Position Title: Monitoring, Evaluation and Learning (MEL) Coordinator
Location: Kathmandu, Nepal, with travel to districts

Contract Period: Starting Immediately until 11 February 2024
POSITION SUMMARY
Position Purpose:
The Monitoring Evaluation and Learning (MEL) Coordinator will support to MEL team in USAID’s MEL requirements of Hamro Samman Project including routine and results monitoring, data quality assurance, documentation of evidence and learnings Development Information Solution (DIS) reporting and ensuring deliverables and uploading documents in USAID Development Experience Clearinghouse (DEC) system and manage and oversee management information system (MIS) of Hamro Samman project.
Position Overview:
The Monitoring Evaluation and Learning (MEL) Coordinator will report to MEL Lead and contribute to execute MEL activities as per the project’s MEL plan. The MEL Coordinator will coordinate MEL project plan, ensure the use of MEL tools and templates, monitor project quality and performance, facilitate quarterly review of CSOs and private sector partners, ensure and maintain project data quality in MIS, update project results and timely accomplishment of all MEL related activities. MEL Coordinator will also support Lead MEL Specialist on donor reporting (DIS and DEC), collect data for learning documentation, and indicator reporting. Specific responsibilities include but are not limited to:
POSITION RESPONSIBILITIES
Major Responsibilities
Monitoring and Reporting
- Maintain and ensure quality data entry by CSOs in Hamro Samman’s Management Information System (MIS)
- Support MEL on USAID database reporting in DIS system.
- Manage learning documentation process and data collection for close out event and success reporting.
- Implement MEL plan and MEL activities (result monitoring, routine monitoring, learning documentation and conduct periodic review and reflection with project team, partners).
- Contribute for timely collection and verification of project data to measure project progress, performance and results with support to appropriately analyze and efficiently flow the data or information between project team and partners.
- Support on development and implement M&E tools: monitoring checklist, data collection, recoding and reporting forms and formats for partners and HS team.
- Monitor quality of project activities implementation against pre-set quality benchmarks, prepare and share reports on the monitoring findings, and conduct follow-up monitoring on previously agreed action points for quality improvements
- Conduct field monitoring visit and provide onsite and/or distance M&E support to partners and Hamro Samman team and conduct routine data verification and quality checks.
- Ensure timely preparation and submission of project reports and datasets as per the reporting requirements to donors (DIS)
- Ensure calculation of indicators as per Performance Indicator Tracking Table (PITT), Performance Indicator Reference Sheet (PIRS) and Logical Framework.
- Contribute to design of the methodologies for monitoring and evaluation of the project, mechanisms for assuring quality in implementation of project activities.
- Contribute to MEL budget forecasting (monthly) process and provide necessary assistance in day-today works of remote monitors.
- Ensure complete reporting of partners (end of the project reporting) and contribute to end of the project report drafting process.
- Facilitate the capacity building training and refresher to project team, and partner staff on MEL system, MIS, DQA, tools/templates, and practices.
Evaluation and Learning:
- Support on learning documentation tool development and roll out and contribute to analyzing and preparing learning documents as part of end of the project requirements.
- Coordinate with program team and implementing partners.
- Conduct periodic reviews on project progress and performance with project team and partners, collect feedbacks and recommendations for the project, and document learning outcomes.
- Analyze data from project database and other sources, sharing of the information or learning obtained from the data and its analysis, and maximizing usage of the information or learning.
- Support CSOs to conduct follow up assessment of committee capacity and performance index (CCPI) measurement of local governments/LCCHTs and prepare brief assessment report and share with CSOs and local levels.
- Support Lead MEL and project team on development of learning products like presentation slides, infographic, posters, and success stories.
Collaboration and coordination:
- Coordinate with program team, to gather information from beneficiaries, government agencies, stakeholders, etc. for end of the project reporting and learning documentation.
- Coordinate capacity building of project team and partners in use of MIS system, tools, templates and procedures for project data collection/recording, verification, analysis, and reporting.
- Review and archive partners quarterly, annual and end of the project reports and deliverables and facilitate in budget release process in coordination with program and grants team.
- Collaborate with project team and partner staff and support and contribute to planning, designing, conducting, and reporting of project studies including identification and synthesis of best practices and lessons learned for the project.
Other duties as assigned:
- Participate and contribute to various learning sharing meeting and webinars organized by the Winrock Home office, Analytics, Gender, Inclusion, Learning, and Evaluation (AGILE) and Asia CTIP team.
- Participate in different workshops, meetings and consultations organized by partner organizations
- Adhere organizational policies, guideline, and standards (code of conduct, core values, safeguarding, do not harm, zero tolerance, etc.)
- Perform other duties as assigned by Lead MEL, Deputy Chief of Party and Chief of Party.
POSITION QUALIFICATIONS
Education:
Bachelor’s degree in information technology, information management, statistics, mathematics, economics, development studies, social work, or related fields.
Experience:
Minimum of three (3) years of professional expertise (for master’s degree) and/or five (5) years of experience (for bachelor’s degree) in relevant fields with prime focus on MEL and data management, management information system (MIS), monitoring and evaluation for development projects and/or I/NGOs. Familiar with USAID reporting process (DIS reporting) preferred.
Computer/Technical Skills:
- Previous experiences in operation of MIS systems, SQL server, MS Access, PowerBI, Mobile data collection apps, and software as Kobo toolbox, Survey123, and GIS are preferred.
- Proficiency in word processing, spreadsheet (preferably Microsoft Access and Excel), and presentation software (Microsoft PowerPoint)
- Strong training and presentation skills, with the ability to lead M&E activities in the project.
Communication Skills:
- Strong management, communication, and negotiation skills with ability to coordinate and liaise with multiple partners and stakeholders to collect and share data.
Language:
- Excellent written and oral communication skills in Nepali and English are required
Required Travel:
- Readiness to travel frequently
Position-Specific Skills:
- Knowledge on statistical and graphical analysis of data and its interpretation, synthesis and evaluation.
- Previous experience in operation web-based MIS, and statistical software.
- Knowledge about results-based monitoring and evaluation, qualitative and quantitative data, database management and data visualization, counter trafficking in persons, human rights, labor rights, migration, governance and gender equality and social inclusion
- Experience in leading and facilitating trainings and capacity building activities for partners.
- Previous experience working in USAID and UKaid projects preferred.
Physical Demands:
- Office environment with continual sitting including travels to districts.
