Direct Reporting to: Project Manager (Based in Sri Lanka)
Functional Reporting to: MEAL Advisor
The Network: Duryog Nivaran (DN) - South Asia Network for Disaster Mitigation was established in 1995 as a research, training, and advocacy network committed to promoting disaster risk reduction in South Asia at policy and practice levels. DN aims to fill the void in cross-border dialogue and experience sharing among governments and stakeholders, working in the world’s most disaster-prone region. DN has members in the South Asian region and a proven track record of managing and coordinating South Asia regional level research, pilot projects, advocacy initiatives, and policy dialogues at a regional level. The objective of the network is to strengthen national and regional organizations in South Asia and experts/individuals interested in disaster risk reduction to carry out effective disaster risk reduction and development activities, as well as to shape the regional and global discourse on DRR through research, information sharing, advocacy campaigns, and peer learning.
The Project: Strengthening Inclusive Disaster Risk Governance for Climate Resilience in Asia’ (SIDRRA) project is a 4-year consortium project, financially supported by the Swedish International Development Cooperation Agency (SIDA), with the International Rescue Committee (IRC) as the project lead in collaboration with Duryog Nivaran and Asian Disaster Reduction and Response Network (ADRRN). In this project, DN will focus on increasing the adaptability and resilience of communities at risk of climate change and disasters across Asia, and South Asia in particular, by working towards three mutually reinforcing outcomes over the life of the project:
- Strengthen the Duryog Nivaran network to become an effective advocate to influence duty bearers at the regional and national levels to fulfill commitments on inclusive climate change and DRR actions.
- Address the power imbalances that exacerbate climate and disaster risks facing particularly vulnerable populations with intersecting needs, particularly women and girls and excluded populations.
- Strengthen sustainable local-level actions through sub grant projects to mitigate the effects of climate change and to strengthen risk governance in 5 countries in South Asia.
Job Purpose: To design and implement a comprehensive MEAL system for the project in alignment with DN and IRC (lead implementation agency) standards for Performance, Accountability, and Learning.
Main Duties and Responsibilities:
Design and Planning:
- Develop a systematic monitoring framework with performance indicators and measurement methods in consultation with MEAL Advisor.
- Lead the development of the project MEAL Work Plan, including key steps such as baseline, mid-term review, final review, and periodic progress assessments in consultation with MEAL Advisor.
- Support the Project Manager in designing, planning, and monitoring the project, focusing on the theory of change and the MEAL plan in conjunction with MEAL Advisor.
- Ensure alignment of intervention results and indicators with project outcomes and DN strategic objectives.
- Design and develop monitoring tools, including quantitative and qualitative indicators, and MEAL processes.
- Formulation of baseline measures and targets for DN Strategic objectives
Implementation, Monitoring, and Reporting:
- Manage and coordinate performance and accountability activities.
- Implement monitoring tools and processes to ensure activities contribute to project outcomes and DN strategic objectives.
- Ensure the MEAL framework enables accurate measurement of progress through baseline measurements, milestones, targets, and indicators.
- Collect, analyze, and synthesize data to monitor and assess performance for reporting and decision-making.
- Provide guidance and capacity building on monitoring and data collection methods and tools.
- Identify lessons learned and guide development of qualitative information collection and case studies to capture project outcomes.
- Maintain the M&E database, ensuring data quality and timeliness.
Evaluation and Learning:
- Manage independent evaluations of the project.
- Facilitate the use of monitoring and evaluation information for data-driven project management.
- Contribute to communications from the MEAL system.
- Document lessons learned and best practices
Communication and Reporting:
- Support Project Manager in the preparation of narrative reports
- Produce reports on M&E findings.
- Prepare presentations based on M&E data.
- Ensure regular communication on the implications of M&E findings.
- Identify and share stories for public information and DN Website
Other Duties:
- Liaise with the Strategic Management/MEAL Adviser for guidance.
- Build the capacity of the project team and relevant DN network members on MEAL through training and coaching.
- Support risk mitigation by helping develop and maintain an updated project risk register.
Qualifications:
- Education: Bachelor's degree in statistics, demographics, public policy, economics, environmental science, or a related field.
- Experience:Minimum of 3 years of professional MEAL experience with international development projects
- Nationality: Nationals of Bangladesh, India, Nepal or Pakistan
Key Skills:
- Practical experience in program implementation
- Excellent analytical and data management skillsStrong moderation, facilitation, and training skills.
- Ability to work in multidisciplinary teams and remote environments.
- Excellent communication skills in English; knowledge of one other South Asian language preferred.
