About Atoot:
Atoot is a Sports for Development (S4D) NGO that uses football sessions, educational classes, life-skills workshops and community engagement to empower and educate girls in rural Nepal. Atoot began its operations in late December 2019 in the villages of Kapilvastu district, Nepal.
Our mission is to avail educative and sportive opportunities to girls by using Sports for Development (S4D) as a catalyst for empowerment and holistic youth development.
About the Project:
Atoot has been conducting a project named “Her Voice. Her Choice.” from January 1, 2024 and the project will conclude in December 31, 2024. Her Voice. Her Choice. is a consistent, multifaceted and interconnected program that educates & empowers marginalised, rural Nepali girls by availing sportive and educational opportunities, which focuses on long term capacity building and holistic development of at-risk marginalised girls and their communities.
Atoot's Goals/Objectives: a.) Help girls break out of the vicious cycles they are trapped in and enable them to make their own life decisions. b.) Provide multiple platforms for girls who have never had a voice to gain confidence and form emboldening relationships c.) Through furnishing multiple safe spaces, girls join together in a progressive environment to play, learn, and surround themselves with positive peers.
Atoot works towards these goals by conducting:
- Football Sessions: Five days a week football sessions give girls a regular sportive activity, allowing them to continuously develop their confidence, resilience, & self worth.
- Extra Educational Classes: Five days a week extra educational classes, in English & Nepali, supplement the girls' current studies.
- Life Skills Workshops: Weekly life-skills workshops are based on socially/culturally relevant topics.
- Community Engagement: Atoot’s daily community engagement builds trust within the community. Stakeholders' voices are heard and opinions valued.
Atoot is seeking qualified candidates for the following position:
Monitoring & Evaluation Consultant for a Project
- Develop and submit a detailed implementation plan (DIP) stating the processes, methodologies, and timelines for conducting the Monitoring & Evaluation of Her Voice. Her Choice.
- Provide an initial briefing to Atoot team to ensure that the entire team understands the methodology and process of the Monitoring & Evaluation.
- Review relevant project documents and materials and prepare a summary report presenting the major outcomes of the Her Voice. Her Choice. project.
- Lead the substantiation process, by communicating and scheduling interviews with key informants and relevant stakeholders.
- Conduct interviews with key informants and stakeholders and document the interviews through transcripts or summaries.
- Process and analyze the collected data, interpret and finalize the outcomes of the project.
- Draft and finalize the Monitoring & Evaluation report.
- Prepare a study brief that summarizes the process and major findings of the study.
Experience and Qualification:
- Minimum educational qualification: Bachelor’s degree in any social sector.
- Proficiency in qualitative and quantitative research methods, data analysis techniques is required. Demonstrated experience in conducting in depth interviews and focus group discussions is necessary.
- Strong facilitation skills for conducting workshops, interviews with project staffs and relevant stakeholders.
- Prior experience in monitoring and evaluation, and research in the gender equality related field is preferred.
- In-depth understanding and practical experience with Gender perspective to monitoring & evaluation methodology is preferred.
- Familiarity with Gender Equality policies in Nepal is preferred.
- Proficiency in qualitative and quantitative analysis software tool (e.g., NVivo, ATLAS.ti, SPSS), is desirable.
- Excellent written and verbal communication skills are essential for effectively documenting and presenting findings.
Scope of Work (SoW) of Monitoring & Evaluation Consultant
1. Background:
Her Voice. Her Choice. implemented by Atoot has played a significant role in the educating and empowering the girls in rural villages of Kapilvastu district in Nepal. To evaluate the impact and effectiveness of this project, a study is proposed. The study aims to identify and document outcomes that were or were not originally anticipated or planned, providing insights into how Her Voice. Her Choice. has influenced the availability of a safe space for girls to be in, created a platform for girls to play organized sports (football), pursue education, learn new life skills, be involved in decision making of their own programming and their own lives. This study also offers valuable insights for future program planning and implementation in similar settings.
Monitoring & Evaluation approach focuses on capturing and documenting the actual outcomes that have occurred because of a project, or intervention. It is a participatory, qualitative & quantitative method. It involves systematically identifying and collecting evidence of outcomes, including unintended or unexpected outcomes. To execute this evaluation study, a consultant will be hired.
2. Evaluation Questions:
The consultant will address the following evaluation questions:
a) What changes have occurred in the social environment related to levelling the gender gap for girls in Dohani and Lodhpurhawa villages of Kapilvastu district since the implementation of the project Her Voice. Her Choice.?
b) How has the implementation of the project impacted the availability and accessibility of safe space for girls in Nepal?
c) How many girls have come for the programming over the year and been impacted from the programme?
d) What challenges did the Atoot face during the project period and how were these challenges addressed?
e) What lessons can be learned from Atoot’s approach to providing a safe space for the girls and providing an equal platform for girls to grow and learn and be empowered and how can these lessons be applied within our contexts or programmes?
3. Evaluation Methods:
a) Will be discussed and decided by the consultant and Atoot.

- 9 – 13 December, 2024 – Field visit and M&E process period
- 25 December, 2024 – Delivery of the final report to Atoot
5. Budget and Mode of Payment:
The consultant needs to propose a detailed budget that incorporates his/her daily consulting fee. Payment to the consultant will be made in two installments. First installment will be paid in advance before starting the M&E and the final installment will be paid after the completion of the M&E process and submitting the final report to Atoot.
6. Ethical Considerations:
The consultant will ensure adherence to ethical standards, including obtaining informed consent, maintaining participant confidentiality, and promoting a participatory and inclusive process.
7. Reporting:
The consultant will report directly to the Programme Manager. Progress updates and consultations will be done daily to review deliverables and provide necessary feedback.
8. Travel
Atoot will cover all the field travel expenses and in-field accommodation of the consultant.
9. Evaluation Phases and Timeline:
- 9 – 13 December, 2024 – Field visit and M&E process period
- 25 December, 2024 – Delivery of the final report to Atoot
