1. Background
Deloitte Consulting and WSP, together with Georgia State University and the Niti Foundation are implementing a five-year USAID funded Public Financial Management Program (USAID PFM) whose purpose is to provide technical assistance and strengthen Public Financial Management (PFM) functions, performance, and accountability of targeted agencies at the federal, provincial, and local levels of government, and to provide targeted assistance to the Government of Nepal (GON) aimed at strengthening national PFM institutions and systems to sustainably advance PFM.
The project commenced in October 2022 and will run for a five-year period to October 2027. The major stakeholders of the project are selected Federal Agencies including Ministry of Finance (MOF), Ministry of Federal Affairs and General Administration (MOFAGA), Financial Comptroller General’s Office (FCGO), PEFA Secretariat, National Natural Resources and Fiscal Commission (NNRFC), National Planning Commission (NPC), Office of the Prime Minister and Council of Minsters (OPMCM), Public Procurement Monitoring Office (PPMO), Provincial Governments of Madhesh and Lumbini Province, and Local Governments located in these two provinces.
The objectives of the Project are to provide technical assistance and strengthen PFM functions, performance, and transparency and accountability of targeted agencies at the federal, provincial, and local levels of government, and to provide targeted assistance to the GON aimed at strengthening national PFM institutions and systems to sustainably advance PFM. The Project’s two objectives and key activities are:
Under the direct supervision of the province lead and being the responsible team member of the project’s provincial team, The MEL Coordinator will lead and manage the monitoring of provincial activities on a regular basis and ensure that the project results are achieved in a timely manner.
KEY DUTIES AND RESPONSIBILITIES:
- Work closely with Province Lead and Province Team in the activity implementation and regular monitoring and continuous data collection and data management within the MEL framework of the project.
- Assist the Province Lead for establishing and updating the Province Level Database and Knowledge Management System with verified/updated database including Gender Equity and Social Inclusion (GESI) data and deliverables documentation.
- Assist in collecting regularly and compiling chronologically the thematic data into Province Level Database in a simple excel spreadsheets or required documentation.
- Assist the team implementing MEL Plan of USAID PFM Project and report the Change Log if required.
- Coordinate with the project team during internal evaluation, Data Quality Assessments, and external evaluation procedures.
- Coordinate with M&E Specialist to ensure the use of tools and templates of M&E and other required data disaggregates according to the Performance Indicator Reference Sheet (PIRS) and Performance Indicator Tracking Table (PITT) of MEL Plan of USAID PFM project.
- Assist in preparing the periodic reports like Monthly, Quarterly and Annual Reports on project progress in relation to the project activities and its results in collaboration with Provincial Team Members, identifying potential implementation risks in achieving the results, and proactively proposing potential solutions.
- Assist Capacity Building Specialist (CBS) with proper use of M&E Tools and Templates during events (training, workshop, meeting).
- Assist CBS including Thematic Specialist in conducting follow up survey of trainings conducted by the project.
- Coordinate with Communication and Outreached Specialist (COS) and M&E Specialist for proper documentation and recording of Collaborate, Learning and Adaptation (CLA) case studies, action photos, and other required data to share on PFM best fit knowledge and project planning.
- Coordinate with GESI Lead along with GESI Specialist to ensure the targets and disaggregates of GESI related data and assist her/him to monitor and capture its relevant results. Also, support on making GESI strategy to ensure data collected includes performance measures and indicators for USAID PFM project and is aligned to gender equality and social inclusion policy.
- Assist the team to integrate minority and socially marginalized groups inclusion into provincial activities plan/ or project design, reports, and monitoring systems.
- Coordinate with the team for conducting field visits to the program locations with the municipal representatives, officials, committee members, and other stakeholders.
- Perform other duties as required and as directed by Province Lead.
- Effectively contribute to maintain team harmony.
QUALIFICATIONS:
- Master’s degree in development studies, Social Work, Demography, Gender Studies, Social science, or Management subjects with at least 3 years of experience in a relevant field.
- Knowledge about the federal structure of governance, Public Finance, GESI and GRB.
- Ability to do multitask and work in a team.
- Good time management skills and ability to work efficiently under pressure.
- Good presentation and communication skills in both English and Nepali language.
- Willing and able to travel to the project implementation area extensively.
- Result based monitoring, reporting and documentation skills.
- Simple data analysis, presentation and interpretation skills is mandatory.
- English language proficiency and Microsoft computer skills (excel, word, ppt, & so on) are must.
- Prior experience working with the provincial and local governments would be an added advantage
