FAYA Nepal, in collaboration with AMDA-MINDS, has been executing a project titled "Improving Health Seeking Behaviour of Mother and Children" in the Chure rural municipality of Kailali district. The primary objective of this project is to improve maternal and child health-seeking behavior among the local community and enhance public health services to ensure safe deliveries. As a significant part of this endeavor, constructing a health facility building has been emphasized to not only improve service quality but also set a benchmark for quality infrastructure in public health institutions. Currently, FAYA Nepal is looking for competent candidates to fulfill the following positions:

1.     Project Officer (Required No. 1)

Duration: One Year (Possibility of renewal based on project requirements and performance)

Purpose of Position:

The job purpose of a Project Officer is to involve assuming leadership responsibility for field planning, providing technical supervision, and instructing and mobilizing field staff, all of which are crucial to the proper execution of projects. Achieving allocated project objectives/goals requires ensuring the quality of activities. Establishing rapport and ensuring the successful implementation of projects in the field necessitates building relationships with stakeholders such as local government, donor agencies, and implementing partners.


Specific role and responsibility:

Planning, Development, and Management:

§  Support the Project Manager for practical planning and execution of activities as outlined in the program.

§  Collaborate with the Project Manager to create work plans on a quarterly, monthly, weekly, and daily basis.

§  Aid the Admin/Finance Officer in developing a final budget, taking into account the actual progress of the activities.

§  Create training/orientation materials, schedules, and necessary documents.

§  Produce appropriate IEC materials that are required for the project.

§  Oversee and manage the field staff, making sure that they maintain relationships with members of the target group

Monitoring and progress control, including reporting requirements & deadlines:

 §  Collaborate with the Project Manager to oversee daily activities and monitoring.

§  Furnish field staff with suitable guidance and recommendations to improve the quality of planned activities.

§  Recognize issues and hurdles arising from ongoing activities and resolve them effectively.

§  Evaluate the progress of planned activities and determine the status of allocated indicators.

Resource Management:

§  Arrange training workshops for staff and target groups to ensure that project objectives and goals are achieved.

§  Aid the Project Manager in evaluating staff performance.

§  Evaluate the performance of field staff and consult with the Project Manager to improve the mobilization of human resources.

Others:

 §  Represent the ISHBMC project at the local level as a primary liaison.

§  Revise IHSBMC-related IEC materials and other documents in coordination with Project Manager if required.

§  Undertake other program-related tasks assigned by the Project Manager.

Required expertise, qualifications, and competencies, including language requirements:

 §  To be considered, candidates are required to possess a bachelor's or master's degree in public health with a health science background and have at least two years of related work experience.

§  Candidates with technical degrees such as HA, Staff Nurse, CMA, and others, along with a BPH or MPH, are strongly preferred.

§  Proficiency in MS Office, SPSS and other essential IT skills are necessary.

§  The ideal candidate should have excellent verbal and written communication skills in both Nepali and English languages.

§  The applicant must be willing and able to work under pressure for a limited timeframe.

§  Effective negotiation skills are required to mobilize local resources and maintain coordination with stakeholders at the local and multisectoral levels.

§  The candidate should have expertise in monitoring and be able to apply specific and good patterns to the task.

§  The candidate must possess a valid motorcycle license and be experienced in off-road riding

Supervisory arrangements: 

§  The Project Officer will carry out their work under the direct supervision of the Project Manager of FAYA Nepal.

§  The FAYA Nepal IHSBMC project field team will be under the supervision of the Project Officer.

Expected travel:

§ Field base position with extensive field visits in project coverage site and traveling to the FAYA Nepal Office Dhangadhi as required.

2.     Admin and Finance Officer (Required No. 1)

One Year (Possibility of renewal based on project requirements and performance)

Purpose of Position:

 The job purpose of an Admin/Finance Officer is to manage financial transactions, maintain accurate financial records, and prepare financial reports for a project/organization. They are responsible for managing budgets, monitoring expenses, and ensuring compliance with financial regulations. Additionally, they provide financial analysis and advice to support decision-making processes. A Finance Officer may also be responsible for managing payroll and accounts payable and receivable. Overall, the Finance Officer plays a critical role in ensuring the financial stability and success of a project/organization.

Specific role and responsibility:

Planning, Development, and Management:

 §  Handling the administrative and financial tasks involved in project management.

§  Taking charge of overseeing the detailed budgeting process and arranging necessary logistics and procurement to ensure the quality of project activities.

§  Assuming accountability for maintaining efficient office operations in compliance with the Project Management Guideline and the policies of FAYA Nepal.

§  Utilizing donor compliance, Project Management Guidelines, standards, and regulations governing the procurement of goods and services required for the project.

Monitoring and progress control, including reporting requirements & deadlines:

 §  Regularly monitor the execution of the budget and ensure that the allocated funds are used appropriately.

§  Seek consultation with the Project Manager if there is a need to revise the initially planned budget allocation.

§  Ensure that all financial activities are in compliance with the requirements of the donor and AMDA-MINDS

§  In collaboration with the Project Manager, establish an effective and efficient mechanism for financial planning, management, and monitoring of the project.

§  Prepare and submit financial reports to the Project Manager in accordance with the guidelines specified in the Project Management Guideline.

§  Ensure timely and accurate submission of good quality financial reports to the donor agency, including FAYA Nepal, to maintain an adequate flow of funds to the IHSBMC project.

§  Contribute to the overall improvement and development of the IHSBMC project.

§  Activities by providing feedback and reporting to the Project Manager.

 Others:

 §  Develop necessary documents and establish a process for the selection of junior project staff; collaborate with the Project Manager to organize induction and orientation programs for the staff.

§  review and amend job descriptions of staff under their supervision to ensure proper delegation of authority and accountability.

§  Conduct annual performance evaluations of subordinate staff as their immediate supervisor.

§  Recommend staff travel authorizations, training nominations, and promotions under their supervision.

§  Provide recommendations for the leave of staff under their supervision.

§  Recommend purchase orders for the procurement of medical and non-medical supplies and services.

§  Conduct physical verification and auditing of assets and supplies at least once every six months.

§  Create checklists and perform regular monitoring and control of resources, including assets, equipment, vehicles, inventory, etc.

§  Undertake any other duties as directed by their line manager.

 Required expertise, qualifications, and competencies, including language requirements:

 §  The candidate should hold a bachelor's degree with a major in accounting and possess at least 3 years of relevant work experience.

§  Basic computer skills and knowledge of accounting software such as FAMAS/ FINMANare required.

§  Excellent oral and written communication skills in Nepali and English are essential.

§  The candidate must be willing and capable of working under pressure and within limited timeframes.

§  The candidate should possess negotiation skills to mobilize local resources and maintain communication and coordination with relevant stakeholders, donor agencies, and the project team.

§  The candidate must have expertise in monitoring using specific and reasonable methods

 Supervisory arrangements:

 §  The Admin/Finance Officer will carry out their work under the direct supervision of the Project Manager of FAYA Nepal.

Expected travel:

 §  Field traveling to the project implementation site as per requirement.

3.      Sub-Engineer - Civil (Required No. 1)

Duration: One Year (Possibility of renewal based on project requirements and performance

 Purpose of Position:

 The sub-engineer will be responsible for delivering technical expertise in civil engineering, including planning, surveying, designing, estimating costs, preparing tender documents, supervising construction, monitoring site activities and progress, and reporting on project implementation. This individual will collaborate closely with other team members to ensure the project is successfully executed. They will work under the direct guidance and supervision of the Civil Engineer of AMDA MINDS.

 Specific role and responsibility:

 Planning, Development, and Management:

 §  Create a comprehensive plan for the construction project, including developing specifications and standards for quality assurance specific to the construction site.

§  Establish a reporting system with a visibility format, monthly progress reports, and a schedule for reporting, implementation, and timely completion of work.

§  Plan the project in logical steps, determining the budget and time required to meet the deadline, and organize the subordinate staff and contractors. Implement quality control programs to ensure the successful execution of the project.

Monitoring and progress control, including reporting requirements & deadlines:

 §  Regularly visit the construction site to oversee the construction activities, ensuring they align with the design and estimation, and monitor the subordinates' work.

§  Attend various training workshops to develop the capacity of subordinates, including laborers and others involved in the construction process.

§  Communicate project details to the Field Manager and Civil Engineer as needed and conduct frequent field visits to ensure the quality of work meets standards.

 Others:

 §  Carry out additional duties and responsibilities as directed by the Project Manager and Civil Engineer. Assist the Civil Engineer in approving drawings from the Rural Municipality.

 Required expertise, qualifications, and competencies, including language requirements:

 §  The ideal candidate should have completed an Intermediate (Diploma) in Civil Engineering and possess at least two years of work experience in conducting feasibility surveys, technical assessments, designing, estimating, and preparing bills of construction for buildings.

§  Knowledge of current government policies related to public buildings, particularly public health posts, is preferred.

§  The candidate should be willing to travel and work in remote and challenging locations and have strong interpersonal and community engagement skills.

§  The candidate must possess a valid motorcycle license and be experienced in off-road riding.

 Supervisory arrangements:

 §  The Sub-Engineer will carry out their work under the direct supervision of the Project Manager of FAYA Nepal and the Civil Engineer of AMDA MINDS Nepal.

Expected travel:

 §  Field base position with extensive field visits in project coverage site and traveling to the FAYA Nepal Office Dhangadhi as required.

4.      Community Health Mobilizer (Required No. 5)

(Local candidates for Chure Rural Municipality, Kailali will be given a high level of preference.)

 Purpose of Position:

 The Community Health Mobilizer (CHM) works with individuals, families, communities, and Female Community Health Volunteers (FCHVs) to identify and address health needs at the community level. They collaborate with local health officials, CBOs, and community leaders to implement health promotion activities for mothers and children. The CHM is responsible for organizing behavior change communication activities, monitoring and documenting project progress and serving as a mediator for the IHSBMC Project to evaluate implementation context and overall intervention effectiveness.

Duty and Responsibility:

 §  Conduct data collection for baseline, and other studies as directed by FAYA Nepal IHSBMC Project.

§  Represent FAYA Nepal IHSBMC Project at the local level, including attending local meetings and engaging with local authorities such as Health Posts, Community Health Units, and Ward Offices.

§  Distribute Information, Education, and Communication (IEC) materials to the target population and assist the project management team in developing effective communication and implementation strategies.

§  Collaborate and coordinate with Female Community Health Volunteers (FCHVs), Health Facility Operation and Management Committees (HFOMCs), Health Facilities and local-level community-based organizations for health promotion and behavior change communication activities, ensuring their ownership in such activities.

§  Assist in developing case studies that support project development or reflect the impact of the project.

§  Provide support for the ROUSG mobile camp, local construction activities, and the formation of construction monitoring committees, including gathering basic information and general inspection of the construction site.

§  Assist in planning and mobilizing FCHV, HMG support projects, PWG orientation, and School RH projects at the community, ward, and Palika levels.

§  Lead and support celebrating different day events at the local level and Plan and implement health promotion activities in the community.

 Monitoring and progress control, including reporting requirements & deadlines:

 §  Consistently monitor community-level activities and document the resulting impact or outcomes.

§  Facilitate communication and coordination among community members and share updates on project activities.

§  Provide the Project Officer/Project Manager with information pertaining to the community/ward level.

Others:

§  Carry out any supplementary duties and responsibilities as instructed by the Project Officer/Project Manager.

Required expertise, qualifications, and competencies, including language requirements:

 §  The candidate must have completed a course in H.A., or Staff Nurse and possess relevant one-year work experience in relevant working areas or courses in CMA and ANM holding a + 2 degree and having accumulated two years of work experience in the relevant areas. 

§  The candidate should be familiar with community mobilization tools and techniques.

§  The candidate must possess excellent verbal communication skills in Nepali and the local language.

§  The candidate should be willing and able to work under pressure and within a limited timeframe.

§  The candidate must possess negotiation skills to mobilize local resources and maintain coordination with FCHVs, local health service providers, community leaders, and local authorities.

§  The candidate should have a strong understanding of monitoring processes with specific and good patterns.

 Supervisory arrangements:

 §  The CHM will carry out their work under the direct supervision of the Project Officer of FAYA Nepal.

Expected travel:

 §  Field base position with extensive field visits in project coverage site and traveling to the FAYA Nepal Office Dhangadhi as required.
