Federal Republic Democratic Nepal is divided into 7 provinces and 77 districts. Jumla district is in the Karnali province consisting of 12 districts. CAD Jumla had been established in 2009 by the enthusiastic youths of Jumla; lawyers, social workers, health worker, journalists, human rights activists and intellectuals to facilitate in promoting human rights and continuing developmental activities based on the principle of “for the Karnali people with the Karnali people and by the Karnali people” for establishing just and prosperous Karnali region by acknowledging the adversity and diversity of the region in terms of geographical remoteness, economic hardships, traditional practices and rich flora and fauna. CAD Jumla, registered at District Administration Office, Jumla (No. 14/066/067, Date: 2066/07/26; Renewed Dated- 2079/06/31) and affiliated with Social Welfare Council (No. 27881, dated 2066/08/ 25 Renewed dated 2079/10/23) is a not profit making NGO working in areas of promoting human rights and developmental activities. It is associated with NGO federation of Nepal and has received Tax exemption certificate (10015-2079/6/30) and Permanent Account Number (304783751). It is also associated with NGO federation of Nepal. CAD Jumla has its head office at head quarter of Jumla. CAD Jumla had a lead role in Karnali agriculture and food concern group in Karnali region and is a Member of campaign food and agriculture in Nepal.

Details / requirements:

"आत्म सम्मानको लागि सहकार्य, Bijaya Nagar, Jumla" (Collaborative Action for Dignity-CAD Jumla) is a NGO registered at District Administration Office, Jumla in 2009 under the Organizations Registration Act, 1978. CAD has been working in the issues of protection and Gender Based Violence (GBV) along with promotion of human rights, child rights, Child Protection, Youth Empowerment and food security.

From July 2023 we are going to implement “Girls Standing Strong Project” in Kanakasundari RM of Jumla partnership with Plan International Nepal with main aims to empower girls to stand strongly working through strategic pathways of Changing harmful social norms, establishment of safety nets and resources and working with government for effective policies and programs.  Using the gender Transformative approach, the project is based on the integrated model of addressing CEFM through promotion of nurturing environment and protection, access to quality education and life choices (skill) and promoting one’s bodily autonomy.   DRR/CC and WASH will remain key cross- cutting initiative to make the communities prepared and resilient.   

For the effective implementation of the project and achieving the expected results, Currently, we are seeking competent, experienced, committed and dynamic candidates for the following position:

Monitoring and Evaluation (M&E) Officer -1 Duty Station (Kanakasundari R.M, Jumla)

1. Service: Monitoring, evaluation, documentation, and complementing work on SOYEE-related activities.

2. Type: Only for female 

3. Duty Station: Kanakasundari R.M, Jumla  

4. Reports to: Project Coordinator

5. Job Summary: Has to take following, roles, duties and responsibilities in overall management of Monitoring, evaluation and documentation as per the project documents of "Girls Standing strong Project” as well as responsible for implementation of SOYEE related activities

6. Roles, duties and responsibilities:  Following roles, duties and responsibilities regarding to program implementation; collaboration, cooperation, monitoring and reporting; and human resource management has to be carried out.

7. Program implementation

  • Ensure the proper implementation of Project Monitoring frame work.
  • Enhance capacity in providing life skills training to young women/people.
  • Enhance capacity in providing business skills training to young people, especially women.
  • Provide and support vocational skill development training to young people, especially women
  • Collect routine data of the project, compile and review to ensure the quality deliverer and report to Plan International Nepal along with PC & board of CAD
  • Analysis monthly, Semiannual & annual coverage/ People reached by the project components focused on Sponsorship children, and other marginalized groups Ensure project objectives are achieved. 
  • Support to prepare periodic project progress report.
  • Provide necessary feedback to project staff where as required and support for course correction during implementation. 
  • Prepare Monthly MERL report of the project. 
  • Ensure the quality of data and information’s generated through the project, handle project data with confidentiality.
  • Qualitative information and project impact in the field are documented. 
  • Support to prepare project implementation guidelines.
  • Assist Plan’s MERL team for periodic project monitoring and evaluation. 
  • Lead SOYEE related activities under the “Girls Standing strong project “
  • Perform other duties as may be assigned by organization.

8. Collaboration, cooperation, monitoring and reporting

  1. Share learning from M&E process with the team. 
  2. Support CAD district team in improving learning and sharing mechanisms in the project
  3. Promote feedback loop mechanism in the organization
  4. Analyze and discuss findings based on regular monitoring data with Project Coordinator& field staff.
  5. Provide evidence-based recommendations to Project Coordinator to ensure that implementation of field activities adheres to Result Based ME framework and monitoring plan of activities
  6. Support district based staffs  in conducting baseline surveys and Knowledge, Attitude and Practice (KAP surveys)
  7. Participate actively in program planning process and budgeting of the program.
  8. Support field staff team in maintaining/ updating information at SOYEE related activities 
  9. Ensure implementation of monitoring plan according to Result Based Monitoring Frame, Log Frame of the project documents
  10. Support project for regular review and reflection meetings with Rural Municipality and key stakeholders and in organizing joint  monitoring of the project areas
  11. Timely collect information about the project  as per the project documents
  12. Regularly visit working areas for ensuring effective implementation and for providing necessary feed backs, guidance and direction
  13. Support district team and Project Coordinator  in timely finalizing reports (program and financial) for sending to Plan International
  14. Establish sound relation and coordination with stakeholders and line agencies and funding partner.

9. Required Qualification:

  • Bachelor's or higher degree in social science, business administration with a 15-month certified Entrepreneurship Development Facilitator (EDF) or 3 years of work experience, (entrepreneurship development with MED (Micro Enterprise Development) including at least 2 years in project monitoring, particularly in Integrated projects.
  • Knowledge of the socio-economic and political context of Nepal, and understanding of inclusion and women's economic empowerment issues.
  • Knowledge of project activities implementation, monitoring, reporting, and documentation skills.
  • Previous experience as an M&E officer will be an added advantage.
  • Excellent computer skills (MS Word, Excel, PowerPoint) are a must.
  • Able to work independently under the pressure of deadlines.
  • Good communication and facilitation skills.
  • Knowledge of the local context, culture, and language will be an asset
