PIPER Project Officer based in Hasanpur, West Field Office

This position will be responsible for providing support and coaching to WVI Nepal’s NGO Partners and ensure all NGO Partners adhere required compliances, which includes payment and disbursements; procurement review; monitoring and reporting as per tools with at least 60% visit to the field/Project locations. To ensure stewardship, accountability and transparency in the Finance and SCM sectors through active resourcing and empowerment of PNGOs.

Key Responsibilities:

The Plastic Insulating Polyfloss for Economic Roofing (PIPER) Scale Up II project is being conducted in Kailali to insulate 24 classrooms in over 6 schools. The project aims to sensitize schools and surrounding communities regarding plastic usage, collect plastics from communities and schools, establish a plastic recycling center in the community to turn recyclable plastics into insulation fibers so that members from the community will have livelihood opportunities in the sector, creating a recycling value chain while reducing plastic usage. The short-term staff position will be based in the WVI Nepal West Field Office with frequent travel to the project areas of Tikapur and Bhajani, Kailali.

Effective Project Implementation

  • Close monitoring of project deliverables as per the overall activities planned and DIP
  • Provide guidance to PNGO for project related outcomes and activities
  • Monitor performance of PNGO to ensure that activities are performed timely and up to quality standards
  • Ensure smooth operation of recycling facility, being proactive to coordinate for solutions of unforeseen circumstances, involving PNGO, WFO, NO OPS, and NLab.
  • Ensure quality production matching the provided specifications of Polyfloss insulation packets from the local cooperative partner.
  • Explore local manufacturers and ensure quality production of locally crafted Himalayan bamboo ceiling panels.
  • Coordinate with school management and ensure installation of insulation and ceiling panels in schools
  • Ensure data monitoring of school installed sensors as well as ensuring device safety & operation.
  • Assessment of schools for appropriateness of polyfloss insulation including necessary repairs.

Capacity Building

  • Provide community sensitization and school sensitization regarding plastics and its effects on people and the surrounding environment.
  • Organize workshops/consultations and provide support and guidance to the PNGO as well as cooperative/community participants for product development & livelihood support.
  • Build capacity regarding plastics knowledge as well as plastic products.

Engagement

  • Lead assessment of local cooperative and support in developing their skills to manufacture newly developed products.
  • Lead the local Government relations process in coordination with PNGO to share successes and grow the project scope.
  • Assessment of vendors and local markets who can provide quality components for the project such as the material support provided to schools. 
  • Liaise with the Innovation Lab and extended partners to clarify activity objectives and gather feedback for project processes.

Reporting

  • Document relevant data and evidence to showcase the outcomes of the project
  • Gather photographs and videos of project deliverables, locations, schools, communities, children, and community members along with stories to share to the wider audience.
  • Draft project reports and outcome reports to share to donors and draft findings for grants.
  • Maintain a log of the temperature and humidity data from classrooms from the installed sensors
  • Regular update sharing with WFO and NO teams for the project deliverables
  • Other tasks as seen fit by the direct supervisor related to the project.

Required Professional Experience

  • Experience in alternative livelihood promotion and income generating activities while working with women groups and cooperatives. 
  • Familiarity with the PIPER project and its objectives. 
  • Community consultation skills
  • Report writing
  • Understanding of project objectives and tracking
  • Good analytical skills and proactive problem-solving skills
  • Experience working in the INGO sector
  • Knowledge of construction and construction techniques

Required Education, training, license, registration and certification

  • Bachelor's degree in relevant sector.

Travel- 40%
