About the Project

Project CAP (Collaborative Approach for Preventing Plastic Leakages in Rivers of Nepal) aims to divert plastic waste into product value chain from landfills and rivers by strengthening plastic waste collection mechanism and strengthening recycling efforts through the introduction of technological innovations. The project will develop a collaborative model to engage all the major stakeholders in establishing a strong plastic waste value chain. Project CAP is one of the projects by the PLEASE (Plastic Free Rivers and Seas of South Asia) in Nepal, which is implemented by the South Asia Co-operative Environment Program (SACEP), supported by UNOPS and the World Bank.

1. Job Title:  Procurement and Compliance Officer

Reports to: Project CAP Team Leader

Funding Agency: South Asia Co-operative Environment Programme (Fund Manager) on the behalf of World Bank

Purpose of the Role

The Procurement and Compliance Officer will play a pivotal role in overseeing procurement activities and ensuring compliance within the organization. This individual will closely collaborate with the project team to facilitate recruitment and contracting processes, manage logistics for workshops and training, and maintain meticulous documentation of financial transactions throughout the project duration.

Procurement Management

  • Lead the procurement of machinery, equipment and service as required by the project, along with database entry, procurement tracking, and reporting.
  • Maintain integrity of procurement system and files in compliance with CREASION’s practices and policies and Project CAP rules and regulations.
  • Maintain procurement activity tracker and provide regular updates on status to the Operation Manager and relevant technical staff.
  • Review procurement documents to ensure all back up documents are included in compliance with the project Standard Operating Procedure, and revise/correct as required.
  • Report accurate financial data to Operation Manager on planned procurement activities.
  • Assist with the preparation of source selection memos to provide clear justification for selection of vendor/local subcontractor.
  • Help other project staff become more familiar with, and understand, policies and procedures related to procurement.
  • Carry out other duties and responsibilities as directed by the Team Leader or relevant team members.

Compliance management

  • Support Team Leader to analyze expense trend, financial projection and outcomes of Audits.
  • Prepare internal control policies and guidelines and assure their relevance and effectiveness.
  • Prepare necessary documents, form and formats for procurement and office operation.
  • Formulate a compliance checklist for the project to be used for the purpose of ensuring that all information required is provided accordingly.
  • Review and provide legal advice on MOUs, Contracts, and tender documents along with legal vetting of the same.
  • Review of financial statements, reports and management practices Perform follow-up on recommendations to improve the internal control environment.
  • Oversee and review legal issues and provide recommendations.
  • Develop and update procedures on Compliances/Internal Audit.
  • Review all contracts or any other documentation to which the organization has committed itself and assess legal and compliance implications that need to be brought to the management’s attention.

Qualifications

  • Bachelors or Masters Degree in Business Administration, Management or other relevant field
  • At least five years of experience in Management, Procurement, and Compliance
  • Demonstrated Expertise in MS Office, Excel, with the ability to create complex spreadsheets, dashboards and reports
  • Excellent organizational, planning and project management skills
  • Excellent communication skills, and capability of working with diverse teams
  • Strong analytical and problem-solving abilities

2. Job Title: PUBLIC HEALTH CONSULTANT

Objective: The Public Health Consultant will be responsible to  provide expert advice and support to CREASION in the implementation and evaluation of Occupational Health and Safety (OHS) training for waste workers and other beneficiaries, including the development of training modules, monitoring, and reporting.

Scope of Work:

  • Conduct a baseline assessment of the current OHS practices and conditions among waste workers and other beneficiaries.
  • Develop comprehensive training modules for OHS tailored to the needs of waste workers and other beneficiaries.
  • Provide training sessions and capacity-building workshops on OHS for waste workers and other stakeholders.
  • Monitor the implementation of OHS practices and evaluate their effectiveness.
  • Prepare and submit detailed reports on baseline assessment, training activities, monitoring, and overall project impact.

Deliverables

  • The consultant is expected to deliver the following:
  • A detailed baseline report on current OHS practices and conditions.
  • Comprehensive OHS training modules tailored for waste workers and other beneficiaries.
  • Training materials and workshop reports.
  • Conduction of five Public Health and OHS Training
  • Monitoring and evaluation reports on the implementation of OHS practices.
  • A final consultancy report with findings, recommendations, and an impact assessment.

Duration  

The total duration of the work will be 40 days till December 2024. 

Qualifications and Experience

The ideal candidate should have:

  • A Master's degree in Public Health, Safeguarding or a related field.
  • At least five years of experience in public health consulting, with a focus on OHS.
  • Proven experience in developing and delivering training programs.
  • Strong analytical and report-writing skills.
  • Excellent communication and training skills.
  • Experience working with waste workers or in a similar context is an advantage
  • Work Environment:
  • Frequent travel may be required.

3. Job Title: Operations Manager

Project Duration: One Year

Position Overview: The Operations Manager will work closely with the Project Lead and Management Team. Operations Manager will play a critical role in ensuring the smooth functioning of our operations, optimizing our planning and execution strategies, and fostering an environment of compliance and discipline. The Operations Manager will play a pivotal role in implementing Project CAP’s strategic objectives, particularly in enhancing the operational systems as per the GSA of the project.

Responsibilities and Deliverables:

1. Operations

  • Develop and implement strategies to improve operational efficiency and productivity by using tools and techniques.
  • Develop and monitor key performance indicators (KPIs) and Key Result Areas (KRAs), Weekly Tracker and Reports of the team members and implement measures to achieve operational targets.
  • Identify areas for process improvement and implement solutions to enhance efficiency.
  • Collaborate with other departments and consultants of the organizations to ensure seamless integration of operations across the organization.

2. Inventory Management

  • Develop and implement inventory management strategies to optimize inventory levels and minimize stockouts.
  • Monitor inventory turnover rates and implement measures to reduce excess inventory and minimize carrying costs.
  • Implement inventory tracking systems to accurately track inventory levels and locations.
  • Coordinate with procurement and other departments to ensure timely replenishment of inventory.
  • Conduct regular inventory audits to identify discrepancies and implement corrective actions, maintain all the inventory related files and documents.

3. Administration

  • Oversee administrative functions, including office management, facilities, and equipment maintenance, maintain all the administrative related files and documents.
  • Develop and maintain administrative policies and procedures to support efficient operations.
  • Manage office supplies, equipment, and facilities to ensure availability and functionality.
  • Coordinate with other departments to support their administrative needs.
  • Maintain employee leave records and oversee the leave management process.
  • Ensure proper maintenance of employee files and records.

4. Procurement

  • Adhere to the Procurement Policy for all purchases and guide the team in coordination with the team members.
  • Develop and maintain relationships with vendors and suppliers to ensure timely and cost-effective procurement of goods and services.
  • Negotiate contracts and agreements with vendors to secure favourable terms and pricing.
  • Monitor inventory levels and coordinate with relevant departments to ensure adequate stock levels, maintain all the procurement related files and documents.
  • Implement procurement best practices to optimize efficiency and cost-effectiveness.
  • Review procurement policies regularly to ensure compliance and effectiveness.
  • Maintain a list of approved suppliers and update it regularly based on performance and suitability.

5. Supporting Role in Human Resource Management:

  • Assist HR Manager in reviewing, amend and implement HR policies and procedures to ensure compliance with employment laws and regulations.
  • Assist Manage in recruitment processes, including sourcing, interviewing, and onboarding new employees along with the Department Heads.
  • Assist HR Manager in overseeing employee relations, including performance management, disciplinary actions, and conflict resolution.
  • Assist HR Manager in developing and conduct training programs to enhance employee skills and knowledge. 
  • Assist HR Manager in Manage employee benefits and payroll processes, maintain all the HR related files and documents.

Additional Responsibilities:

Perform any other tasks as instructed by the Supervisor as needed.

Qualifications:

  • Master’s degree in Business Administration, Operations Management, or a related field. A Master’s degree is a plus.
  • A minimum of 5 years of experience in operations management
  • Strong leadership skills and experience in human resource planning and management.
  • Demonstrated expertise in MS Office, particularly Excel, with the ability to create complex spreadsheets, dashboards, and reports.
  • Excellent organizational, planning, and project management skills.
  • Proven ability to develop and implement operational strategies and processes that drive efficiency and organizational growth.
  • Strong analytical and problem-solving abilities, with a keen attention to detail.
  • Outstanding communication and interpersonal skills, capable of working effectively with teams at all levels of the organization.
  • Knowledge of industry-specific regulations and compliance requirements.
