Background

Children as Zones of Peace (CZOP) is a national coalition of organizations working in the field of child rights that was formed in 2003 as a loose network in order to undertake collective advocacy to coordinate and integrate the efforts for protection and promotion of the rights of the children affected from armed conflict. Currently, it has ninety-seven member organizations representing all seven provinces, where National Human Rights Commission, UNICEF and Nepal Red Cross Society are involved as observer members. CZOP was registered at District Administration Office, affiliated to Social Welfare Council.

Since the beginning, CZOP has been emerged as a continuous movement advocating for children’s basic rights during and after armed-conflict. Institutionalizing its efforts of advocacy, this coalition has been forged to magnify and strengthen declaring Children and Schools as Zones of Peace and urge all the stakeholders including Government and Non-Government Institutions to fulfil their obligations towards children in a strong, united, neutral and effective manner.

CZOP seeks application from interested candidates for the following positions to fulfil given responsibilities

1. Job title: Program Manager

Duty station: Kathmandu (with frequent travel to provinces/districts)

CONTRACT LENGTH: Fixed-term until September 2025 (Potential for extension up to December 2025)

Purpose:

The Program Manager will be responsible for implementation of high-quality child rights related programs, and ensuring their outcomes. Moreover, s/he will be responsible for the implementation of ongoing projects and campaigns in close consultation with CZOP team, executive board, networks, member organizations NHRC, NCRC, MOWCSC, Parliamentarian forum for Child rights, Province Social development Ministries, MuAN, NARMIN and development partners

Duties and Responsibilities

Under the supervision of the boards, the Program Manager shall focus his/her work in translating the plans and budgets into actions by appropriate implementing strategies, tools and techniques. More specifically, the manager shall:

  1. Management and Supervision in overall day-to-day functions of the CZOP Secretariat.
  2. Coordinate and Communicate with the respective ministries, NHRI and government bodies working on child rights.
  3. Keep update on the recent child issues and advocate for it through different channels and social media through press release.
  4. Provide necessary information to the teams which are important for communication between the project and, partners, Donor/Resource Partner and relevant government and non-government agencies,
  5. Support coordinate in conducting all campaign activities at central, province as well as local levels,
  6. Support and management in preparing work-plans and procedural guidelines of each project event according to the project document,
  7. Work for mobilizing a wide range of stakeholders, CSOs and interested communities in the process of project implementation,
  8. Keep records and documents of each project activity of center, provincial as well as local level,
  9. Collect and/or draft activity reports and prepare progress reports in close coordination with program officer.
  10. Supervise and evaluate the performances of field level activities, and program and admin and finance officer
  11. Support and Supervise officer for maintaining visibility by publishing brochures and newsletters, producing reports, updating websites, managing social media platforms as well.
  12. Supervise and Assist Admin and Finance Officer in managing finance and budgets of the project by providing proper information and recommendations,
  13. Facilitate communication between the project team and board, CZOP partners and relevant state and non-state agencies effectively,
  14. Facilitate/coordinate workshops, meetings, discussion programmes and seminars at all level,
  15. Perform other activities as per the direction of the executive board of CZOP.

KEY AREAS OF ACCOUNTABILITY:

Strategy and Program Development:

  • Supports in developing high quality child right governance programs, and ensures their result-based and timely implementation.
  • Leads in developing periodic (weekly, monthly, terminally and annually) planning of CZOP and collaborate with the executive board, team and development partners for a comprehensive DIP
  • Supports in developing new programs/proposals in Child Right Governance.
  • Spearheads in exploring additional funding sources to pilot and scale up proven Child Right Governance programs and campaigns.
  • Collection and documentations of the history related to the CZOP Campaign.

Planning, Budgeting and Management:

  • Provides strategic guidance in planning and budgeting of campaigns as well as programs supported by multiple development partners.
  • Supports in planning and budgeting of the projects in accordance with the guidelines, framework and policies of CZOP.
  • Conducts regular reviews of budgets.
  • Develops Program Management and Implementation Plan and implement the project activities in accordance with it.
  • Ensures programmatic and financial accountability.

Advocacy:

  • Involve in intersectional gender analysis, civic space analysis, child rights situation analysis etc. and document facts and evidences for advocacy ambitions.
  • Contributes to CZOP's campaigns, ensuring they are built around solid policy analysis and evidences.
  • Builds relationships with key organizations, institutions and strategic stakeholders.
  • Coordinate with member organizations, partners and stakeholders to identify local level policy gaps issues and connect with national priorities.
  • Represents CZOP in key events and take up speaking engagements in order to disseminate CZOP's positions in policy advocacy in various settings.

Capacity Development:

  • Coordinates with development partners to design and conduct programs for organizational capacity assessment and development.
  • Designs and develop training manual and facilitate in building capacity of staff, executive board and member organizations to ensure effective implementation of different campaigns, trainings, workshops, meetings and seminars.
  • Identifies knowledge gaps and provide inventory of information.

Coordination, Representation and Networking:

  • Coordinates in conducting all types of campaigns and activities at federal, provincial and local levels.
  • Proactively engages in networking with the thematic networks, and represent CZOP to those platforms to promote visibility and contribute to mainstream CZOP's child-rights agenda.
  • Facilitates communication among project teams, development partners, CZOP member organizations and relevant government and non- governmental agencies effectively.
  • Coordinates and expand relationships with regional and international child-focused organizations and networks, ensuring effective collaboration and knowledge sharing to support program objectives.

Documentation, Evaluation and Reporting:

  • Ensures proper documentation of the projects and their activities.
  • Prepares quality periodic reports, collect case studies and good practices and coordinate with media.
  • Develops proposals and concept papers.
  • Supports the executive board for the development of advocacy/policy/position papers, IEC materials related to child rights, review of laws, policy and program related to children. 
  • Maintains visibility by publishing brochures and newsletters, producing reports, updating websites and social media, etc.
  • Ensures best practices are documented and built-in the other relevant projects, innovations disseminated, and case studies are collected for all reports
  • Contributes to the program monitoring by developing tools, and engaging in the monitoring visit to program areas and facilitate periodic program evaluation through external independent consultants.

Qualification, Required Skills, and Experience:

Education: Master’s Degree in Social Work, Sociology, Development Studies, Mass Communication and Journalism, Social Sciences or related field

Experience: At least five years of working experiences in the area of child rights and protection issue, democratic governance, freedom of expression and independence, media mobilization and child/human/women rights, networking and campaigning, Experience of promoting citizen engagement at both national and sub-national level; and proven track record and sound knowledge on different media and child rights related projects.

Language Proficiency: Good spoken and written English and Nepali language

Communication: Excellent inter-personal communication skills and learning attitude
