Rural Oriented Youth Movement-Nepal (ROYM-Nepal) is a non-profit making non-governmental national level organization established in 2009 which envisions a socio-economically empowered society with equality and social justice through its community based collective campaign to create an environment where marginalized groups can raise their voices for economic, cultural, and social rights challenging the structural discrimination. It aims at reducing poverty through skill transformation and youth engagement. ROYM-Nepal supports the country in achieving the long-term Sustainable Development Goals on human rights, health, education, gender equality, water, sanitation, environment, social protection, justice, and impact of climate change. In more than a decade of its working experience, ROYM-Nepal has been successfully carrying out different community-based interventions and socio-economic programs under WASH, skill promotion, self and gainful-employment, women health, and socio-economic empowerment. ROYM-Nepal is currently looking for the application from qualified candidates for the following positions:
Position Description
1. Designation: Program Coordinator
District: Rautahat
Required Position: 1
The Program Coordinator (PC) takes lead role to manage the overall programs of concerned and adjoining districts and works in close coordination with the Kathmandu based Program Coordinator and Executive Director and other staffs in achieving the objectives of ROYM Nepal. This position will be for two and half years (including 3-month probation period) with possibility of extension having annual review/renew. She/He is mainly responsible for project management, program planning, implementation and quality management, documentation, stakeholder communications and coordination with local stakeholders of program districts. She/he oversees the district programs in integrated approach including monitoring and tracking all activities that have specified deliverables. PC will be responsible to oversee managerial and financial procedures, district bank account, support technical team as required, liaison with government counterparts and other stakeholders at province level and work closely with the Central Office to assure technical and operational management and quality control. PC reports directly to the Kathmandu based Program Coordinator (PC) and works in close coordination with District team and reports to Executive Director and Admin and Finance Officer (when needed).
Duties and Responsibilities
- Oversee the program/project monitoring, evaluation and tracking all specific activities and projects that have specified deliverables in three districts.
- Develop project operating guideline, training guideline/manuals and assist center and field staff for effective implementation of program/projects implemented in Rautahat, Sarlahi and Mahottari districts.
- Establish organizational monitoring and evaluation system; provide support to develop, orient and apply different monitoring forms/formats and tools for program/project monitoring to district program team.
- Monitor the progress and ensure the quality by tracking program implementation and reporting on timely basis and making necessary adjustments to ensure the successful completion of the project.
- Make field plans and carry out supervision and monitoring visits in the program areas and provide technical inputs and required support to field staffs for successful completion of program/projects.
- Carry out periodic review of the program/project plan and implementation with program team, provide technical input and conceptual guidance, incorporate learning and make adjustments accordingly.
- Organize and conduct systemic meetings, review the quality of the work with the team/staff on a regular basis to ensure the quality and standards.
- Review, prepare and submit periodic and final reports of on timely manner to central office.
- Establish and maintain effective program communication with staff from field to central level.
- Maintain communication with and reporting to the Program Coordinator and Executive Director for program, administration and financial management and take responsibility to implement them.
- Strengthen and maintain relationship with various local governments, non- government organizations and various networks that work promoting human rights and social justice.
- In coordination with local government agencies, I/NGOs and civil society organizations and make organizational representation to and participate in various alliances, networks, forums and meetings and trainings in program district and province.
- Facilitate for and maintain proper documentation of cases, success stories, initiatives/works of the organization, including periodic and annual reports and also ensure that all project information is appropriately documented and secured.
- Work in close coordination with Senior Program Coordinator, Executive Director and provide support to Sr/management team and staff to establish and improve systems for human resource development and management, administration and finance management and maintain the good practices that have already been established and practiced in district.
- Provide support and ensure effective implementation and institutionalization of the policies, rules and regulations of organization in the program district.
- Manage and coordinate staffs, consultants, and volunteers in district office according to the established policies, regulations and practices of the organization and provide managerial support and mentoring to them for performing assigned responsibilities effectively and keeping district staff motivated.
Required Experience, Skills/Qualifications
- The candidates should have Master’s Degree in social sciences including Sociology, Development Studies, Social Works, Rural Development, LAW or related fields with at least three years of related work experience in similar field.
- Have strong coordination skills with governmental and non-governmental organizations, authorities and agencies.
- Experienced in advocacy, lobby and campaigning skills with rights-based approach.
- Good interpersonal, internal, and external communication skills and program/project management.
- Command in computer application and Good in Nepali as well as English languages.
2. Designation: District Project Officer
Districts: Rautahat/Sarlahi/Mahottari
Required Positions: 1
The District Project Officer (DPO) who is based in one of the above districts, takes lead role to manage the overall programs of concerned district and works in close coordination with the Rautahat and Kathmandu based Program Coordinators and Executive Director and other staffs in achieving the objectives of ROYM Nepal. This position will be for 2.5 years (including 3-month probation period) with possibility of extension having annual review/renew. She/He is mainly responsible for project management, program planning, implementation and quality management, documentation, stakeholder communications and coordination with local stakeholders of program district. She/he oversees the district programs in integrated approach including monitoring of social mobilizers and tracking all activities that have specified deliverables. DPO will be responsible to oversee managerial and financial procedures, district bank account, support technical team as required, liaison with government counterparts and other stakeholders at district level and work closely with the Central Office to assure technical and operational management and quality control. DPO reports directly to the Rautahat based Program Coordinator (PC) and works in close coordination with District team and reports to Executive Director and Admin and Finance Officer (when needed).
