Aasaman Nepal (ASN) ‘A pioneer organization for education and nutrition’, is one of the leading Terai based NGOs led and managed by social activists since its establishment in Dhanusha, Janakpur in 1999. ASN has been engaged in developing and implementing programs aimed at protection, promotion, and fulfillment of child rights in Nepal. Currently ASN has been working in 29 districts under 6 Thematic Areas as: Education/Child Protection, Women Empowerment, Livelihood/ Natural Resource Management, Disaster Risk Reduction, Health/ Nutrition and Good Governance.

Aasaman Nepal in partnership with Street Child of Nepal is executing “Build the Basics project” which aims to implement integrated intervention to alleviate learning loss and accelerate learning levels for 36,000 children; strengthen school capacities for continued learning and retention of students in 600 state schools across different Local Governments; and engage in evidence-based advocacy for proportional actions at the systems level in Madhesh Province and Karnali Province.
The Aasaman Nepal is looking for a self-motivated, result oriented and hard-working Nepali citizen for the following position:
1. M&E Officer – One (Karnali Province - Surkhet)
Objective/Purpose of the Position:
The purpose of this position is to provide support to the Aasaman Nepal, Build the Basics project on qualitative and quantitative data collection, data entry and cleaning, analysing, reporting and dissemination of results from a prospective, rigorous impact evaluation of “Build the Basics” Project and maintain the updated (digital) database of the programme.
Key Responsibilities:
Data Collection, Cleaning and Merging:
- Provide support to the Aasaman Nepal to monitor the overall qualitative and quantitative data collection process carried out by the implementing partners in the field and provide necessary technical support (Training, handling of technical issues, and installation and operation of data collection and analysis software applications) to the data collection facilitators.
- Provide support for the development and implementation of a monitoring system and oversee routine program monitoring activities.
- Provide technical support on mobile based data collection system to the collection facilitators as per needs basis.
- Provide support to the Program Manager in creating an M&E framework and procedures for the monitoring and evaluation of project activities.
- Provide support the Program Manager in defining and implementing the key project performance indicators (KPI) as well as monitoring them throughout the duration of the project.
- Review data files and perform data cleaning operations to ensure all observations are uniquely identified and reported data is consistent as well as evidence based.
- Maintaining integrity and consistency in data while merging data files to produce clean data in close coordination with the programs team.
Data Analysis:
- Construct variables in accordance with international and local definitions.
- Perform data analysis using different statistical tools to produce required results for different reports.
- Collate the data and its analysis and prepare various statistical reports as per the need of the programme.
- Produce summary statistics of key outcome and covariate variables.
Dissemination of Information:
- Provide necessary evidence-based information to the team for producing monthly, quarterly, and annual reports including other relevant sectoral reports as per the need of the programme
- Produce a written descriptive report following the approved template.
- Maintaining the existing database, information and resources sharing platform using intranet, extranet and Internet system (any available platform of the organization).
- Performing any other duty assigned by provincial coordinator related to information management.

Required Qualifications:
- Bachelor’s degree or higher equivalent in relevant field, such as Information Management, Information Communication Technology, Data Analysis, Statistics, or Economics.
- Minimum 3 years of experience of working in the relevant position such as on project monitoring and evaluation or data analyst.
- Relevant experience in designing and conducting fieldwork; and data collection, analysis and management for a development project/program.
- Relevant experience in data collection software and data management such as Microsoft Excel, SPSS, KOBO Toolbox, ODK etc.
Languages: Strong command of Nepali, English (oral and written) and local language preferred/required.
