MEAL Specialist based in  Dhangadhi, West Field Office

This position will be responsible for providing support and coaching to WVIN’s NGO Partners and ensure all NGO Partners adhere required compliances, which includes payment and disbursements; procurement review; monitoring and reporting as per tools with at least 60% visit to the field/Project locations. To ensure stewardship, accountability and transparency in the Finance and SCM sectors through active resourcing and empowerment of PNGOs.

Major Responsibilities

1. Technical Responsibilities

  • Support PNGOs MEAL for carrying out monitoring against quality benchmarks, and establishing M&E system where corrective actions are recorded and used.
  • Analyze the trends of M&E trackers and Accountability quarterly and share to the program team and make necessary action plans for corrective action which will be tracked on regular basis.
  • Maintain and update database for reporting purposes such as activity tracking, beneficiary tracking and outcome monitoring.
  • Ensure necessary data on progress, outcome and quality are obtained, analyzed and shared with the relevant stakeholders
  • Manage evaluations, baselines and assessment and carry out necessary technical review to finalize.
  • Ensure that all the indicators are measured according to plan and right selection, definition and operationalization of indicators for Grants and PNS projects.
  • Ensure quality project reports are submitted in recommended templates from PNGO to Field Office; and Field Office to National Office to be submitted to donors.
  • Ensure information sharing, consultation and participation and feedback collection are integral part of Projects.
  • Update and maintain accountability feedback register in close guidance from MAL Manager. Follow up and ensure responses are done timely.
  • Upload log-frame, ITTs, DIP to Horizon; update and report through the system.
  • Conduct data quality assurance on regular basis with support from NO MEAL team
  • Ensure the use of dashboard for decision making
  • Ensure that all the findings from the field monitoring are uploaded, analyzed and reported in QBM and CFM system.
  • Track the progress of field office in periodic basis and share with Field leadership team
  • Ensure GESI and diversity inclusion
  • All reporting requirements are met through accurate data at different levels: activity, outputs and outcome
  • Evidences are available from assessment, outcome monitoring and beneficiary tracking system
  • More than 80% of community feedbacks and more than 80% of M&E feedbacks are addressed within the definite time.

2. Managerial Responsibilities

  • Prepare monitoring, evaluations, baselines/ survey, accountability plans for all the projects under the Field Office and ensure timely accomplishment of these.
  • Ensure timely submission of M&E report to Field Office in close coordination with NO MEALS
  • Ensure M&E Recommendation Tracking system is fully operational with proper follow up and closing loops for the region.
  • Provide oversight to field based MEAL staff and ensure they have received necessary support on monitoring and accountability function.
  • Manage and build performance of Field MEAL Coordinators and NGO partners to ensure that high quality monitoring evidences are available.
  • Ensure and validate data base and information through FO level reporting system like MMR, SAR & AMR.
  • Ensure quality monitoring through GESI lens
  • All necessary assessment, baselines, evaluations, outcome monitoring are done in time.

3. Capacity Building Responsibilities

  • Build capacity of local NGOs and MEAL Coordinators on outcome and monitoring against quality benchmark, through formal and informal platforms; meeting, workshop, coaching, feedback
  • Build capacity of NGOs on data collection, collating and analysis
  • Ensure Field Technical Leads have basic know how on monitoring
  • Ensure proper implementation of child protection, safeguarding and GESI policies at partner NGOs
  • Effective monitoring is operational in NGOs

4. Coordination Responsibilities

  • Work with other departments for mainstreaming CESP Monitoring and use of sponsorship, protection and advocacy data for monitoring reports
  • Work with local governments in the areas regarding data sharing and data collection
  • Provide necessary information to Advocacy staff for evidence-based advocacy
  • Comply local/ provincial government reporting requirement
  • Work with NO MAL Manager to operationalize accountability systems in region
  • Smooth flow of information that are updated and relevant

Requirements Include:

Required Professional Experience

  • A 3-5 years proven record of monitoring, evaluation and data analysis
  • Cross-functional management experience in an I/NGO, UN/ bilateral organizational environment
  • Develop qualitative and quantitative methodology
  • Sampling techniques, descriptive and inferential statistical methods
  • Basic logical frame-work
  • SPSS or STATA
  • Advanced Excel and quantitative skills
  • Effective relationship management skills; ability to influence without having authority
  • Excellent oral and written English or Nepali communication skills
  • Required Education, training, license, registration and certification
  • Bachelor’s degree in development studies, economics, public health, agriculture or in the fields suitable for development with 3-5 years of experience

Required Education, training, license, registration and certification

  • Masters’ Degree in development studies, economics, public heath, agriculture or in relevant areas with 2 years of experience

Preferred Knowledge and Qualifications

  • Proven experience as a team player
  • Demonstrated collaboration & team building skills
  • Understand advocacy theory, process and practice.
  • Proven ability to write and produce publications
  • Competent in the use of Microsoft Office computer programs including Word, Excel and PowerPoint.
  • Strong negotiation, interpersonal skills, organizational, administrative and facilitation skills
  • Must be able to interact with a diverse group
  • Travel and/or Work Environment- 20%
