Since then, RDC is heavily engaged in humanitarian assistance, community development, conservation of natural resources, and environmental protection mainly in the Terai region of Nepal through the dozens of humanitarian and long-term development projects reaching out to the children, adolescent, youth, women, landless, urban poor, and people living with disabilities, HIV & AIDS, conflict and disaster survivors from the poor families of historically marginalized Dalits, Muslims, Madheshi and Indigenous communities and other underprivileged groups.

Rural Development Centre (RDC) Nepal is a non-governmental, non-political and non-profit making organization established in May 2002 with its headquarter in Rautahat District of Nepal. ROLE PURPOSE
MEAL Officer - Under direct supervision of the Programme Manager the purpose of the position will be responsible to collect, compile, verify, analyse and update information of all the programme, collected from community in a way that provides accurate and valid information and database. Provide necessary support to WVI Nepal for periodic baseline, evaluation, and monitoring process in the assigned program areas and to improve the quality of programmes and information management through improved monitoring and accountability system in the programme areas.

ACCOUNTABILITIES
Major Responsibilities
MONITORING:
- Support to update WVI Nepal’s project beneficiary’s information regularly in CommCare System (developed by WVI Nepal) to track all project beneficiaries of RDC.
- Monitor project activities through paper based and POWER BI dashboard, and produce and submit monthly report with action plan.
- Carry out quality outcome and quality monitoring and submit reports
- Facilitate corrective actions based on the monitoring findings and update in the system
- Maintain project database including relevant documents and reports
- Compile, analyzes and present the key findings of monitoring in regular meetings
- Provide necessary guidance to volunteers/enumerators for accurate data collection
- Follow up project teams to implement recommendations and follow up actions provided after the monitoring
- Ensure data quality of all the programme and ensure that all data are recorded in system within timeframe
- Verify the data on sample basis to ensure that the primary source (paper based recording) match with digital system
- Ensure that all the staffs are utilizing the QBM system action plan are tracked in periodic basis
- Support programme team in documenting case stories from outcome monitoring and regular monitoring
- Build capacity of team members on MEAL once in a year, and coach newly joined members on MEAL requirements prior to field implementation. Timely refresher to staffs on MEAL as required.
EVALUATIONS & LEARNING:
- Collect and collate secondary data from various sources in working districts and municipalities for the purpose of assessments, baseline survey and evaluations- as per requirement of WVI Nepal.
- Take lead role for coordination, communication and getting necessary approval from local government authorities regarding baseline surveys, evaluations, and special researches/studies
- Provide necessary field support including communication to the respondents, arranging meetings, interviews and focus groups discussions for monitoring visits and evaluations/ field studies
- Provide necessary information to project team during the time of DPAC (district project advisory committee) meeting.
- Support project teams to draw key learning, good practices, and significant case stories from and share with senior management of organization as well as WVI Nepal.
- Supervise the enumerators/volunteer during data collection and ensure data are collected with quality
- Support programme team in documenting the most significant changes made by the programme
ACCOUNTABILITY
- Facilitate beneficiary selection criteria including Most Vulnerable Children and Adult
- Establish and operate information provision system on key aspects of the project (such as sharing key message on Technical Program to communities and stakeholders, message on community feedback and response mechanism, beneficiary selection process and criteria etc.)
- Establish and operate community feedback mechanism ensuring response and appropriate actions on the feedback and complaints raised from community that are under the responsibilities of RDC Nepal as per prescribed feedback handling guidelines
- Refer all feedback and complaints to WVI Nepal on timely basis to make response and take actions if they are directly associated with WVI Nepal, its staff and operation.
- Provide monthly report on accountability including feedback and response status to Field MEAL Specialist using prescribed format of WVI Nepal.
General
- Carry out additional responsibilities as assigned by supervisor, including administrative and planning functions
- Comply with WVI Nepal’s child protection policies and practice with respect to child safeguarding, anti-fraud policy and other relevant policies and procedures.
TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Academic Qualification and Experience
Bachelor’s degree in social science or development studies in the field relevant to M&E. At least 2 years of experience working with I/NGO in the field of monitoring, evaluation, and accountability sector.
Sector Knowledge, Skills & competency:
- Data collection methodologies – qualitative and quantitative
- Effective written and oral communications skills including presentation and reporting skills
- Computer and Technology literacy; Good computer skills including Word, Excel, PowerPoint, advanced skills in MS Excel would be an advantage.

- Registered children participation is well reflected in the provided reporting platforms
- Ensure operationalization of World Vision’s Child Sponsorship standards, Development Project Standards, and sponsorship integration in all phases of programming
PHYSICAL ENVIRONMENT
Office based position with frequent field travel (Field-65, Office-35%)
Willingness to work outside office hours especially when traveling and working with sponsor/donor visits, critical child wellbeing cases of registered children, emergencies and sponsorship business peak hours
