OFFICER, GIRLS’ EDUCATION PROGRAM 

BANKE/ TANAHUN/ NUWAKOT – 3 POSITIONS

A. Position Overview

The Officer, Girls’ Education Program (GEPO) will be responsible for overseeing all aspects of PLK’s/RtR’s Girls’ Education Program (GEP) and Gender equality, including planning, implementing, monitoring and quality assurance of the program at the district level. The GEPO will be constantly engaged in working to improve the GEP and Gender equality strategies in all working districts ensuring technical support to the GEP team in Kathmandu to develop and implement GEP strategy. This position requires knowledge and skills in gender equality and response, project management, training and facilitation, monitoring and evaluation, alternative education program, life skills, mentoring, child protection, networking with government at the local level and stakeholders, budgeting and supervising. The GEPO will directly report to the Field Manager, Program Operations (FPM) and will supervise the Associate, Girls’ Education Program (GEPA). In addition, the GEPO’s work will be directly linked with the work of the Kathmandu office in terms of GEP’s strategy formulation/reformulation and implementation that might require frequent travel to Kathmandu. For this purpose, the GEPO will be working closely with the Senior Manager, GEP (Sr. GEPM)  in close coordination with field leadership and the Head of Operations.

B. Primary duties and responsibilities

Development & Planning 

  • Directly involved with Kathmandu team on strategic work including development work, capacity building and implementation ensuring quality in line with the Country Strategy. This will be done in close coordination with GEPM, FPM, Head of Operations, Research, Monitoring and Evaluation (RM&E) team and other Field Office (FO) GEP teams. 
  • Support the GEP Kathmandu team in the contextualization process regarding documents received from GO with plans to build the capacity of GEPA and Social Mobilizer, GEP (SM). The support will also be provided in developing different documentation related to the GEP strategy including concept notes, manuals, and supplementary materials.
  • Collect local and provincial level documents/policies related to Girls' Education, gender equality, life skills, financial literacy, out of school children, non-formal education and update the Kathmandu GEP team every quarter to feed into any work related to fundraising and Country Strategy.  
  • Serves as the technical expert in the field of GEP and gender equality and plays a supportive role to develop a holistic GEP plan on four components and country strategy in coordination with FPM, Head of Operations and GEPM. 
  • Serves as the primary focal person responsible for different models and activities of country /GEP strategy related coordination work in the field of GEP strategy implementation along with fostering and monitoring relationships with schools, communities, Education Development and Coordination Unit (EDCU), Provincial level government, Education Unit of Local government (Palika) and other stakeholders as required by direct involvement as well as providing support to FPM and GEPA. 
  • Play a key role in Annual Planning and Budgeting (AP&B) of GEP for district offices in coordination with  FPM, GEPM and Head of Operations. Ensure that the budget preparation is in line with the guidance provided by GO , country strategy and in consultation with FPM and GEPM. 
  • Develop in coordination with FPM a directory of mapped services and primary stakeholders for new GEP models and strategies on GEP and also to set up referral services for the GEPPs who are at high-risk. A regular meeting plan to build a strong partnership should be added to this directory. 
  • Support GEPM to prepare an M&E plan based on the country strategy, including support to the RM&E team to develop tools, criteria and any study outline. Support FPM in the field to implement a monitoring plan of regular components in coordination with RM&E, GEPM and FPM.

Program Implementation 

  • Responsible to carry out the implementation of GEP and gender equality activities with more focus on activities related to Country Strategy in close consultation with GEPM and FPM. 
  • Track budget expenses vs implementations to ensure timely implementation as well as tracking budget variance, and expenditure. 
  • Develop a mechanism to ensure timely settlement of advances aligning with PKL/RtR’s financial policy.
  • Support district offices to select program schools and GEP participants (GEPP) ensuring that guidelines and criteria are followed. Conduct data quality monitoring and validation as per random sampling to ensure proper ranking and data collection done for the material survey as well as support GEPA to do the same monitoring and develop the timely ranking report.  
  • Responsible for technical oversight of GEPA to ensure their ongoing professional development and support GEPA to do the same for SM to ensure they can effectively support individual girls, Child Club Members, and GEP Focal teachers in their implementation of the program. 
  • Support GEPM to contextualize and simplify program design and manuals/modules as per the country context for effective program implementation. Also gives periodic feedback on GEP guidelines, designs, models and manuals with information received from different clusters and collected during monitoring. 
  • Responsible to implement news models as per GEP strategy in the program district in coordination with Program Associates. This requires building capacity and implementing activities related to new life skills models, digitization through radio and video and any other Strategy related work. 
  • Capacity building of GEPA, SM, teachers, and child club members to implement the new strategy. Support them to implement the new models by actively leading the new models and new activities or each strategy in the field. 
  • Carry out other functions as and when required as directed by the field leader.

External Coordination and Networking: 

  • Develops a strong relationship with the Education Department under the Social Development Ministry of the province, District Education Unit (DEU), Education Section of Palika, Women and Children Section of Palika, District level and Palika level education cluster, Education related other local-level stakeholders and ensures that they support the program of the organization.
  • Build up strong relationships with District, Palika and Ward level Child Club networks to implement community-level and Palika level child rights and child protection related activities
  • Represents the organization in different forums and advocates for the importance of girls’ education and gender equality in education.
  • Supports FPM in preparing documents, coordinating with government bodies, and preparing a database for the new school/district selection and geographic cluster for program implementation and scale-up. 

Monitoring and Evaluation 

  • Monitor and follow up Implementation Calendar (IC) to ensure the planned activities are conducted on time in coordination with PAs and Field Leaders. Update for any variance or changes should be given to FPM, Head of Ops and GEPM in the activities with a new plan through MIS update and sharing during meetings. 
  • Field visits to monitor and give onsite support to PA and SM through the use of tools like LS observation tools, coaching tools for mentoring and also check in regularly on the tracking of at-risk girls, the individual mentoring and home visits outcome in preventing dropout. 
  • Support PA to develop a plan to monitor the strategy work in schools and ensure that implementation is being observed in alignment with the program design/country strategy and approved AP&B.  
  • Assist in conducting monitoring and evaluation of the program, including occasional case studies as advised by the Kathamndu office in coordination with Field Leaders and follow through with recommendations for improvement.
  • Coordinate and collaborate with RM&E unit to enhance 
    • GEP monitoring system- PIM, RRP, new tools 
    • Program implementation
    • Data quality (GSD - Annual GI Update, DQM, Drop Out)
  • Analyze GSD data as per guidelines provided for program improvement and follow-up.

Reporting and documentation 

  • Ensure proper documentation and reporting of GEP. 
  • Report weekly and submission of monthly reports to FPM.
  • Compile and document case studies, and anecdotes and submit to FPM, GEPM and Marketing and Communications (Marcom) quarterly and as required. 
  • Collect and document good practices, lessons learned and challenges to share during Technical Review meetings or regular meetings with GEP Country Office (CO), FPM and Marcom. 
  • Support FPM to complete quarterly, annual and donor reports. 
  • Update and submit Monthly Implementation Update (MIU), MIS, departmental updates, PIM to FPM.
  • Update and submit Half Yearly reports (RRS, DQM).

C. Qualifications:

Required:

  • Bachelor’s Degree in Education, Gender studies, Social Science, or relevant field (Masters’ Degree preferred in mentioned subject).
  • Four (4) years of proven experience in the relevant field (preferred in the field of girls’ education and gender, especially for underprivileged children).   
  • Good knowledge and understanding of education issues related to gender equality in education, including teaching methodologies, non-formal education and community involvement in schools
  • Deep understanding and skills in understanding adolescent girls, life skills for decision making and community mobilization.
  • The ability to conduct training and workshops for stakeholders and adolescents. 
  • Good planning, supervising and program development skills.
  • Ability to travel frequently to program areas throughout the district. The GEPO will spend time in the project sites ensuring site visits, visiting local level government offices and meeting with stakeholders. 
  • Strong verbal and written communication skills in English & Nepali. 
  • Proven track record of achieving results 
  • Have People Management/leadership skills and Work Flexibility.
