National Association of Rural Municipalities in Nepal (NARMIN) is an umbrella organization of 460 Rural Municipalities (RMs) in Nepal after the introduction of federalism in Nepal and is recognized as an advocacy, lobby and resource organization in the country to strengthen local governance processes as per the Constitutional spirit of cooperation, co-existence and co-ordination between federal, provincial and local levels and has been closely working with the federal, provincial and local governments on the issues ranging from policy reform to legislative reform and local governments’ capacity development. NARMIN is looking for Program Coordinator (One) who will implement of "Reforming Institutional Capacity and Policy on Reintegration Program supported by Reintegration of Returnee Migrants Workers (ReMi/Helvetas)". Details ToR is attached herewith.

Program Coordinator Job Description
Objectives of the Program
The ReMi Project aims to support local governments in building on the legal framework provided by the National Reintegration Directive (NRD), the Local Government Operation Act (LGOA), and the Right to Employment Act. It will work with the Prime Minister Employment Program (PMEP) to institutionalize reintegration services into the Employment Service Centers (ESCs). The objectives of this assignment are as follows:
- Support the implementation of the Inter-Government Relations (IGR) Act with a specific emphasis on labor, employment, migration, and reintegration.
- Facilitate policy coherence across the three tiers of government on labor, employment, migration, and reintegration policies.
- Enhance the capacity of local governments for the promotion and provision of labor, employment, migration, and reintegration services.
Roles and Responsibilities of the Program Coordinator:
The Program Coordinator will utilize a multi-faceted approach to achieve the above objectives, employing the following methodologies:
A. Compliance with policies, rules/regulations, and guidelines
- Adhere to relevant policies, procedures, regulations and guidelines of NARMIN (Code of Conduct, Finance Manual; Gender Equality and Social Inclusion Guide; PSEAH…. etc.)
- Ensure Conflict Sensitive Program Management at all levels.
- Ensure compliance of all the terms and conditions agreed between NARMIN and ReMi/Helvetas.
B. Awareness Raising Activities
- Workshops and Seminars: Organize regular workshops and seminars targeting local government officials, community leaders, and relevant stakeholders to raise awareness about reintegration policies and services.
- Training Materials Development: Create comprehensive training materials that can be adapted for different audiences, ensuring accessibility and relevance.
C. Policy Dialogues
- Facilitating Dialogues: Coordinate and facilitate policy dialogue sessions at various government levels to foster discussion and collaboration on labor and reintegration policies.
- Stakeholder Engagement: Engage diverse stakeholders, including government agencies, NGOs, and community organizations, to ensure inclusive policy discussions.
D. Capacity Building Training
- Training Programs: Develop and implement training programs tailored to the needs of local governments, focusing on skills and knowledge related to employment services, migration, and reintegration.
- Monitoring and Evaluation: Establish mechanisms for assessing the impact of training initiatives on local government performance.
E. Advocacy and Support for Reintegration
- Advocacy Strategies: Develop advocacy campaigns to promote reintegration policies and garner support from local communities and government officials.
- Support Mechanisms: Create support systems for returnee migrants and other affected populations, including mentorship and access to resources.
F. Collaborative Initiatives
- Partnership Development: Facilitate partnerships with provincial governments, private sectors, and service providers to enhance resource sharing and collaborative efforts.
- Joint Projects: Initiate collaborative projects that address local employment challenges and promote reintegration.
G. Communities of Practice
- Knowledge Sharing: Establish communities of practice that foster knowledge sharing among local government officials and stakeholders to identify best practices and solve common challenges.
- Professional Development: Provide opportunities for continuous professional development through workshops and peer learning sessions.
H. Peer-to-Peer Learning Approach
- Learning Circles: Create learning circles where peers can collaboratively address challenges and share solutions, enhancing collective problem-solving capabilities.
- Case Studies: Document successful case studies that illustrate effective peer-to-peer learning outcomes.
Job Requirements:
Education:
- Master’s degree in development planning/governance or social science or public health, environmental science or any other related field.
Work Experience:
- At least 3 years of experience working in governance, system building, policy development. Good experience on stakeholder engagement and sound understanding on Nepal federalism and inter-governmental relation.
Required Competencies
- Experience of working closely with three tiers of govenment in a federalized context including providing technical assistance
- Good theoretical and technical knowledge on local and provincial governance, planning and management and service delivery,
- Strong communication, negotiation and facilitating skills
- Excellent analytical, conceptual and programmatic competencies
- Excellent reporting and writing skills
- Sound knowledge of methodology of program/project management, programmatic goals, visions, policies and strategies for sectoral program,
- Excellent knowledge and skills of computer in word, excel, power point, email and internet use, data management,
- Commitment towards gender equality, social inclusion, and poverty reduction
- Fluency in English and Nepali, both written and orally is essential
