Origins of CDM-Nepal CDM-Nepal’s origin can be traced back to 1993, the year Rupandehi district experienced one of the devastating floods in its history. Having seen the havoc brought by the disaster, a group of local development professionals joined hands to informally set up “Save the Environment and Rural Development Institute (SERDI)”, which later became CDM-Nepal during official registration in 2000. Detailed Job Description / Requirements:

1. Monitoring, Evaluation, Accountability & Learning (MEAL) Officer – Bhairahawa-based with 50% field visits
2. Social Mobilization Officer (SMO) (District Field Officer) – Field Based 

Qualifications and experience:

  • Minimum of 3 years of experience working in the field of Agriculture, Livelihoods, Bachelor’s degree required (Master’s degree Preferred) in Agriculture, DRRM, Statistics, Business Management, Social Sciences, Rural Development, Demographics, Public Health, International Development, or related fields.
  • Proven success in designing, implementing, and operating M&E systems from project initiation to phase-out.

  • Knowledge of major evaluation methodologies (qualitative, quantitative, mixed methods, and impact) and data collection and analysis methodologies.

  • Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines.

  • Proficiency in synthesizing complex information and communicating it effectively to diverse audiences.

  • Computer proficiency in Windows OS (MS Office), data analysis software (e.g., SPSS, Excel), and proficiency in research.

Responsibilities:

Monitoring, Evaluation, Planning, and Accountability:

  • Lead the development and execution of the project MEAL plan and quality benchmarks at the field level.

  • Provide technical guidance to social mobilizers/mobilization officers for implementing the MEAL plan

  • Assist social mobilizers/mobilization officers in data collection based on the MEAL plan and monitor their performance in MEAL implementation.

  • Build the capacity of social mobilizers/mobilization officers and volunteers in MEAL and quality program implementation, including complaint and feedback handling

  • Regularly monitor and evaluate community-level performance in collaboration with the project team

  • Conduct assessments and baseline studies to identify disaster risk reduction (DRR), disaster risk management (DRM), and resilience-related risks and priorities

  • Collect data, manage information and knowledge, and promote learning to design participatory interventions suitable for the local context and culture

  • Coordinate with the project team to maintain beneficiary tracking, complaint and feedback handling mechanisms to ensure transparency and accountability

 

Capacity Building and Planning:

  • Provide technical support to the project team in conducting baseline, endline, KAP surveys, Climate Risk, Vulnerability, and Capacity Assessment, and develop reports

  • Prepare and implement monthly individual work plans and monitoring plans based on the project work plan/strategy

  • Support the strengthening of human resources capacity and the sustainability of initiatives

Coordination and Advocacy:

  • Collaborate with Palikas (local municipalities) and respective wards to secure resources for project activity sustainability

  • Coordinate with Palikas to leverage municipal resources (match funds)

  • Work closely with Palikas, ward offices, community groups, political parties, social/religious leaders, and Citizen Awareness Centers (CACs) for local-level policy advocacy

  • Implement advocacy strategies in coordination with other stakeholders

Reporting and Communication:

  • Ensure the collection of required data from the field on a monthly basis, supporting Social Mobilization Officers/Assistant SMOs, and prepare event/activity reports and monthly reports

  • Maintain regular communication with the project team and other stakeholders.

  • Prepare and submit monthly/quarterly/six-monthly/annual reports to Project Palika (municipality-wise) and the donor

  • Lead the preparation of case studies, good practices, quarterly bulletins, and provide information for updating the organization's website

  • Engage in CRP, DRR, and emergency-related work as needed and instructed by the line manager

  • Having IT Skills and manage social media is a plus point


Qualifications & Experience:


  • At least a Bachelor's degree (Master’s Degree Preferred) in any discipline relating to  Agriculture, Climate Change, DRRM, Public Health, Natural Resources Management or in social science
  • At least 2 years practical demonstrated experience in community mobilization and organization and appropriate community disaster related programmes and familiar with value chain concept  and also  experience in Agriculture, Climate Change, Livelihoods.
  • Excellent coordination, collaboration and relationship building with the community stakeholders 

  • Excellent reporting and communication skills 

  • Team building skills and ability to work in a team and capable to undertake challenging task under different working conditions 

  • Have time management skills and result oriented work nature. 

Responsibilities:

Project Implementation

  • Support Program Manager in coordinating and networking with like-minded agencies for program implementation.

  • Assist community and social mobilizers in field-level implementation.

  • Ensure timely delivery of project activities and strategies with high quality.

  • Support data collection and reporting as per the agreed format and plan, in collaboration with the technical team, and lead field data collection.

  • Conduct at least 70% of field visits to project locations.

  • Develop work plans to identify project targets.

Capacity Building and Monitoring

  • Implement project activities based on the annual and monthly work plan and Detailed Implementation Plan (DIP).

  • Provide necessary support for handling complaints and prepare talking points for various situations.

  • Train community champions and field workers on project components, Disaster Risk Reduction (DRR), climate change, and Green Jobs.

  • Conduct rapid assessments and trend analysis of field-based programs.

  • Assist the project team in documenting lessons learned and reports.

  • Organize reviews and learning events at project locations.

  • Collect best practices and case studies demonstrating qualitative and quantitative changes over time.

  • Fulfill any other responsibilities assigned by the line manager.

  • Manage joint monitoring activities, including Board members and related stakeholders.

Accountability

  • Share estimated budgets for each activity with the community and stakeholders.

  • Assist the project team in strengthening accountability mechanisms at the project level.

  • Establish and manage a complaint and feedback mechanism for the project.

  • Ensure annual approval of project plans by the municipality.

  • Ensure active participation of children, women, and other vulnerable community members in all project activities.

Reporting

  • Collaborate with assistant social mobilizers and community volunteers to manage and administer all program-related aspects of project activities, including data collection, implementation, and report writing.

  • Regularly report/alert the project team on anticipated project issues, risks, and emerging opportunities and threats to project implementation.

  • Utilize appropriate reporting templates to facilitate data acquisition and aggregation in sectors or develop and maintain an effective database.

  • Create and integrate graphics in reports and information products to visualize data effectively.

  • Prepare and share all project-related reports for donors, stakeholders, and the Social Welfare Council (SWC).

Coordination and Project Development

  • Coordinate with municipal chiefs and other Palika members to ensure effective delivery and resource leverage.

  • Identify funding opportunities through different sources and networks, and share them with the Program Director and Program Manager.

  • Contribute to the project development team as requested.
