding to government, and other development partners work priorities and deadlines
- Ability to work independently on several tasks with minimal supervision and ability to work with multiple stakeholders including different government entities
- Ability to travel to the field around 20–30 percent of the time.
