ROLE DESCRIPTION

  • The MCD MEAL Coordinator will be the focal person for the partnership project funded by SOMAHA foundation and will support the country offices (2) in the design and implementation of Tdh’s MEAL approach. 
  • The person will ensure that MEAL applies to and is an integral part of all Tdh departments, and that the MEAL department plays a support role for the rest of the organisation. 
  • This position will be responsible for promoting Quality and Accountability within projects and programmes through methodological, technical and hands on support to MEAL and Program staff. 
  • This position will be involved in supporting the country MEAL teams in project cycle managemnt (situation analysis, strategy development, operational programming, monitoring, project steering, evaluation, capitalization), information management process and optimal information exchange, communication as well as participation in the decision-making processes of the key stakeholders (accountability, including Complaints and Feedback Response Mechanism) and providing input from a MEAL perspective in proposal development (Developing ToC, LFA and narratives around MEAL and budget input). The person also needs  to ensure that approaches such as gender equality, fairness and “do no harm” are respected in projects and programmes. S/he also needs to support an institutional culture that encourages critical thinking, collective learning and teamwork, as part of the organisation’s focus on quality and accountability. 
  • The position should help to develop a dynamic approach to MEAL inside and outside Tdh (as part of regional partnerships, networks, centres of expertise, working groups, etc.).

Functional details:

Strategy and Management

  • Responsible for implementation of project activities for Nepal under the  ‘Partnership’ project funded by Somaha foundation. Will work closely with the Project Manager for this project from HQ, as the focal point for Nepal.
  • Leads the development and implementation of the MEAL strategy in the MCD in line with Tdh's policies and guidelines, including Tdh Gender and Diversity policy;
  • Works with the country MEAL teams to support them in ensuring quality of the methodological tools provided by the Q&A department in HQ to project/programme teams. Checks that conditions are suitable for their adoption by teams and monitors the progress;
  • Ensures projects, programmes and MEAL/Q&A initiatives respect approaches such as gender equality, fairness and “do no harm”. In particular, protects confidential data, applies the principles of informed consent, and protects children during the completion of projects in his/her area of expertise.
  • Helps to consolidate and disseminate ‘lessons learned’ and promotes a culture of openness and exchange across the country offices;
  • Ensures that projects are based on solid partnership management and that programmes work to meet the ethical principles of ‘Do No Harm’;
  • Understands and applies Tdh’s policies on safety, safeguarding and fraud prevention.

Technical and Methodological Support

  • Supports the country offices to develop their MEAL capacities;
  • Provides MEAL support to project and programme teams, including support in developing CFRM, dashboards and capitalization documents; and semi-annual and annual data reporting to HQ;
  • Supports the development of ToR for: situation analyses, specific studies and investigations, organisation and management of strategic working groups (planning, multi-actor consultation, etc.);
  • Supports situation analysis, strategy development, monitoring & evaluation, information management, and assessments ensuring proper representation of the local context and needs;
  • Provides direct methodological and technical support to teams and partner organisations while developing and writing Q&A sections in project proposals submitted to donors;
  • Supports the regional Q&A technical advisor in ensuring that monitoring directives, methodological guidelines and tools are understood and implemented at Tdh;
  • Provides methodological support during the development of M&E systems and plans, and ensures a consistent approach is adopted across all projects and programmes.;
  • Provides support during the collection of data for programme indicators;
  • Provides advice and methodological support during the recruitment of MEAL staffs/experts for project

Learning / Training

  • identifying MEAL related issues and needs within the MCD;
  • Develop and implement a capacity building strategic plan for programme and project teams, MEAL & Program staff;
  • Takes responsibility for building the MEAL skills of Tdh’s MEAL and programme teams, project teams and partner organisations by ensuring that the support provided to teams furthers their training (through mentoring) and by organising training sessions as needed, working in coordination with the Q&A regional technical advisor in Asia and the head office’s Q&A unit.

Use of M&E data 

  • Ensures that M&E data is used optimally during operational and strategic decision-making at the delegation in accordance with HQ and donor requirements, especially with respect to institutional reporting.

Internal and External Networking

  • Contribute to exchange good practices between country offices;
  • Foster and participate in exchanges with Research partners and consultants; contributes to the development of TOR, recruitment/selection of research partners and service providers
  • Participate in Q&A meetings at regional level.

Other professional skills required:

  • Masters in Social science especially in Sociology, Economics, Management, Statistics
  • Minimum 3-5 years of experience in similar role
  • Experience in partnership management, especially focusing on local and national partners
  • Demonstrated experience as a trainer for partners and supporting partners with organisational development
  • Knowledge of project cycle management concepts, processes and tools, and experience in leading participative processes
  • Expertise in developing, planning and implementing M&E systems, procedures and tools
  • Knowledge of and experience with quantitative and qualitative methods in the humanitarian aid/development sector. 
  • Extensive experience in data collection and analysis. Knowledge of information management software and tools (statistics, data visualization, data analytics, investigation management and mapping) 
    • making large and/or complex data more accessible, understandable and usable
    • transforming, improving and integrating data, depending on the requirements
    • combining the data result sets across multiple sources
    • delivering the data in a useful and appealing way to users
  • Experience in preparing, planning and monitoring consultancies in the M&E field 
  • Awareness and knowledge of ethical issues related to MEAL: do no harm and sensitivity to gender and diversity 

Knowledge of and professional experience in the children’s rights field (protection and health) in the humanitarian aid/development context.
