USAID Agricultural Inputs is a five-year USAID-funded Feed the Future (FTF) Activity in Nepal. The aim of USAID Agricultural Inputs is to increase the availability, accessibility, and use of agricultural inputs and technology to improve Nepal’s agricultural productivity. USAID Agricultural Inputs is implemented by Winrock International in collaboration with five organizations: Center for Environmental and Agricultural Policy, Research, Extension and Development (CEAPRED), MarketShare Associates (MSA), Pathway Technology, Fertilizer Association Nepal (FAN), and Vikara Institute.
USAID Agricultural Inputs will enable lead firms, agrovets, input suppliers, local machinery service providers, and Government of Nepal (GON) change agents and farmers to increase productivity, input supply chain efficiency, market system competitiveness, and strengthen the enabling environment in a way that equitably addresses the needs of women, youth, and members of marginalized groups. USAID Agricultural Inputs will benefit 200,000 farmers in the USAID Feed the Future (FTF) zone of influence.
POSITION DESCRIPTION:
This position will support all Monitoring, Evaluation and Learning (MEL) activities and staff, build capacity of technical and M&E staff, grantees, and other stakeholders while ensuring data quality, timely data collection and analysis, and compliance.
ESSENTIAL RESPONSIBILITIES:
- Support the implementation, and update of the MEL plan, including identifying and setting indicators, setting targets, and determining data collection, documentation, and verification methods, tools, and reporting formats.
- Collaborate with Gender Equity & Social Inclusion (GESI) Director to ensure integration of GESI considerations into data collection and analysis.
- Coordinate across the units to design, align, lead, and integrate M&E and CLA best practices across the activities, grants, reporting, and planning, including communications and knowledge management as well as documenting evidence and learning to inform sequencing, layering, and integration with complementary donor programs.
- Support data collection, management, analysis and visualization, and reporting progress towards indicator targets and results.
- Ensure that all required and applicable USAID and FTF MEL requirements are met on a timely basis.
- Support the building of the MEL technical capacity of the staff, partners, and key stakeholders to ensure compliance and high-quality reporting.
- Support the facilitation, documentation, and follow through of outcomes of Pause and Reflect sessions.
- Support private sector partners to ensure consistent application of high-quality MEL and data collection activities and provide support and assistance as needed.
- Lead in conduction of annual performance monitoring survey as part of outcome monitoring.
- Assist Sr. MEL Director and/or Home Office in conduction of internal DQA and related assessments as needed.
- Coordinate with GIS and Data Expert in data upload at DIS.
- Participate in Winrock’s internal MEL Community of Practice.
- Liaise with Winrock Home Office AGILE staff for guidance and support as needed.
QUALIFICATIONS AND REQURIEMENTS:
Education: Bachelors’ with equivalent experience required. Preferred Masters degree in the relevant field.
Required Experience
- Minimum 6 years of experience managing and implementing MEL systems.
- Demonstrated experience in designing, testing, and managing both quantitative and qualitative data collection and analysis.
- Experience integrating GESI considerations into MEL systems and processes.
- Strong training design, delivery, and facilitation skills, experience with capacity building in MEL preferred.
- Advanced computer skills, including Microsoft 365.
Language: Fluent Nepali is required. Advanced English is required.
